Drainage Statement for:
Blowing Rocks
Project No. 17-1179
Location
The 1.78 acre project site is located between the Atlantic Ocean and the Intracoastal Waterway
iminediately south of Coral Cove Park. Beach Road bisects the project site with the majority of
the project site located east of Beach Road. The project site is bounded on the north by Coral
Cove Park, on the east by the Atlantic Ocean, on the south by undeveloped lands owned by the
State of Florida Trustees of the Internal Improvement Trust Fund (TIITF) and on the west by the
Intracoastal Waterway. The project site is located within the Intracoastal basin of the South
Florida Water Manageinent District/Florida Department of Environmental Protection.
FEMA Flood Data
The western portion of the project site behind the dune line is located within flood zone AE,
elevation 7.0' NAVD based upon the Letter of Map Revision (LOMR) effective July 2, 2018 for
the FEMA Flood Insurance Rate Map (FIRM) panel nwnber 12099C0179F, effective October
15,2017.
Existin�Conditions
The site is currently developed and in use as a residential multi-family development on the south
side and a single building (church parcel) on the north side. There are minimal stormwater
manageinent facilities located onsite consisting of a drainage system within the pool area of the
�nulti-family development. Currently, stormwater runoff generated onsite sheet flows directly
offsite primarily to the west to Beach Road, as well as to Coral Cove Park (north), the Atlantic
Ocean(east) and the undeveloped parcel (south).
Beach Road does not have a formal stormwater conveyance or stormwater management system.
Stormwater runoff from Beach Road sheet flows off the roadway onto the adjacent properties.
There is a culvert system along the east side of Beach Road along the project frontage and this
system allows surface water runoff north of the project site along Beach Road and stonnwater
runoff froin this site to discharge south into the undeveloped state-owned land south of the
project site.
There are no existing water quality treatment facilities located on-site.

Proposed Improvements
The proposed project consists of the redevelopment of the site for a multi-story condominium.
The finished floor elevarion will be raised to meet the current building department finished floor
elevations associated with current FEMA elevation (listed above). The proposed minimum
finished floor elevation is 1.5' above the FEMA elevation or elevation 8.50' NAVD.
The proposed stormwater management system will be constructed to meet the standards of the
South Florida Water Management District. Stormwater runoff will be reduced from the pre-
development conditions. Water quality treatment facilities will be designed to treat stormwater
runoff prior to discharge by way of depressed swale areas and 100 linear feet of proposed
exfiltration trench (please see exfiltration trench calculations on the next page). Legal positive
outfall will occur west onto Beach Road and ultimately, to the undeveloped property to the south
via bubble up structures or a hard pipe connection to the drainage system on Beach Road.
It should be noted that the Village of Tequesta typically requires new development and
redevelopment to retain 95% of the runoff from a 25 year — 1 day stonn event. Due to the
geographic location of the project site being located on the Barrier Island and elevated
significantly higher than the adjacent properties, this regulation should not apply to this site as
there will be no adverse impacts to any Village storn�water management system or any off-site
properties. The proposed stormwater management system will be an overall improvement to
water quality treatment and stormwater runoff from this site.
Preliminary Surface Water Mana�ement System Calculations
The drainage area associated with the redevelopment of the site is 1.32 acres which is the area
east of Beach Road and west of the existing dune line. The existing site is currently developed
with 0.96 acres of impervious area generating 1.23 acre-feet of runoff during the 25 year — 72
hour design event (13.5 inches of rainfall). The proposed site plan contains 1.00 acre of
impervious area that would generate 1.26 acre-feet of runoff during the 25 year— 72 hour storm
event. The proposed drainage system will be designed to provide 0.21 acre-feet of water quality
treatment which will be retained within a proposed exfiltration trench system. Therefore, there
will be an overall reduction in runoff generated from the 25 year—72 hour design event.

During the Site Plan Review process for the Blowing Rocks Condominium Project, a variance
has been requested regarding the Village of Tequesta's Chapter 74 Article IV requirement for
developments to retain 95% of the 25 year— ?4 hour storm event on site. The need for the variance was
based upon numerous discussions with Village Staff and the Village's Engineering Consultant, (Spencer
Schroeder, P.E. of Mock Roos & Associates) and resulted in a consensus that meeting this requirement
would be a hardship and unique to this development compared to neighboring developments with similar
circumstances and site characteristics on the barrier island, which were not believed to be in conformance
with the above mentioned requirement.

