Effective October 1, 2004 and October 1, 2005, Unit Members shall
receive a cost of living salary increase equal to any increase in the
Consumer Price Index ("CPI"), All Urban Consumers, South
Region, as published by the U.S. Bureau of Labor Statistics, for the
preceding twelve (12) months subject to a maximum increase of
four percent (4%).
