Bradford, Village Manager ~~r~ Date: June 3, 1999 Subject: Consideration of Adoption of Refuse, Recycling, Yard Waste Rates for FY 2000; Agenda Item As you know, on March 4, 1999 the Village Council approved a new Franchise Agreement with Nichols Sanitation which effectuated major rate reductions effective October 1, 1999. This is an eight-year Agreement and the Non-Ad Valorem assessment rates for residential properties will appear on the tax bill on November 1. The new commercial rates will be billed directly by Nichols to commercial accounts effective October 1. It is necessary at this time to formally adopt the reduced rates so that they may be transmitted to the Property Appraiser/Tax Collector for notification and billing purposes. As proposed, the new Franchise Agreement with Nichols Sanitation, Inc. allows for major rate reductions in single-family, multi- family and commercial rates. The financial benefits to the residents and businesses will be: • Total single-family monthly rate for all collection services (refuse/recycling/yard waste) reduced from $10.89 to $6.63 (a 39% reduction). • Total multi-family monthly rate for all collection services (refuse/recycling/yard waste) reduced from $8.48 to $6.63 (a 22% reduction). • Commercial Solid Waste Collection reduced from $5.66 per cubic yard to $3.50 per cubic yard (a 38% reduction) In addition to the base rate charged by Nichols per the new Franchise Agreement, 12.5% must be added to this fee in order to provide for the 1% service charge of the Tax Collector, the r a discount of 3.5% which may accrue by virtue of early payment, franchise fee of 6% and the administrative management fee of 20. Therefore, the total residential assessment for each property in the Village will be $7.37 monthly or $88.44 annually effective October 1,1999 compared to $146.28 assessed last year for single- family homes. It is recommended that the Village Council adopt this Non-Ad Valorem assessment rate ($88.44) for each residential property within the jurisdiction of the Village of Tequesta for refuse, recycling and yard waste collection services for FY 2000. PALM BEACH COUNTY PROPERTY APPRAISER AND/OR TAX I COLLECTOR FOR NON-AD VALOREM ASSESSMENT PURPOSES. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The Following Refuse, Recycling and Yard Waste Rates are Hereby Adopted Effective October 1, 1999 for FY 2000: • Total Single-Family Annual Rate for all Collection Services (Refuse/Recycling/Yard Waste) _ $88.44. • Total Multi-Family Annual Rate for all Collection Services (Refuse/Recycling/Yard Waste) _ $88.44. • Commercial Solid Waste Collection Services = $3.50 per Cubic Yard. Section 2. The Village Manager or his Designee is Hereby Authorized to Transmit the Above-referenced Single-family and Multi-family Rates to the Palm Beach County Property Appraiser and/or Tax Collector as a Non-ad Valorem Assessment for Assessment Purposes. THE FOREGOING RESOLUTION WAS OFFERED by Councilmember who moved its adoption. The motion was seconded by Councilmember and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION The Mayor thereupon declared the Resolution duly passed and adopted this 10th day of June, A.D., 1999.
