MINUTES VILLAGE OF TEQUESTA PLANNING AND ZONING _> �' March 15, 2018 BOARD MEETING �, CALL TO ORDER AND ROLL CALL The meeting was called to order at 5:30 p.m. by Board Chair Janet Strand. Community Development Planner, Lance Lilly, took a roll call. Present were: Board Chair Janet Strand, Vice Chair Steven Eagen, Board Member Elizabeth Schauer, Alternate Member Leslee Dasher and Alternate Member Theresa Maggio. Also present were Village Attorney Amity Barnard and Community Development Director Nilsa Zacarias. Board Member Ashley Warren and Michael Schmidt were absent. APPROVAL OF AGENDA MOTION: Board Member Schauer moved approval of the agenda; seconded by Alternate Member Leslee Dasher; motion carried unanimously 5-0. 1. Approval of Previous Meeting Minutes MOTION: Vice Chair Steve Eagen moved approval of the minutes; seconded by Board Member Schauer; motion carried unanimously 5-0. 2. SPM 3-18: Application from Ministerio Internacional Dios Sobrenatural Corp. for a Site Plan Modification based on special exception use modification pursuant to Section 78-180. MU District (i) (4) of the Village of Tequesta Code of Ordinances (Place of Assembly). The Applicant is requesting a site plan review modification approval for an existing 4,200 square foot building in the Mixed- Use Zoning District. The subject property is located at 130 N. US Hwy. 1, Tequesta, FL 33469. Village Attorney Amity Barnard announced the quasi-judicial nature of the item and swore in Mario Guillen. The Board Members disclosed no ex-parte communication. SPM 3-18 was opened to the Board for questions and comments. Community Development Director Zacarias stated Ministerio Internacional Dios Sobrenatural received a special exception use approval. She continues by stating the application was being heard by the Planning & Zoning Board because of a Village code provision. There is no changes to the exterior of the building and the applicant is in contact with the Building and Fire Departments about permits. SPM 4-18: Application from SLO-ML, LLC known as Fashion Mall to paint a 12 ft. x 20 ft. art mural on the rear wall of units 11, 12, 13, and 14. The address of the property is 150 N. U.S. Hwy 1, Tequesta, Florida, 33469. Village Attorney Amity Barnard announced the quasi-judicial nature of the item and swore in Erik Petersen. The Board Members disclosed no ex-parte communication. SPM 4-18 was opened to the Board for questions and comments. Mr. Petersen gives a description of the type of artwork that will be painted on the wall. Mr. Petersen continues that the artist, Jason Newsted, named it "Evolution of Tequesta" to depict the evolution, nature and features of the Village. MOT/ON: Board Member Schauer moved approval of SPM 4-18; seconded by Board Member Dasher, motion carried unanimously 5-0. 4. SPM 5-18: Application from Island House Northeast Condominium Association to paint the exterior of the 4-story building. The address of the property is 350 Beach Road, Tequesta, Florida, 33469. Village Attorney Amity Barnard announced the quasi-judicial nature of the item and swore in multiple people. The Board Members disclosed no ex-parte communication. SPM 5-18 was opened to the Board for questions and comments. MOTION: Board Member Schauer moved approval of SPM 5-18; seconded by Board Member Dasher, motion carried unanimously 5-0. STAFF COMMENTS There was none. PUBLIC COMMENTS: A resident of Lighthouse Cove inquired about proposed Ministerio Internacional Dios Sobrenatural. She continued by asking about the construction on US Highway 1. BOARD COMMENTS There was none. ADJOURNMENT: Board Theresa Maggio moved adjournment; seconded by Board Member Schauer; the motion to adjourn carried unanimously 5-0; therefore, the meeting was adjourned a t 5:56 P.M.
