'~ s ~' ~~ RESOLUTION NO. 14-98/99 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, SUPPORTING THE PROPOSED JUPITER ACADEMY FOR THE ARTS AND SCIENCES, A PROPOSAL TO ESTABLISH A CHARTER SCHOOL SERVING THE MIDDLE SCHOOL CHILDREN OF PALM BEACH COUNTY. (WHEREAS, the 1996 Florida Legislature passed House Bill 403 authorizing charter schools; and WHEREAS, the Jupiter Academy for the Arts and Sciences proposal to establish a charter school serving the middle school children of Palm Beach County would provide for a tuition-free alternative to ithe public and/or private schools currently available for said (children; and WHEREAS, the Jupiter Academy for the Arts and Sciences is actively pursuing a site for their campus to provide students an opportunity to learn the arts and sciences in a stimulating setting. NOW, THEREFORE BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA AS FOLLOWS: Section 1. The Village Council hereby endorses the proposal of the Jupiter Academy for the Arts and Sciences' Board of Directors to create the Jupiter Academy for the Arts and Sciences, a charter ,school. Section 2. This Resolution will take effect upon passage. ection 3. If approved by the Palm Beach County School Board, the opening of the first phase will be in the fall of 1999, and will have a capacity for 750 middle school students for the 1999-2000 school year. WHEREAS, ibis "Cfiacta" School is currently a Florida Non-profit corporation and will have a SO1C(3) status and a board of directors; NOW THEREFORE, the Chamber, upon motion duly made can unanimously approve and hereby resolves as follows: The Chamber recognizes the need for more school choice, 2. We will assist the Florida public schools in establishing the standard for quality education for each student. The Academy will strive to improve student learning by providing numerous learning opportunities, and encourage the use of varied, innovative instructional methods by which young people can experience the arts and the sciences. The school will give each student the opportunity to learn through a variety of resources while insuring an environment of safety, respect, and accountability throughout the entire student body. Our schools foundation will be built on honesty, integrity, responsibility, respect, self discipline, work ethic, citizenship and trust. Students will be proud of their school and will respect the teachers and faculty that are dedicated and committed to education and to making a difference in a student's life. Jupiter Academy for the Arts and Sciences Core Belief Statements Jupiter Academy for the Arts and Sciences was founded and exists on the belief that children achieve their greatest potential in an environment. that supports, promotes, and encourages: A Strong Foundation in the Arts and Sciences. We believe children will become well rounded, creative, analytical thinkers with an education which incorporates the arts and sciences. Educational Approach. We seek to provide an academically rigorous, content -rich, student centered school that incorporates hands on learning, and cooperative learning, group investigation, role-playing, technology, and problem solving all of which will improve student learning. The Community of Learning. We seek to include parents, businesses, faculty, volunteers and children themselves to work in partnership with the school as advocates for academic achievement and artistic expression. The Relevance of Learning. We believe that the more relevant learning is to a child, the more he or she is motivated to pursue it. The school will create an environment where by each student has the opportunity to acquire and experience skills that will foster lifelong learning, citizenship, and personal fulfillment. Respect. We believe that a school must encourage enthusiasm, ambition, and motivation while promoting a climate of mutual respect for the faculty and their peers. What is a Charter School? A charter school is a public school started by a private group, including educators, parents and community members iIrterested in improving educatioq and can be tailored to any number of educational concepts. In 1996, the Florida Legislature passed House Bi11403 authorizing charter schools. Charter schools, sometimes referred to as "independent public schools" have been created to offer more school choice throughout the country. Some schools target "at risk" students. Others might emphasize arts, science and technology. The school must obtain a charter authorization to operate from the local school board. By law, the school must be open to all students in the district and must meet the same standards for safety, accessibility, and racial balance, as traditional public schools. A charter school maybe released from the requirements of traditional public schools, but in return, they must be accountable to academic improvement throughout the student body. What will it take to make Jupiter Academy for the Arts and Sciences a reality? Community support! To obtain a charter, our community must show a tremendous amount of support for this school. Together, we can improve the education and at the same time ease overcrowded schools so that our children can receive the education that they deserve. We feel assured that parents, particularly those who are frustrated with the unresponsiveness of our massive school district, will see this school as an opportunity to have a direct impact on their child's education. We also feel that there are teachers who will see this as an opportunity to be part of a team of educators that are able to make a difference in the educational system. A team that will be encouraged and valued for their ideas and creativity in their performances. We need community volunteers to help with details, giving their time whether great or small. We need letters of support from everyone so there will be a substantial impact when our charter school application is submitted in January, 1999 to the Palm Beach County School Board