I received this update today from Fla League of Cities.
Here is the text of a proposed E Bulletin:
The Senate earlier today adopted, by a vote of 25-12, S-4B, which is the Constitutional Amendment for the super-
exemptions. Because the amendment vote mustered less than 75% but more than 60% of the votes for SJR-46,
the Constitutional Amendment will be placed on the general election ballot in November 2008. If the Amendment
is approved by the voters, the super-exemptions will be in place beginning January 1, 2009, thus affecting fiscal
year 2010 budgets. The Senate will debate the statutory rollback bill (S-26) this afternoon (Thursday) as well as
the bill that authorizes the election on the ballot (S-66). It is possible that the Senate will pass out all three bills by
the end of today.
The House has taken up the statutory bill (H-1 B) first in its deliberations this afternoon (put on 2"d reading, with
3~d reading and final debate to occur later today) and, as of this writing, is debating the Constitutional Amendment
bill (SJR-46, substituted for H-3B) passed by the Senate. The House has unanimously approved the bill
authorizing the election (H-56) this afternoon today.
Both houses appear to be on track to finish business no later than Friday. It also appears likely that the statutory
rollback bills will pass and be signed by the Governor. All should be prepared to implement the rollback called for
in that legislation.
