MINUTES
• VILLAGE OF TEQUESTA
COUNCIL SPECIAL MEETING
MONDAY, OCTOBER 31, 2005
I. CALL TO ORDER AND ROLL CALL
The Village of Tequesta Village Council held a Special Meeting at the Emergency
Operations Center of the Public Safety Facility, 357 Tequesta Drive, Tequesta, Florida,
on Monday, October 31, 2005. Mayor Humpage called the meeting to order at 9:03
a.m. A roll call was taken and the following were present: Mayor Jim Humpage, Vice
Mayor Pat Watkins, and Council Members Geraldine A. Genco and Tom Paterno.
Council Member Edward Resnik was absent due to illness. Also attending were Village
Manager Michael R. Couzzo, Jr., Village Clerk Gwen Carlisle, and Department Heads.
II. APPROVAL OF THE AGENDA
MOTION: Vice-Mayor Watkins moved for Approval of fhe Agenda as submitted;
seconded by Council Member Paterno; motion passed 4-0.
Assistant Village Manager Garlo introduced Ms. Catherine Harding, the new Community
Development Director.
• III. NEW BUSINESS
1. Discussion of Hurricane Wilma related issues
Mayor Humpage noted a number of items have come to the Village's attention, some
requiring Council approval. One item is the permitting and inspection process to restore
electrical power for homes damaged by the hurricane. He explained the current
process noting reinstatement can only be made after a physical inspection takes place
and approval is sent via fax to FP&L.
Mayor Humpage stated there currently is a $35 permit fee required and noted other
municipalities have waived these fees for hurricane-related damages.
A discussion took place relating to unlicensed electricians doing work in the Village, and
that any waiving of fees should relate only to the original footprint of the building. Also
noted was how this issue could be controlled so that all work done would only be
hurricane-related.

• The Consensus of Council was that no permits would be required for hurricane damage
repair to homes until January 1, 2006. This notification would be sent to the Courier
newspaper to inform the residents. Electrical permits would still require a fax by the
Village to FP&L to reconnect. The standard permitting process would be mandated for
anything other than a repair. Community Development Director Harding will draft a
Resolution for Council's approval at the next Council meeting on November 17, 2005.
Council Member Patemo noted there are fences that need to be secured, some around
swimming pools, and he expressed concern for this safety issue. Village Manager
Couzzo indicated Mr. Cooper, Code Enforcement Officer has been working on this
issue.
Vice-Mayor Watkins noted there is a lot of debris along the sidewalks waiting to be
picked up. She also noted the issue of boat storage on residential property and that this
is an area, which requires enforcement. She noted that Council at one of its previous
meetings had said no changes or action would be taken on this item until input was
received from the public. Mayor Humpage stated that sidewalk clearing is an ongoing
project.
A discussion followed on residents wanting to make hurricane-related repairs on
Sundays, which the Ordinance forbids. The main items for repair would be roofs,
• electrical, and fences. The consensus was to allow these hurricane-related repairs on
Sunday between the hours of 9:00 a.m. - 5:00 p.m., re-evaluating this item at the next
Council meeting.
Mayor Humpage noted the Waste Management debris pick-up schedule is back on
track. He felt Council should consider purchasing a dump truck to collect tree debris
during a storm event, noting if there was one after the hurricane, the trips made would
have been reduced from 25 to 10 trips.
The Consensus of Council was that an in-depth review was needed of the emergency
back-up plan, looking at infrastructure, staffing, financial resources, hours needed, etc.
Mayor Humpage congratulated Fire Chief Weinand for the Department's response
relating to the hurricane. Also discussed was the Village's plan for Trick Or Treat Night.
Council Member Genco noted there are a number of fallen trees along Country Club
Drive, and as they are located underneath power lines, perhaps they could be relocated
to other areas of the Village such as Seabrook, and Old Dixie Highway, that have wider
areas for planting. Council asked Village Manager Couzzo to have Staff make an
assessment and report back to Council.

• Council inquired of Council Member Resnik's health and looked forward to his return.
ADJOURNMENT.
MOTION: Council Member Genco move to adjourn the meeting, seconded by Vice-
Mayor Watkins, and unanimously carried 4-D.
