CALL TO ORDER AND ROLL CALL
The meeting was called to order at 6:00 p.m. A roll call was taken by Assistant to the
Village Clerk, Mary Ann Grieser. Present were: Mayor Abby Brennan (via conference
call), Vice-Mayor Tom Paterno, Council Member Vince Arena, Council Member Laurie
Brandon and Council Member Kristi Johnson.
Attorney Davis announced that all Council Members were present, with Mayor Brennan
in attendance via conference call.
1. US 1 Corridor Update Provided by Howard Webb, Florida Department of
Transportation, District 4, Director of Transportation Operations.
Council Member Johnson introduced Mr. Howard Webb, Director of Transportation
Operations for the Florida Department of Transportation (FDOT). Mr. Webb informed
Council that the project started in November of 2017, with approximately 30 percent of it
completed to date.
Council Member Johnson commented on the discontent she had been hearing within the
community and asked if the project could be reversed since less than half of the project
had been completed thus far. Mr. Webb stated that there had been adequate analysis
and coordination, which demonstrated that four lanes were adequate both now and in the
future. It was asked if the Alternate A1A intersection could still have three lanes, and
narrow into 2 lanes further North on US Highway One. Mr. Webb reiterated to Council
that plenty of data had been gathered which indicated the current plan would work.
Vice Mayor Paterno inquired as to the possibility of the bike lane being changed back to
a third lane. Mr. Webb believed that a study would show there was no need. Vice Mayor
Paterno asked about the possibility of the left turn lane at Tequesta Drive at US Highway
One being extended. Mr. Webb stated that he would check into that scenario. Vice Mayor
Paterno asked if a study had been performed on bike traffic on US Highway One. Mr.
Webb did not believe a study had been performed and added that narrower bike lanes
would not make a difference as there would still not be enough room for three vehicle
lanes. He added that the law did not allow such narrow lanes anymore. Vice Mayor
Paterno commented on the large amounts of traffic, which frequently backed up and
made it dangerous to merge into traffic from area businesses. He requested clarification
on the actual cost of the project and was assured the FDOT would look into the matter
and get back to the Council.

Council Memb�r Arena welcomed the FDOT and th�nked them for th�ir hard work on
the US Highway (�ne beautificati�n project. He inf'rarmed Council th�t I�e had been

studies. Cauncil Member Arena believed thai the Village had experienced a "psrfect
storm" �c�r�cerning t�e �r�ject because of s�veral uncc�ntr������e factors. St�me c�f the
fac���s i�cluded a rec�r� "sr��wbird" seasc�� �ith more visita�s �l�an ever bef�r�. 1n
additic�n, there were mnre k�ridge oper►ings and boa� traffic tl�an ever, according tc� the
US Coast Guard� Council Memb�r Arena also not�d that traffic lights were out of
synchronizatian, which added ta th� traffic congestiar�. In his traffic �fiudy, Council
Member Arena rrr�nitored both th� �authbound and narthbound traffic n��r the Jupiter
Inlet Bridge lacat�d US Highway Qr►e. In his research, he learned that the rush hour
traffic v�as at its peak �etu�een �:2� �.m. ��� 5:40 p.m,, vtir�t� ��e most congestec� area
focate� �t tt�e US Nigl�v�ray �n� and A�terr���e A1A intersect�c�r�. He nated th�� �r� �is

In addition, he h�d received many I�tters from residents who were suppartive of the
praject and wer`� loaking forward tca the finished pradu�t.
Vice Mayor Paterno asked Mr. Webb if there would be any consideration tcawards altering
the �rc�ject, i# the Villa�e brc��ght forth a res��ution, Mr. Vtlek�t� stated th�t he �ic( not
forese� ��y change in t�� ��c�ject.
Vice Mayor Paternp invited iimit�d camments from �itizens.
Ms. Geraldine C�nko, of 7 Country c�lub Circle inquir�d about business �ignage along
US Highway On�, and mentioned that she had heard that the Village was not allowing
tem�orary signa��. Mr. 11Vebb stated that there were �ome b�siness signs already c�u#
but t��� �e would ask the �r��ect team to Ic�c�k ir�to the reqt�es�.
Mr. Darreli Rastuch, o€ 391 Riverside Drive vaiced his concerns rec�arding Cauncii
Meeting notificatiorrs, sidewalks, brid�e construction �nd the US Highwa�r 1 praject.
Mr. Dennis Pilla, c�f 3463 Inlet Ccaurt asked abaut praposed turn lanes� Vice Mayor
Paterno acknowledged that only twca turn lanes were planned thus #ar, and Mr. Webb
confirrr�e� that there �er� r�c� atltlitional �anes �lanned.

