Subject: Resolution No. 38-98/99 - Appxoviag a Graduate Level
Research Proposal from Florida Atlantic University to
determine the Level of serva.ce for the stormwater
Utility in the amount not to exceed $12,000.00
In the Fiscal Year 98/99, .the Utilities Department budgeted
$12,000 to review the drainage basins of the village and
establish a Level of Service (LOS) for each basin and compare the
same to the adopted Level of Service (LOS) established for the
Stormwater Utility. In order to assist with engineering practices
in developing this Standard, the Utilities Department has
contacted the College of Engineering at Florida Atlantic
University (FAU). The University's engineering assistance is
comprised of a student thesis in the form of a research proposal.
This vtudent thesis will generate the required research material
and document the findings necessary to establish a Village-wide
LOS for the stormwater utility. The research proposal will be
supervised by the Utilities Director and Dr_ Pangoitis Scarlatos
(Professor), summarized in a final report and consist of the
following scope:
• Identification of existing drainage inlets, systems and
outfalls
• Identification of known drainage problem areas
• Establish Topography, land use, and soils data
• Coordination with the South Florida Water Management District
(SFWNID)
• Review of existing permits for the stormwater utility
• Review of drainage conditions, basins and sub-basin
• Computer modeling of the existing drainage system
• Identify az~d discuss Level of Service Standards
•~ Investigation of alternative solutions
• izecommendations for improvement
• Develop preliminary cost estimates for the proposed
improvements

The proposed budget for the research project (Attachment I) is
not to exceed $12,OOp and includes wages for the appointment of a
graduate student for a six (6) month period, in-kind
effort/services from Dr. Pangiotis Scarlotos for a twelve (12)
month period, and miscellaneous expenses including, but not
limited to, local travel, materials/supplies and publication
costs. In addition, a portion of the overhead proceeds will pay
for the graduate students' tuition for the thesis based credits
derived from researching and generating the comprehensive LOS
Report.
Please place this Research Proposal from Florida Atlantic
University agenda item on the June 10, 1999, Village Council
Meeting for consideration by the Village Council. Thank you.

OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING
A GRADUATE LEVEL RESEARCH PROPOSAL WITH FLORIDA

AMOUNT NOT TO EXCEED $12,000 SUBJECT TO VILLAGE
;'j ATTORNEY APPROVAL FOR LEGAL FORM AND SUFFICIENCY
j AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE
;I AGREEMENT ON BEHALF OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. The Agreement for Graduate Level Research
Services with Florida Atlantic University of
Boca Raton, Florida in an Amount not to Exceed
$12,000, and Incorporated by Reference as a
Part of This Resolution is Hereby Approved
Subject to Village Attorney Approval for Legal
Form and Sufficiency and the Village Manager
is Authorized to Execute the Agreement on
Behalf of the Village.
THE FOREGOING RESOLUTION WAS OFFERED by Councilmember
who moved its adoption. The motion was seconded
by Councilmember and upon being put to a vote, the
vote was as follows:
FOR ADOPTION AGAINST ADOPTION
The Mayor thereupon declared the Resolution duly passed and
adopted this 10th day of June, A.D., 1999.