for their approval. There is advice available from the County and the State Board of Education, but ultimately we must convince them of this community's support. They need to see this community wants to make Jupiter Academy for the Arts and Sciences a school that stands for excellence in education and sets the standard for other charter schools to come. The Location of the School The founding group is dedicated to finding the best possible sight for the school. They are actively pursuing the Jupiter Theater as their campus. This would provide students an opportunity to learn the arts in anall-encompassing theater. It also contributes to keeping the Jupiter Theater intact that has always been and will continue to be a landmark for the Jupiter community. Anticipated School Opening The school board of Palm Beach County has the authority to grant a charter for the school in March of 1999. Organizational and fundraising efforts will continue through the spring and summer. The school will then open in the fall of 1999. School Size and Enrollment Information The school will have a capacity for 750 middle school students for the 1999-2000 school year. We will maintain a low student teacher ratio with class sizes not to exceed 20 students. It is anticipated that in the fall of 2000, we will have a high school. Enrollment will be open to any student in Palm Beach County however given the location and the student population of Jupiter/Tequesta area; it is anticipated that the majority of the students will come from the area at large. Student Transportation The charter school must provide transportation as long as it is within a reasonable distance from the school. The distance is usually defined as the average distance school bus students travel in the county. - ' School Finance and Budgeting Each student at Jupiter Academy for the Arts and Sciences will be allocated the same dollars as every other middle school student in the district. Additional funding will be sought after to help offer expanded programs and services to meet the educational needs of the students and the mission of the school. Charter schools are not eligible for state construction dollars or start up cost reimbursement. Therefore, raising financial support from the community is an important component of the school start up. No tuition will be charged. School Governance Jupiter Academy for the Arts and Sciences is currently a Florida noa-profit corporation and will have a 501 C(3) status and a board of directors. An advisory council of key members of the community has been established and will meet regularly to give guidance and feedback to the board and administration. Currently, positions are available on the advisory board that will be filled over a period of time. Participants in the Vision Jupiter Academy for the Arts and Sciences Board of Directors Former Palm Beach County School Board Superintendent Dr. Jim Daniels (Board Member) Doctor of Social Welfare Dr. Alan D. Sadowsky Ph.D. (Board Member) Dr. Sadowsky holds his Doctor of Social Welfare from the University of California. He has more than 16 years of executive management experience in health care and social services. His past experiences include developing and implementing new programs and innovative delivery systems. He has demonstrated record of increased responsibility both fiscally and operationally. Dr. Sadowsky has developed new rehabilitation ventures including design, program development and pro forma budgets. He has the ability to work with diverse professional disciplines, including physicians, ancillary health care professionals, fiscal staff, administrative officers, and Board members to achieve goals in strategic plan. He has served on the Board of Directors for the United Way, HRS District IX Health and Human service Board, Volunteer Bureau Palm Beach County, and numerous other community affiliations. Director JoAnn Gintoli (Board Member) JoAnn Gintoli graduated from Palm Beach Community and holds a degree in Montessori Education. Mrs. Gintoli has over twenty years experience which includes owning, operating, and teaching in her own school. She is very active in the community and has assisted in building two churches in the north county area. She currently is in the administration of Professional Learning Center where she has been an integral part of the development and implementation of the educational programs. JoAnn has been married for thirty-seven years. They have two married daughters and four grandchildren. Her goal is to provide the finest learning environment that supports the developmental needs of the children, emotionally, socially, and academically. School Administrator Phyllis Lucia (Board Member) Phyllis Lucia graduated from the College of Mount St. Vincent in 1982, with a Bachelor of Science in Elementary Education. She continued her education and received her Master of Arts in School Counseling from Fairfield University in Fairfield, Connecticut. She has worked as a classroom teacher, department chairperson, curriculum writer and school administrator. Mrs. Lucia also serves on the SAC Committee at the Jupiter Middle School. Phyllis, her husband and two daughters reside in Jupiter. She longs to provide her children with the best possible education to pursue their own goals and ambitions. Kellie Troth (Board Member) Kellie Trotta was born and raised in Atlanta, Georgia. She currently resides in Tequesta with her husband and two lovely children that attend Jupiter Academy. Mrs. Trotta is on the Board of Directors for Jupiter/Tequesta Kiwanis and started the f rst K-Kids program at Jupiter Academy for the Jupiter Tequesta Kiwanis Club. She is the Executive Advisor for Jupiter High School Key Club and takes an active role in teaching children the importance of participating in community service at an early age so that it becomes a life long endeavor for each individual. She holds positions on the Advisory Board for Children's Cancer Caring Center at the