In that request, you asked for copies of records pertaining to the village of Tequesta, Florida's "application or participation in the community Rating System (CRS), implemented by the Federal Emergency Management Agency (FEMA)." In responding to a FOIA request, the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency's (FEMA's) search will include responsive records in its control on the date the search began. FEMA's search began on May 1, 2007. Your request is granted in full at no cost to you. Enclosed are copies of the records you requested. A full copy of your request is attached to this letter. For your information, your FOIA request, including your identity and the information made available, is releasable to the public under subsequent FOIA requests. In responding to these requests, FEMA does not release personal privacy information, such as home address, telephone number, or social security number, all of which are protected from disclosure under FOIA Exemption 6. In addition, a copy of the letter was send to the following: Mr. Couzzo, Village Manager, Susan Wilson, Robert Durrin, David Thomas, Rose Austin, Brad Loar, Brad Bain, and William Trakimas (see attachment). 3) July 7, 2006 -Courtesy contact to Mrs. Harding regarding our upcoming cycle visit and to see if she had any questions as well as offer her my assistance. -~ ~+ 4) July 26, 2006 -Conducted cycle visit accompanied by Sue Hopfensperger. At 9 am we arrived ,; < <.~ at the village for the meeting and we learned that Mrs. Harding was already attending another ~ r - ,.,r meeting. Fortunately, her assistant was able to locate her and we were able to start our meeting C%-i;,--~ at approximately 10:30 am. -~ Mrs. Harding was unprepared for our meeting and displayed minimal interest in the CRS Program. Since the 2004 and 2005 Recertification submittal indicated a lack of documentation, I expressed my concern regarding the village's proper CRS maintenance to Mrs. Harding. Mrs. Harding explained that the documentation required for the program was too cumbersome. We continued the meeting by providing Mrs. Harding with an extensive explanation of the CRS Program, the activities, and the documentation required for proper maintenance of the CRS. 5) July 27, 2006 -Mrs. Harding contacted Sue Hopfensperger to inform Sue that she decided there were no real benefits to the community for them to continue to participate in the CRS. Since 1 was conducting the cycle visit and the preparation of the file, Sue contacted me to inform me of her conversation with Mrs. Harding. 1 contacted Mrs. Harding to discuss her decision and she explained that the CRS was too cumbersome and that there were no real benefits of the program for the village to continue participation. I offered to assist her with the documentation process, but she rather agreed to send me a letter requesting to start the process of withdrawal from the CRS. 5/14/2007 1 QEjL L Vl J 6) July 27, 2006 - A 30-day letter (certified mail) was send to Mrs. Harding and Mr. Couzzo regarding the documentation of the cycle visit; requesting to respond by August 28, 2006. 7) August 2, 2006 -Courtesy contact to Mrs. Harding. I left message to call me. 8) September 11, 2006 -Courtesy contact to Mr. Couzzo. I left message with Robbie for hirn to call me. 9) September I I, 2006 -Courtesy contact to Mayor Humpage. I discussed and explained the CRS issue with him and he agreed to discuss it with Mrs. Harding and Mr. Couzzo and follow up with me after the conversation. 10) September 18, 2006 -Since the community did respond to my requests, again, I contacted Mayor Humpage to discuss the issue and to offer my assistance. I left message with Robbie for him to call me. 1 1) September 19, 2006 -Courtesy contact to Mr. Couzzo. I left message with Pat for him to call me. 12) September 25, 2006 -Courtesy contact to Mr. Couzzo. I discussed and explained the CRS issue with him and he agreed to discuss it with Mrs. Harding and follow up with me after the conversation. 13) October 2, 2006 -Since the community did respond to my requests; a 15-day letter (certified mail) was send to Mrs. Harding and Mr. Couzzo regarding the documentation of the cycle visit; requesting to respond by October l 7, 2006. In addition a copy of the letter was forwarded to the following: Susan Wilson, Robert Durrin, David Thomas, Rose Austin, Brad Loar, Judy Marvel, Prasad Inmula, Brad Bain, and William Trakimas (see attachment). 14) October 17, 2006 -Since the community did respond to any of the above mentioned requests; a Class 10 Letter (certified mail) was send to Mrs. Harding and Mr. Couzzo regarding the documentation of the cycle visit; requesting to respond by October l 7, 2006. In addition a copy of the letter was forwarded to the following: Susan Wilson, Robert Durrin, David Thomas, Rose Austin, Brad Loar, Judy Marvel, Prasad Inmula, Brad Bain, and William Trakimas (see attachment). 15) Please note that this issue was also addressed to Mrs. Harding by the Palm Beach County Mr. Butch Truesdale/CRS Community Chair. Since Palm Beach County is a dedicated CRS Community, Mr. Truesdale was concerned regarding the village's CRS and LMS status due to lack of participation. The Village of Tequesta is being retrograded from a CRS Class 7 (15% flood insurance premium discount) to a CRS Class 10 (no premium discounts} effective May 1, 2007. The reason for the retrograde is that when the ISO conducted a 5-year cycle visit to monitor the Village of Tequesta's program, it was found that the Village was not implementing or documenting its activities, as the CRS program requires. Numerous contacts and offers of assistance made by ISO were ignored. I personally contacted the Village Community Development Director in January 2007 to offer assistance and to make sure that the Village understood that they would be retrograded. The CD Director said that the program was too much bother for the savings to policyholders. VVe discussed that this is a voluntary program. Isent afollow-up email outlining our discussion, along with a draft letter that the Village could use to withdraw from the CRS program. We had no further contact with Tequesta until this week. As I told the Village Manager, the Mayor and Ms. Halverson, the retrograde will occur on May 1, 2007. If the Village is interested in reapplying to participate in CRS, they may write us to indicate their interest. We will then conduct a Community Assistance Visit to assure that their basic program of floodplain management complies with the NFIP requirements. Once we have verified compliance, 4ve will instruct ISO to schedule a working meeting to assist Tequesta with its CRS application. The earliest possible date that the Village of Tequesta could be reinstated would be May 1, 2008. If you would like, I'll be glad to provide copies of the chronology of ISO contacts, plus my emails and communications with Village officials and representatives. Actually, I believe that it would be more appropriate for this to be handled at R4 Atlanta. Si~su~t W.
