Such contract shall be ab initio null and void as to said town for any other or further liability; pro- vided, first, that nothing herein contained shall prevent the council from providing for payment of any expense, the necessity of which is caused by any casualty, accident or unforseen contingency arising after the passage of the ordinance making such appropriation; and second, that the provi- sions of this section shall not apply to or limit the authority conferred in relation to bonded indebt- edness or moneys to be collected by special assess- ment for local improvements. As often as the council may deem necessary, but in any event, not less frequently than every five (5) years, the terms and provisions of this charter shall be reviewed. The council shall ap- point afive-member panel of at least three of whom shall be voters of the Town who shall review th,e Charter and report their findings within a sig-month period. The purpose of such review is to update the charter to better meet the needs of the public for good government and to make any amendments or modifications which may be required to conform with the constitution and the laws of the United States and the State of Florida.