A critical observation common to all six developments, was that no site had �isible stormwater
detention or retention areas in any significant form. No dry detention areas, ponds or surface water areas,
depressed landscaped areas that could retain additional stormwater, or any evidence of subterranean
stormwater storage that would meaningfully contribute to the retention of on-site stormwater caused by a
25 year storm were observed. All six drainage systems discharge to S. Beach Road's Right-of-way
whether via minimal private drainage systems that overflow or "bubble-up" discharging into S. Beach
Road's Right-of-way, by direct overland flow, or a combination of both.
A superelevated curve in front of Ocean Towers and Ocean Towers South serves as a relative high-point
for the existing surface slope of S. Beach Road. The roadwav and ground drains to the southwest from
this high-point towards the bridge and into the ��z.•:i,�,

In conclusion, all six investigated Barrier [sland Condominiums that are south of the Blowing
Rocks Condominium site and are within the Village of Tequesta, were developed with comparable site
circumstances, yet do not conform with the Chapter 74, Article IV Village Code requirement to retain
95%of a 25 year—24 hour storm event. As summarized above, and further illustrated in the following six
site drainage exhibits, each Condominium currently discharges directly to the S. Beach Road Right-of-
way, which ultimately drains to either the Intracoastal Waterway or the Atlantic Ocean by way of
overland flow.
As this is both the manner in which the six developed Condominium sites discharge, and the
existing Blowing Rocks Condominium site drains prior to development, we see no definitive reason as to
why a variance for relief from the aforementioned retention requirement would not be appropriate.
Furthermare, we have not been presented with, nor see any evidence that granting this variance would be
injurious to any residents of the Village, especially considering the proposed discharge reduction and
water qualiry improvements that would be incorporated in the Blowing Rocks Condominium stormwater
design.
The following exhibits generally illustrate the overall drainage system for each of the six
Condominium Developments. The Appendix that follows provides various photographs of the
Condominiums' site characteristics and drainage systems for further reference.

I n t rod u ct io n/Req u es t:
On behalf of the Owner, Turnberry Beach Road, LLC. Gentile Glas Holloway O'Mahoney &
Associates, Inc. respectfully requests review and approval concerning the properties located at 1500
and 1550 Beach Road, in the Village of Tequesta. The subject proposal will bring a unique one of
kind design (inspired by internationally known design architect Carlos Zapata) into the Village
of Tequesta, which will be marveled for years to come. The Owner's overall development program
consists of the following:
1. Unity of Title to combine both parcels;
2. Small scale comprehensive plan map amendment from Residential Low Density to Residential
Medium Density for the North Parcel; 1550 Beach Road;
3. Site plan for an infill redevelopment consisting of 2( multi-family, condominium units, and
amenities area located on f 1.78 acres. (Note, the amenity area will use most of the existing
amenities on the existing 1500 Beach Road parcel);
4. Variance Request to request relief from the code requirement for retention of 95% of the 25
year—24 hour storm event;
Note: This Narrative ONLY addresses the variance request portion of the applicant's proposal.
Additionallv. as the site has been redesigned, there is no longer a need for a variance request with regards
to setback encroachments.

Project Justification:
Over the last few years, the owner has diligently researched the housing market in the Village of
Tequesta, and has determined that the current market trends are excellent to offer a well-designed
"infill" redevelopment project that provides a modest impact to growth and services in the area. The
proposed infill development will not have significant traffic impacts on the surrounding roadway
network, and will bring an increase to the taxes and values of both parcels. Further, the project will
have no impact to the existing surrounding land uses. As Tequesta continues to distinguish itself as a
premier destination in northern Palm Beach County for locals and visitors alike,the applicant is excited
to bring this project for consideration by the Village Council's for approval.
VARIANCE REQUEST
The applicant seeks relief from Chapter 62, Article IV, Division 1, Section 62-92(3). The Village of
Tequesta typically requires new development and redevelopment to retain 95% of the runoff from a
25 year— 1 day storm event. Due to the geographic location of the project site being located on the
Barrier Island and elevated significantly higher than the adjacent properties,this regulation should not
apply to this site as there will be no adverse impacts to any Village stormwater management system
or any off-site properties. The proposed stormwater management system will be an overall
improvement to water quality treatment and stormwater runoff from this site. The required criteria to
support the applicant's reyuest is provided below.
1. Special conditions and circumstances exist which are peculiar to the land, structure, or building
involved and which are not applicable to other lands, structures or buildings in the same zoning
district.
Response: Due to the geographic location of the project site being located on the Barrier Island
and elevated significantly higher than the adjacent properties, this regulation should not apply to
this site as there will be no adverse impacts to any Village stormwater management system or any
off-site properties. The proposed stormwater management system will be an overall improvement
to water qualiry treatment and stormwater runoff from this site.

