The Tequesta Village Council held a Special Council meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Thuesday, January 22, 1991. The meeting was called to order at 5:30 P.M. by Mayor Joseph N. Capretta. A roll call was taken by the Recording Secretary, Fran Bitters. Councilmembers present were: Mayor Joseph N. Capretta, Vice Mayor Ron T. Mackail, Earl L. Collings, William E. Burckart and Edward Howell. Village Officials present were: Village Manager, Thomas G. Bradford; Wendy Harrison, Assistant to Village Manager, Bill Kascavelis, Finance Director. II. REVIEW OF DRAFT URBAN SERVICES REPORT Village Manager Bradford reviewed: On October 25, 1990, Village Council approved the Annexation Policy Plan presented to them and authorized staff to prepare an Urban Services Report for anticipated annexation of Areas A (condominium area at the northeast corner of, and south of, County Line Road) and B (Waterway Village area behind Village Square Shopping Center). This Report has been completed. Mr. Bradford suggested that if a Referendum for March 12 is planned for these two annexation areas, it would be necessary to proceed now by presenting the Report to the County, then have Ordinances for the First Reading at the net Council meeting. The Urban Services Report showing areas A and B, indicates Tequesta's population and revenues estimated for areas A and B, services to be provided to that area .(police, fire, water, sewer, streets and drainage, recreation, and community development). RESOLIITION NO. 6-90/91 AIITHORIZING FILING OF THE IIRBAN SERVICES REPORT WITH PALM BEACH COUNTY BOARD OF COUNTY COMMISSIONERS Mr. Bradford stated that if Council is inclined to pursue this matter, it would be necessary to adopt the above-referenced Resolution to pursue a Referendum. However, his recommendation to Council was not to pursue annexation at this time for the following reasons: o Feedback from people in Areas A and B regarding annexation is not positive (7-1 against, in Waterway Village). Mr. Bradford suggested that an uphill battle should not be taken on at this time, and more time should be spent (between now and November) focusing more research on amortizing Village Codes and providing new zonung districts for some of these areas, and showing the people how it would be in their best interests to join the Village of Tequesra. o If annexation takes place in March, the Village would not receive tax revenues from those annexed areas until FY 92. Vice Mayor Mackail and Councilmember Howell concurred. Councilmember Collings agreed a postponement was a better choice at this time and expressed concern for anticipated improvement costs in Waterway Village. Councilmember Burckart pointed out that the County is doing an annexation policy in February and felt it might be an assist to the Village and agreed postponement was wise. Vice Mayor Mackail moved annexation of Areas A and B it appears to be feasible. the motion. The vote was: Mayor Capretta - Vice Mayor Mackail - Earl Collings - William Burckart - Edward Howell - that further action regarding be postponed until such time as Councilmember Collings seconded for for for for for the motion was therefore passed and adopted. Councilmember Burckart seconded the motion. The vote was: Mayor Capretta - for vice Mayor Maokail - for Earl Collings - for William Burckart - for Edward Howell - for the motion was therefore passed and adopted and the meeting was adjourned at 5:45 P.M.
