4. Staff Analysis
Tequesta Terrace was built in 2001. The generator installed at that time is still in service, but no
longer meets current code requirements.Tequesta Terrace proposes to install a 350 Kw emergency
generator, a 3000 gallon above ground fuel storage tank on the rear of the premises. The subject
generator will be installed with an aluminum enclosure and landscaping surrounding the proposed
structure.
In addition,the applicant is proposing to add six(6) new parking spaces on the northeast corner of
the property. Currently, the subject property has fifty-five (SS) parking spaces that include three
(3) handicap spaces. The proposed improvements increase the impervious square footage to
93,111 sq. ft. (61.6%), and provides for 58,165 sq. ft. (38.4%) of open space which complies with
the Code requirements (25%).
The Planning&Zoning Board recommended approval of the subject application at the Februory
I5, 2018 meeting by 5-0 vote. The subject recommendation of approval included the following
conditions:
• The generator should be fully screened with landscaping
o Applicant response: "Mr. Parker confirmed he has no changes from what he approved
with the P/anning&Zoning submittal"
• Approval from the Fire Safety Department
o Applicant response: "Fire Rescue looked at the P/anning& Zoning submittal drawings
and confirmed the will address any additional life safety items at permit, part of their
standard procedure"
� The generator must be in compliance with noise levels per Sec. 30-383
o Applicant response: "Though the specific manufacturer of the generator has not been
selected(the generator system is a package from the selected vendor& each vendor
partners with a specific generotor company), the generator will have the highest
availa6le sound enclosure to meet 30-383."
• Approval/Letter from Department of Environmental Protection (DEP) regarding the
generator
o Applicant response: "DEP does not give pre-approvals at time of registration, when
permit engineering drawings are complete, DEP reviews the technica/ drawings and
inspects the completed fuel storage tank system, and provides a sign-off that allows
the system to be put into operation"

5. FINAL REMARKS
This development application met the requirements set on Section 78-334 notice of hearing. The
notice of hearing was be advertised on April 2, 2018.
The Planning&Zoning Board recommended approval of the subject application at the February
15,2018 meeting by 5-0 vote.Based on the Planning&Zoning Board condition of approvals,Staff
is recommending the following conditions:
• The generator must be fully screened with landscaping on all side pursuant to Village Code Sec.
78-299.
• The Fire Safety Department needs to approve and sign off on all life safety issues prior to any
permits being issued.
• The generator must comply with noise limits provided in Village Code Sec. 30-383.
• All other regulatory approvals, including the Florida Department of Environmental
Protection, must be obtained prior to issuance of any building permits.

ADDITIONAL DESCRIPTION OF WORK
(Tequesta Terrace ALF)
This submittal for Minor Site Plan Review is for the installation a Whole Building Emergency Generator
System in what is currently a grassed island in the rear of the building (west side of the building). The
proposed generator system is a 350kw diesel generator unit (with a bi-fuel diesel and natural gas mix
option) in an aluminum enclosure. To supply the fuel to the generator, there is a 3,000 gallon double
walled diesel fuel storage tank (either square or cylindrical) located adjacent to the generator. Both the
generator and the fuel storage tank will be surrounded by 6' high hedging. The generator system, in
addition to the generator and fuel storage tank, will also involve installation of a 2000amp automatic
transfer switch adjacent to the existing onsite electrical transformer.And at the completion of the work,
the existing permanent and temporary generators'Critical Services'generators will be removed.
Secondly, this submittal proposes to install 6 paved parking spaces (with continuation of hedge at
parking perimeter) that were identified on the Original Approved Site Plan as 'future parking spaces' at
the northeast corner of the property.