2. The special conditions and circumstances do not result from the actions of the applicant.
Response: As the subject properties are a product of infill redevelopment, the owner must work
within the confines of what currently exists in terms of existing levels of service, and other assorted
public works elements. Through the design phase of this proposal the project team has identified
certain elements of the properties and have analyzed the size, shape, and other topographical
features. The owners are requesting relief from the above so that they can facilitate an effective
development on this unique piece of land.
3. Granting the variance requested will not confer on the applicant any special privilege that is denied
by this chapter to other lands, buildings or structures in the same zoning district.
Response: Requesting relief from Chapter 62, Article IV, Section 62-93 will not confer on the
applicant any special privilege, but as also stated in the accompanying response letter and
elsewhere in the justification, it should be noted that per the Application Review letter issued by the
Village's Consultant, compliance with this section of the village Code is unlikely due to the location
and elevation on the Barrier island, while the other existing condominium developments along
Beach Road also do not meet these requirements. As inftll redevelopment creates certain design
challenges, the applicant is reguesting relieffrom an antiquated code provision to foster a premier
development.
See attached "village of Tequesta Barrier Island Existing Development Drainage Study" which
provides a summary of our observations while studying nearby Developments' compliance to
village Code, and our resultant conclusion that the existing Developments wtthin Village of
Tequesta limits, on the east side of the barrier island do not comply with current Code.
4. Literal interpretation of the provisions of this chapter would deprive the applicant of rights
commonly enjoyed by other properties in the same zoning district under the terms of this chapter
and would work unnecessary and undue hardship on the applicant.
Response: The Village of Tequesta's zoning code and Comprehensive plan do not have provisions
in place that address infill redevelopment. The owners are requesting to redevelop tl.78 acres of
land to provide a unique, dynamic structure ensuring a substantial increase in the village's tax
base. Please note, the code requirement to retain 95%of the 25 year—24 hour storm event runoff
is based on an older code provision that is di�cult for most properties in the viciniry to meet, as
commented by the Village reviewer consultant.

conducted to confirm or deny whether any other properties located within the same area and subject
to the same, or similar site conditions meet this provision of the Code.
5. The variance granted is the minimum variance that will make possible the reasonable use of the
land, building or structure.
Response: The requested variance will be the minimum variance needed to make reasonable,
effective use of the proposed structure. It should also be noted, that in comparison to the existing

stormwater management system, and other developments existing within the same conditions, the
proposed system will be an overall improvement to water quality treatment and stormwater runoff
from this site, thus contributing to a reasonable use of the land and furthering the public welfare.
6. The grant of the variance will be in harmony with the general intent and purpose of this chapter
and such variance wil( not be injurious to the area involved or otherwise detrimental to the public
welfare.
Response: The redevelopment of these properties will provide for a unique, one of a kind structure
within the village of Tequesta. Further, if an attempt to conform completely with the retention
requirements set forth in Sec. 62-93(3), it is possible that there will be a negative impact to
adjacent properties in terms of water flow. Approval of the requested variances will ensure that
the owners can provide an effective structure that will be respectful to all.
Conclusion:
To recap, the applicant, who is responsible for building several high end products domestically, and
internationally,are proposing; 1)a Unity of Title to combine two parcels;2)small scale comprehensive
plan map amendment from Residential Low Density to Residential Medium Density; 3) Site plan for
an infill redevelopment consisting of 21 multi-family, condominium units, and amenities located on
t1.78 acres. 4) Variance Request to request relief from the code requirement for retention of 95% of
the 25 year — 24 hour storm event; Note, the other portions of the applicant's proposal have been
submitted under separate cover.
The owners have been extremely diligent in working with Village staff, and the design team; even
being considerate enough to use local consultant's familiar with the area to ensure that the final product
is sensitive and respectful to the existing community. This narrative has demonstrated that the proposal
is consistent with particular elements of the Village Comprehensive Plan, and will not be a detriment
to any goals, objectives, and policies. Additionally, the submitted site plan shows compliance with
most elements of the R-3 zoning district, and where it isn't, have provided the proper justification for
variance requests.
With the approval of this dynamic project, Tequesta will further their mission in establishing itself as
