Award of Bid; agenda Item
At the October 8, 1998, Village Council Meeting, the Village Council rejected the one valid bid
for the above referenced project, which was three times greater than the engineer's cost estimate
for this project, and directed staffto readvertise the bid for the same.
The bid was immediately readvertised, and bids for the RO. Well No. Z Construction and RO.
Well No. 1 DevelopmerrtlTesting were opened on Tuesday, November 3, 1998. Three contractors
submitted bids and a fourth contractor submitted a letter stating that lie would not be bidding on
the project. The bid was structured as a lump sum bid with adjustments built in to reflect actual
quantities installed. Bids received are :~*r*--A~;~ed below:

Reese, Macon and Associates, our consultants for this project, have reviewed and evacuated the
bids, as well as, the qualifications of the apparern low bidder, Youngquist Brothers, Inc., of Ft.
Myers, Florida, and their primary subcontractors as noted in their bid proposal. All are qualified
according to the specification requirements, and both the contractor and subcontractors have
significarrt experience in this type of work and are well known in the industry for their expertise in
deep well construction. Additionally, Reese, Macon and Associates has worked previously with
Youngquist Brothers, Inc. on successful projects. In summary, Reese, Macon and Associates
recommends award of the base bid for this project to Youngquist Brpthers, Inc. in the amount of
$496,692. Actual final costs will reflect installed quantities.
Funding for this project will be provided by the Water Enterprise Fund, Bond Construction
Account, having a FY 1998/99 budget allocation of $500,400.

We havc investigated the qualifications of the apparent low bidder, Youngquist Brothers,
Inc., along with their primary subcontractors named within thew proposal. We havc found the
qualifications to be in accordance with the specification requirements. Bath the contractor and the
subcontractors have significant experience in this type of work and arc wdl known in the industry
for their expertise in deep well construction. We have worked with this Contractor in the past
which have lead to successful projects.
in summary, we recommend award of the base bid for this project to Yourlgquist Brothers,
inc. in the amount of 5496,692. Actual final costs will reflect installed quantities. We plan on
attending the Council meeting to answer any questions which may arise. In the interim, if you have

1. The only person(s) interested in this bid, or Agreement, as
principal are named herein; that the bid. is made without
connection with any other person, company, or parties making
a bid; and that it is in all respects fair and in good faith
without collusion or fraud, or other illegal practices.
2. To hold Bid open until an Agreement has been executed between
the Village and the accepted Bidder, or until oae~hnadred
tirenty (120) calendar days after the bid opening data,
whichever is shorter.
3. To enter into and execute an Agreement on the basis of this
Bid, within fifteen (15) calendar days after the award of the
Contract. To furnish the 100$ Performance Bond and 100$
Payment Bond in accordance with the Contract Documents.
Failure to execute the Contract and furnished said Bonds
within fifteen (15) days shall cause bid security to be
forfeited, not as penalty, but as fixed and liquidated damages
for costs and expenses incurred, payable into the funds of the
Village.
4. To start work within ten (10) calendar days of the Date of
Commencement as established in the Notice to Proceed. Work
shall be completed within the number of calendar days
specified in Article 3 of the Construction Agreement.

5. In the event of multiplication, addition, or clerical errors
on the Hid Forms, the Village may correct these errors to
clarify the Bids. The information which results in the lowest
cost to the Village will be considered correct, and therefore
utilized.
