VILLAGE OF TEQUESTA
PLANNING AND ZONING � February 15, 2018

CALL TO ORDER AND ROLL CALL
The meeting was called to order at 5:30 p.m. by Board Chair Janet Strand. Community
Development Planner, Lance Lilly, took a roll call. Present were: Board Chair Janet Strand,
Vice Chair Steven Eagen, Board Member Elizabeth Schauer, Alternate Member Leslee
Dasher and Alternate Member Theresa Maggio. Also present were Village Attorney Amity
Barnard and Community Development Director Nilsa Zacarias. Board Member Ashley Warren
and Michael Schmidt were absent.
APPROVAL OF AGENDA
MOTION: Board Member Schauer moved approval of the agenda; seconded by Alternate
Member Leslee Dasher, motion carried unanimously 5-0.
1. Approval of Previous Meeting Minutes
MOTION: Vice Chair Steve Eagen moved approval of the minutes; seconded by Alternate
Member Leslee Dasher; motion carried unanimously 5-0.
2. SPM 1-18:
Application from Terrace Communities Tequesta LLC to install a 350 Kw emergency
generator, a 3000 gallon above ground fuel storage tank on the rear of the premises; and,
six (6) off-street parking noted as "future" on previously approved site plan. The address of
the property is 400 N. U.S. Hwy 1, Tequesta, Florida, 33469.
Village Attorney Amity Barnard announced the quasi-judicial nature of the item and swore in
James Stergas as well as multiple members from Tequesta Terrace Senior Housing. The
Board Members disclosed no ex-parte communication. SPM 1-18 was opened to the Board
for questions and comments.
Director Zacarias mentions the applicant has not decided which model generator would be
installed and that Staff is proposing to the board four (4) conditions of approval:
• The generator should be fully screened with landscaping
• Approval from the Fire Safety Department
• The generator must be in compliance with noise levels per Sec. 30-383
• Approval/Letter from Department of Environmental Protection (DEP) regarding the
generator
Mr. Stergas mentions the proposed generator is to meet the standards set by the state due to
the unfortunate incidents from the 2017 hurricanes.
Board Member Schauer questions the sound level of the generator. Chair Strand questions the
location of the generator and how it will affect the residents on that portion of the property.

Mr. Stergas mentions the generator will have a level 2 acoustic enclosure and will mainly be
run for maintenance purposes unless loss of power.
MOT/ON: Board Member Schauer moved to recommend approval of SPM 1-18; seconded by
Board Member Leslee Dasher;motion carried 5-0.
3. SPM 2-18:
Application from Topper Fitness & Health, LLC., for a Site Plan Modification based on special
exception use modification pursuant to Section 78-180. MU District (i) (14) of the Village of
Tequesta Code of Ordinances (Personal Training and Fitness Studio). The Applicant is
requesting a site plan review modification approval for an existing 5,453 square foot building
space in the Mixed-Use Zoning District. The subject property is located at One Main Street,
Suite 105 Tequesta, FL 33469. . .
Community Development Director Zacarias stated Topper Fitness went before the Village
Council for a special exception use. She continues by stating the application was being heard
by the Planning & Zoning Board because of a Village code provision.
Village Attorney Amity Barnard announced the quasi-judicial nature of the item and swore in
Cinde Topper. The Board Members disclosed no ex-parte communication. SPM 2-18 was
opened to the Board for questions and comments.
MOTION: Board Member Schauer moved approval of SPM 2-18; seconded by Board Member
Dasher; motion carried unanimously 5-0.
4. SPM 3-18:
Application from Ministerio Internacional Dios Sobrenatural Corp. for a Site Plan Modification
based on special exception use modification pursuant to Section 78-180. MU District (i) (4) of
the Village of Tequesta Code of Ordinances (Place of Assembly). The Applicant is requesting
a site plan review modification approval for an existing 4,200 square foot building in the Mixed-
Use Zoning District. The subject property is located at 130 N. US Hwy. 1, Tequesta, FL 33469.
Community Development Director Zacarias stated Ministerio Internacional Dios Sobrenatural
received a special exception use approval like Topper Fitness. She further explains the
application will be postponed to the March Planning & Zoning Board meeting.

the motion to adjourn carried unanimously 5-0; therefcare, the meeting was adjourned at 6:01
P.M.