2. Discussion of Village's abandonment policy.

restaurant whose owners had applied for the abandanment process in ard�er for the land

process did nat need to be codified in order to be legally sufficient. Attorney Davis asked
Council to offer feedback on any concerns they may have regarding the process.
Attorney Davis furfiher explained that the alley was a platted right-of-way, which did not
"belong" ta any one entity. The alley had been dedicated ta the public as a public use
right-of-way. Back in the late 1990s, it had been annexed into the Village and was
maintained by the Village since that time. Under state law, once a right af way had been
abandoned, it reverted in ownership ta property owners on either side af the right-of-way.
Attorney Davis asked Council ta give him direction an whether they wauld like to codify
the abandonment policy. Council asked Attorney Davis to update the palicy for Council
review before it was brought forth to a Workshop Meeting.
Mayor Brennan signed off via conference call at 7:06 p.m.
3. RESOLUTION NO. 09-1$, A RESOLUTION OF THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
AMENDING AND INCREASING THE FISCAL YEAR 2017/20'18 GENERAL
FUND#OQ'1 BUDGET BY APPROPRIATING FUND BALANCE IN THE AMOUNT
OF $123,46Q.04 TO FUND COSTS ASSOGIATED WITH THE
REORGANIZATIQN OF THE BUI�DING DEPARTMENT;PRt�VIDING FOR
SEVERABILITY;PROVIDING AN EFFECTIVE DATE AND FOR OTHER
PURPOSES.
Vice Mayor Paterno pointed out the recent change within Village Hall, whereas the
building department and finance department had switched locations, far customer
convenience purposes. Manager Cauzzo explained that the resolution would need to
came before Council during a Regular Council Meeting to appropriate the funding from
the buiCding department, in order to make the accommodations. Mr. Radriguez informed
Council that an o�ce and conference room wauld be buiit in the back af Village Hall. He
further explained that there were twa new employees with insurance benefits, whereas
the previous employees did not have insurance. Mr. Rodriguez clarified that the
temporary employee would be warking for the Village for the next six months. Manager
Couzzo agreed that there would need to be some consideration for temporary/part time
persannel.
Mr. Rodriguez reminded Cauncil that the cost for constructian would remain the same as
previously discussed at $15,0OO.OQ. Council Member Johnson asked why the cost for
the scanning wark was not included in the budget, as it had been known that it was
necessary far some time. Vice Mayar Paterno preferred that the work in the back offices
be placed on hald in the event the building department experienced any arganizational
changes.
4. Discussion on Golf Carts
Council Member Arena recommended that golf carts be allowed on the east side of the
bridge as people were already using them in that area. He understoad that a study was
necessary as per state statute. Vice Mayor Paterno believed it could be a safety issue

even if the golf carts were allowed anly as far east as the railroad tracks, Discussion
ensued regarding the police department offering input on the situation. Council Member
Arena asked for a report to be prepared for the next workshop on the matter.
5. Discussion Regarding Village Cade Ghapter 63; Regulations for Placing and
Maintaining Communications Facilities in Viltage Rights of Way; F.S.
337.401 Updates Regarding Small Wireless Facilites; Updates Regarding
Current Best Practices.
Attorney Davis requested this topic be brought to a Workshop Meeting far discussion. He
informed Council that the existing code was very old and "bare bones" and suggested
Council direct him to update the ordir►ance with more modern regulatory protectians. He
revealed to Cauncil that uvireless companies were now requesting to place their
equipment in community right-of-ways, adding that the Village should be pratected and
prepared.
Vice Mayor Paterno wondered if any of the cellular equipment cauld be placed
underground. Attorney Davis opined that co-lacation was a direction the Village could
request. Rddi#ianally, using poles and facilities that were already in the ground was
another passibility. Cast and regulatory issues were some other factors.
Mr. Tom Bradford or 44 Chesnut Trail commented on the large equipment necessary to
accommodate same new technolagy. He suggested a year-long moratorium in order put
tagether an ordinance that would address the issue. Attorney Davis would only
recommend a maratorium in 6-month increments, with the ability to extend the period as
needed.
Cauncil directed Attarney Davis to prepare an ardinance for a year-lor�g moratarium at
the next scheduled Council Meeting.
ADJOURNMENT: Vice MayorPaterno announced the meeting was adjuourned at 7:26
p.m.
