III. BACKGROUND
Hannah's Home of South Florida is a boarding school for young expectant mothers,founded by
Mrs. Carol Beresford.Hannah's Home isa non-profitorganization and is licensed asa school with
the Florida Department of Education.The 2.93-acre parcel is located at 4390 County Line Road,
Tequesta,Florida.
Throughout the years, Hannah's Home of South Florida received approvals for a series of
applications as shown on the following summary:
Special Exception Use SEU-1-09
November 12,2009 Village Council approved school use as a special exception use within the
R-1 Residential Zoning District. The Special Exception order included
conditions of approval.

January 15, 2015 Planning and Zoning Advisory Board approved the application to install
egress windows instead of doors on the nursery and dormitory rooms.
Site Plan Modification SPM01-15
March 19, 2015 Planning and Zoning Advisory Board approved the application to install a
standingseam metal roof instead ofa tile roofon the nurseryaddition.

IV. STAFF ANALYSIS
On IVovember 12,2009,the Village Council approved a specialexception use application for Hannah'sHome
of South Florida for a boarding school for young expectant mothers.The subject application modified the
previouslyapproved aSpecial Exception Use and it requiresto be approved as such priorto site plan review.
Per code section 78-362 (2) Special Exception Uses the subject application could be approved
administratively"Smallscale,exterior-exterior expansion,enlargementorrevision of less than ten percent
of the originally approved special exception site square footage and having construction costs of less than
$10,000.00 once within any eighteen month periad"(this category contemplates a change to the existing
structure's footprint,and othersite related revisions thatflowtherefrom).(bJ Review and approval regarding
the continuing special exception use is provided by the community development director,foUowing whic�►,
the applicantshallsubmitan application forsite plan modification. Communitv Developmentapproved the
minorSpecial Exception Use.
The subject site plan modification application includesthe followingtwo(2)proposed changes:
A. Installation of a 450 sq.ft.storage structure
The applicant is proposing a permanent structure to be used as a storage shed.This structure will
be consistent with the building aesthetics of the proposed MasterSite Plan in terms of colors and
Key West Village style. The applicant is also proposing additional landscape to beautify the
proposed structure.
The existing lotcoverage calculation is 27,988 sq.ft. (22.1%j.The subject application increases the
existing fot coverage calculation by 450 sq.ft. The proposed tot coverage calculation is 28,438 sq.
ft.{22.46%). Percode section 7&143,lotcoverage requirement is max 37%. The proposed site plan
modification is in compliance with code.
B. Revision of the phasing plan of previously approved Master Site Plan
On October 10, 2013, Village Council approved the Master Site Plan application SPR 07-13. The
developmentorderincludedconditionsofapproval (SeeattachedSPR07-13DevelopmentOrderJ.
The applicant provided the fol lowing update regarding compliance with the conditions of
approvals required forthe MasterSite Plan developmentorderSPR-07-13:
1. Building permits for Phase I, consisting of nursery and dormitory additions to the existing
structure, including addition of any necessary parking spaces,shall be applied forwithin 12
months ofthe date of this order.Comp/eted
2. Phase tl,consisting of new construction of a 2 story dormitory,and the provision of lawn area
between said new dormitory and existing structure,as well as perimeter landscaping,and the
addition of any necessary parking spaces shall be completed within five years of the date of
this order.Subject application repuest:Phase ll to be re-assigned to Phase lll.
3. Phase III,consisting of new construction offour(4)single story dormitory structures,a chapel
and a caretaker's residence,the addition of any necessary parking spaces and the completion
of all infrastructure and landscapingsite improvements shall be completed within ten years of
the date of this order.Subject application repuest: The four(4)sinqle story dormitories and
caretaker's residence alonA with necessary parkinA to be re-assipned to Phase ll; the chapel

This cause came on to be heard upon the above applicatian and the Village Council of the
Village of Tequesta having considered the evidence presented by the applicant and ather interested
persons at a heazing called and properly notic�,and the Viila�e Council of the Village of Tequesta
being otherwise duly advised,
THEREUPON, THE VILLAGE COUNCIL OF TI� VILLAGE OF TEQUESTA FINDS
AS FOLLOWS:
1. The subject property is locazed in the R 1 Zoning District in the Village of Tequesta.
2. The applicant has submitted all documents required by the Village's Code of
Ordinances for Village Council site plan review and final action
3. The application and all supporting documentation and pr�sentation materials as
reviewed by the�tillage Council at its October 24,2013 meeting, and as kept on file
by the Village,are made a part her�of and are hereby incorporated by reference.
4. According to Section 78-331,approvat by the Village Council is required.
5. The a�plicaats have applied for Master Site Plan appmval in three phases.
6. Under the provisions af the Village Code of Ordinances,the Village Council has the
riSht,power and authority to aet upon the request herein made.

COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, AS FOLLOWS:
The application for Master Site Plan approval, Case No. SPR 07-13 with reference to the
above described property within the Village of Tequesta, Palm Beach County, Florida, to approve a
three phase tnaster site plan in accordance with the application attached hereto as Exhibit "A" is
hereby APPROVED with the tollowing conditions:
1. Building permits for Phase I, consisting of nursery and dormitory additions to the
existing structure, including the addition of any necessary parking spaces, shall be
applied for within 12 months of the date of this order.
2. Phase II, consisting of new construction of a 2 story dormitory, and the provision of
lawn area between said new dormitory and the existing structure, as well as perimeter
landscaping, and the addition of any necessary parking spaces shall be completed within
five years of the date of this order.
3. Phase III, consisting of new construction of four (4) single story duplex dormitory
structures, a chapel and a caretaker's residence, the addition of any necessary parking
spaces, and the coinpletion of all infrastructure and landscaping site improvements shall
be completed within ten years of the date of this order.
4. At final build out of Phase III, the site will accommodate a maximum of 21
residents/students.
5. The nursery/day care is an accessory use to the school and shall not be open for use by
non residents/students of the facility.
6. The Applicant shall provide the Village with documentation verifying that there are no
environmental/land contamination issues from neighboring lands, prior to the issuance of
the first Phase I building permit.

for Board or Councll review as requlred below.

and proposed structures, setbacks, parking and loading Iayout, ingress and egress, sidewalks and walkways,
exterlor llghiing layout, dimenslons of street frontages,property lines and all signage.

Tequesta Code of Ordlnances, Dtvlsion IV, Landscaping.

Planning&Zoning Board requlres an exact rendering of the proposed modi�cation, construefilon or addltion. Color
photographs or print�s as close to the actual calors to he used must he suppiled. Slnce color printers often da not

REQUEST
On behalf of the Applicant, J1�Iorton Planning & Landscape Architectuce is r-equesting a modification to a
pt�e��iously granted Special Exception(SE 1-09), and a Minor Site Plan modi�fication to an approved Mastet•
Site Plan (SPR 07-13) to Hannah's Home of South Florida ("Properry") to revise the phasing of building
construction and timeline for development. The minor site plan modification is for Phases I, IT and III of
the Nlaster Site Plan and the addition of a storage structure. The modification to the previously granted
Special Exception is per Section 78-362-Applicability of Division 3-Special Exception Uses. The final
bl�ildout of the site w-ill accommodate a maximum of 21 residents/stiidents as approved on the Master Site
Plan.
SITE CHARACTEItISTICS
Hannah's Home of South Florida is a boarding school foi•young expectant mothers,founded b}�Mrs. Carol
Bei-esford. Hannah's Home is a non-profit organization and is licensed as a school �r•ith the Florida
Department of Education. The 2.93-acre parcel is located at 4390 County Line Road, Tequesta, Florid�.
The initial Nlaster Site Plan for Phase I improeements for the addition of a nutsety/day care facilitv along
with a dormitory to the existing structure have been completed. This request fot• a Minor Site Plan
modification is to introduce three (3) phases of development for the subject propel-ty. The subject property�
clu�rently has a f�itlire land tise designation of Residential Lo�v Density (LDR) and a zonin�designation of
R-1 Residential.

Surrounding Properties
The Property is surrounded by residential uses to the north, south, east and west.North, south and east are
in the R-1 Residential Zoning District. Much of the western property line is bordered by R-2 Residential
Zoning District.
MODIFICATION TO THE SPECIAL EXCEPTION CRITERIA
The modification to the previously granted special exception meets the criteria set forth in Sec. 78-363 of
Division 3-Special Uses by meeting the following criteria:
1. The proposed use is a permitted special exception use.
Yes. The School is an existing use that is permitted by Special Exception in the R-1 Zoning District.
2. The use is designed,located and proposed to be operated so that the public health,safety,welfare
and morals will be protected.
Yes. The School Master Site Plan met all criteria when it�vas approved by Village Council on 10/10/13.
Six(6)Conditions of Approval were proposed. Only the phasing and timeline of building construction,
Conditions of Approval2-3, are being requested to be revised. The Master Site Plan element locations
will not be revised.
3. The use will not cause substantial injury to the value of other property in the neighborhood where
it is to be located.
Yes. The revised Conditions of Approval for phasing and construction timeline �vill not change the
approved use of the School. The approved Master Site Plan will remain unchanged.
4. The use will be compatible with adjoining development and the proposed character of the district
where it is to be located.
Yes. A School use is permitted as a Special Exception in the R-1 Residential Zoning District. The
existing Master Site Plan supporting the Special Exception was approved in October 2013 with six(6)
Conditions of Approval.
5. Adequate landscaping and screening is provided as required in this chapter.
Yes. Adequate landscaping and screening is provided as sho�vn on the Master Site Plan that was
approved on October 10, 2013 under Case No. SPR 07-13. The Staff report evaluation supports that
the Landscape Review has met Code requirements as shown on the approved plan.
6. Adequate off-street parking and loading is provided, and ingress and egress is so designed as to
cause minimum interference�vith traffic on abutting streets.
Yes. Adequate parking and loading is provided as shown on the Master Site Plan that was approved
on October 10, 2013 under Case No. SPR 07-13. The Staff report evaluation supports that there is
adequate parking provided per Code. 30 spaces are required, and 35 spaces will be provided.
MINOR SITE PLAN MODIFICATIONS: PHASING AND THE ADDITION OF A STORAGE

The Village Council previously approved Hannah's Home Master Site Plan for three phases. To date the
original Phase I has been completed. With this proposal the Applicant is requesting to revise and reset the
phases and timeline of construction far the remaining site elements due to a�ailability of funding to

STATUS OF CONDITIONS PER DEVELOPMENT ORDER SPR-07-13
1. Building permits for Phase I, consisting of nursery and dormitory additions to the existing structure,
including addition of any necessary parking spaces, shall be applied for within 12 months of the date
of this order. [Completed]
2. Phase II,consisting of new construction of a 2 story dormitory, and the provision of lawn area between
said new dormitory and existing structure, as well as perimeter landscaping, and the addition of any
necessary parking spaces shall be completed within five years of the date of this order. [Re-assigned
