OF WEST PALM BEACH, FLORIDA IN THE AMOUNT OF $20,611.50 FOR SEABROOK ROAD NORTH PATHWAY EXTENSION, AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE APPLICABLE CONTRACT ON BEHALF OF THE VILLAGE. 1OW, THEREFORE BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE )F TEQUESTA, PALM BEACH COUNTY, FLORIDA AS FOLLOWS: The Construction Bid for Seabrook Road North Pathway Extension from Wynn and Sons Environmental Construction, Inc. in the Amount of $20,611.50 is Atached Hereto as Exhibit "A" and Incorporated by Reference as Part of this Resolution is Hereby Approved and the Village Manager of the Village of Tequesta is Authorized to Execute the Applicable Contract on Behalf of the Village. :E FOREGOING RESOLUTION WAS OFFERED by Councilmember who moved its adoption. Bradford, Village Manager From: Gary Preston, Recreation Director +~•~'• Date: October 27, 1998 Subject: Village Council Agenda Item for November 12, 1998; Consideration of Contract Award to Wynn & Sons Environmental Construction, Inc., in the amount of $20,611.50, for Seabrook Road North Pathway Extension, Having a FY 1998/99 Capital Improvement Fund Budget Allocation of $27,000 Please find attached, the following support documents for Councilmember's review for the above referenced agenda item: • A proposal dated October 15, 1998, from Wynn & Sons Environmental Construction, Inc., in the amount of $20,611.50, to install approximately 1,600' x 5' concrete pathway. • A letter dated July 31, 1998, from Mr. Charles W. Rich, P.E., Director, Palm Beach County Engineering Services Division, advising of Annual Pathway County Contract Award Project #99054 to Wynn & Sons Environmental Construction, Inc. • A letter dated October 20,y1998, from Mr. Paul P. Brienza, Secretary, Tequesta Pines Property Owners Association (TPPOA), requesting financial assistance from the Village to relocate and replace landscaping directly in the pathway route. • A proposal from Mr. Joe Baglia, Terracon Services, Inc., in the amount of $360.00, to relocate and replace landscaping and adjust irrigation at two (2) entrance signs as requested by TPPOA. Wynn & Sons Environmental Construction, Inc. has been the County Contractor for Concrete Pathways the last six (6) years. During that time, they have provided this Village excellent service in both pathways and curb and gutter work. I would recommend the Village Council award the contract to this firm. I would also recommend the Village Council approve a one (1) time funding in the amount not to exceed $360.00 for landscape and irrigation work as noted in Messrs. Brienza and Baglia's correspondence. Page 2 - ------------------ I am also working with Palm Beach County to have this pathway extended to at least Russell Street and hopefully County Line Road. October 20, 1998 Mr. Gary Preston Director of Public Works Village of Tequesta Village Hall Tequesta, Fl. 33469 Re: Seabrook Rd. --Construction of new sidewalk Dear Gary; Thank you for meeting with Mr. Herb Johnson, Landscape Chairman of the Tequesta Pines Property Owners Association concerning the Village's proposal to construct a new sidewalk on the west side of Seabrook Rd. within the limits of Tequesta Pines subdivision. As you are aware, the Tequesta Pines Property Owners Association has been responsible for the installation and maintenance of all landscaping and grass areas on both sides of Seabrook Rd. from Shay Pl.to Palm Beach County maintenance limit near Russell St.Since 1.978, The Association has spent considerable funds and assessed the Tequesta Pines property owners for maintaining the public right of way of the Village. We feel that we have done an excellent job keeping this part of the Village looking great! Herb Johnson has advised the Board of Directors of the Association that the installation of the new sidewalk will not only detract from the appearance of the landscaping, but will cost the association approximately $400 more per year due to the extra edging along both sides of the new walk. The Board feels that the Village should partake in the upkeep of this area of Seabrook Rd. as it does in other parts of the Village, such as Country Club Drive, Tequesta Drive and the lower end of Seabrook Rd. We are respectfully requesting that the Village assist the "Pines" by installing new landscaping (plantings) in the "walled" areas along Seabrook Rd. to help Association offset the extra expense of edging the new walk and the restoration of the existing landscaping.
