Ordinance 612-06/07, Second Reading - An Ordinance of the Village Council of the Village of Tequesta, Palm Beach County, Florida, amending Ordinance 611-06/07 to correct a Scrivener's Error; providing for repeal of Ordinances in conflict; providing for severability; providing for Codification; providing an effective date. (TAB 6) Catherine Harding, Director of Community Development Summary: A Scrivener's Error was detected in Ordinance 611-06/07. Ordinance 613-06/07, First Reading - an Ordinance of the Village Council of the Village of Tequesta, Palm Beach County, Florida, amending Ordinance 599 Section 22-56 Meetings and Records for the Planning and Zoning Board; providing for codification, severability, and providing an effective date. Ordinance 614-06/07, First Reading - an Ordinance of the Village Council of the Village of Tequesta, Palm Beach County, Florida, amending Chapter 70 Taxation of the Village of Tequesta Ordinances, by repealing Article II, Occupational License Tax in its entirety and re-adopting an updated new Article II, in order to comply with recently enacted State Legislation rescinding Chapter 205 of Florida State Statues (Second Reading 6/14/07) (TAB 8) Catherine Harding, Director of Development Summary: The Florida Legislature amended F.S. Resolution 46-06/07 - A Resolution of the Village Council of the Village of Tequesta, Palm Beach County, Florida, authorizing the Village Manager to enter into a Water Service Agreement with Jupiter Pointe Marina of Tequesta, Florida for the extension of water service for the expansion of the Seapointe Marina, having a capital connection revenue amount of ~>''8,018 (TAB 9) • Russell White, Public Works Manager Summary: 10. Council re-appointment of the Law Office of Glen J. Torcivia and Associates, P.A. to serve as the Special Master for the Village of Tequesta, on an as needed basis, for a period of two years, at an hourly rate of $150.00 per hour (TAB 10) Catherine Harding, Director of Community Development Summary: Council approval for appointment of the Special Master on an as needed basis, with an increase from $125.00 per hour to $150.00. 11. Presentation of License Agreement between the Village of Tequesta and the American Society of Composers, Authors and Publishers (ASCAP) as approved by the Village Manager -Item presented for informational purposes only (TAB 11) Michael Couzzo, Village Manager Summary: The Village Manager entered into the license agreement, which provides the Parks and Recreation Department a license to perform publicly renditions of musical compositions in the "ASCAP" repertory. Resolution 44-06/07 - A Resolution of the Village Council of the Village of Tequesta, Palm Beach County, Florida, revising Personnel Policies 2.1, 2.2, 2.7, 3.4 and 5.6; to comply with applicable Federal, State and County laws. (TAB 12) Merlene Reid, Human Resources Manager Summary: Revising certain policies to comply with Federal, State and County laws 13. Council discussion on the Cable Franchise Agreement that terminates in March 2008 (TAB 13) Attorney Scott Hawkins Summary: During the 4/12/07 Council agreed to discuss the current Cable Franchise Agreement 14. Council discussion to establish a Charter Review Committee (TAB 14) Attorney Scott Hawkins Summary: During the 4/12/07 Council agreed to consider at the next meeting establishing a Charter Review Committee to evaluate how the Village Attorney is to be addressed in the Charter • 15. Resolution 50-06/07 - A Resolution of the Village Council of the Village of Tequesta, Palm Beach County, Florida, to approve a nomination of a Council Member to the Florida Municipal Insurance Trust Board of Trustees (TAB 15) Merlene Reid, Human Resources Manager Summary: Florida League of Cities is soliciting nominations from municipalities to sit on the FMIT Board of Trustees 16. Council discussion and possible action regarding Council contribution of $2,000 to the Cancer Alliance of Help and Hope, Inc. to help purchase computer and related equipment (Account 001-100-582.800) (TAB 17) Councilmember Tom Paterno Summary: Council approval of $2,000 contribution for computer and related equipment As of April 20, 2007 the Village has made one community donation for $1,000; therefore the amount of budgeted funds remaining available is $24,000. Resolution 48-06/07 - A Resolution of the Village Council of the Village of Tequesta, Palm Beach County, Florida, ratifying the CWA Union one-year contract for FY 2006/2007 and to recommence negotiations immediately for a period of time to be determined Merlene Reid, Human Resources Manager Summary: 4.6% across the board base pay increase for eligible employees, in addition to the 4.4% COLA approved by the Village Council on October 10, 2006 X.