Cleveland Clinic and Executive Board for the Ambassador of Jupiter Medical Center. His work has appeared in such magazines as Cosmopolitan, Glamour and Vogue Beauty Guide as well as numerous beauty magazines both national and international. He has more than two hundred magazine covers to his credit including thousands of articles and pictorial layouts. He was the owner and co-founder of Glamour Pictures, Inc. This company contracted with over three hundred cosmetology schools, all around the country, servicing more than three thousand students per year. Both Mr. Bakema and Glamour Pictures, Inc. made portfolios for each student, at no charge to the students, so that their talents could be promoted. Subsequently, the students used their portfolio to market their skills as cosmetologists. The cosmetology schools and students felt that this service was indispensable with regard to retention and placement of the student upon graduation. Many students received national recognition for their efforts in this program by domestic and international publications. Thanks to Peter Bakema and Glamour Pictures, Inc., in excess of five thousand students had their work published in various hair and beauty magazines. Through the e~ctensive magazine work, Mr. Bakema eventually affiliated himself with Baron's School of Cosmetology that eventually crew into the development of two schools in the Detroit metropolitan area_ Following the success of the cosmetology schools, the company entered the business and trade school arena where Baron's schools offered computers, building trades, and other vocational programs in conjunction with the adult education program offered through the public school districts. Because of these efforts in dealing with the public school districts, a high school to work program was started for at risk and underprivileged students in Detroit,l~fichigan. This school, known as Baron's Academy was co-founded by Mr. Bakema in association with the Romulas Public School District. The students in the academy were given a chance to receive an education that encompassed core classes ~s well as a school to work program that gave students vocational as well as academic skills needed to enter the work force and be productive members of society. Through Mr. Bakema's association with the public school districts, a consulting position evolved with the public school district and the private school sector throughout the state. Mr. Bakema's expertise and close working relationship with many public school districts allowed both the school district and the private schools to increase their revenues dramatically. By securing this additional funding, Mr. Bakema was instrumental in helping the schools provide more opportunities for the students, thus enhancing the educational environment. Peter Bakema is a dedicated family man with a beautiful wife and three children. He has recently moved to Florida, however continues his consulting with the Mrchigan School System. Mr. Bakema seeks a quality education for his children that holds high regards for academic excellence in a creative enviroffient therefore he is pursuing Jupiter Academy for the Arts and Sciences. He believes that, with the combined efforts of the school district and the civic leaders, a charter school can be established that will be ~ beneficial to students, faculty and the community. Her love of teaching began in 1980 at Professional Learning Center, a private preschool in Jupiter. Professional Learning Center was owned and operated by the former Jupiter mayor, Mary Hinton. The school was originally licensed for eighty students and was one of the first quality preschool programs in the area. Mrs. Chitty's tremendous commitment and dedication allowed her to be an assistant to Mrs. Hinton for several years while pursuing a degree in Early Childhood Education from Palm Beach Community College. After receiving her Associate degree, Mrs. Chitty began teaching students within Professional Learning Center. She held high regards for her student's accomplishments and always encouraged students to do their best. She was an asset to the school and was well received by all as a teacher. During her teaching career, she continued her education at Barry University where she received her Bachelor's Degree, which furthered her opportunity with Professional Learning Center. Her professionalism along with her desire to promote a positive learning environment for all children allowed her the opportunity to become the Assistant Director. Mrs. Chitty assisted the Hinton's in building the reputation of Professional Learning Center. Throughout the next couple of years, plans evolved to build a larger preschool in the community. Henceforth, a new school was built with a capacity of 200 children. Mrs. Chitty was promoted to the position of Director of Professional Learning Center where she took full responsibility for the day to day management and operations of the school. In 1992, the Hinton's sold the school to Mr. & Mrs. Lionel Astor. At this time, the Jupiter community was growing at such an alarming rate that it was essential to build additional classrooms on the Jupiter campus to accommodate the waiting list. Subsequently, the capacity of the school increased to 350 students. Her continued love for education gave her the insight to pursue a Masters Degree in Educational Leadership at Florida Atlantic University. Since then, Mrs. Chitty's administrative duties have expanded to Executive Director of the Jupiter campus as well as three other school locations. In 1993, Mrs. Chitty founded Jupiter Academy, a private elementary school that grew from the preschool population. As principal of Jupiter Academy, she has maintained a strong educational academic program for the students and has received a tremendous amount of support from parents, faculty, and the community. Her tireless efforts have been influerrtial in establishing the goal of "excellence in education". The school promotes strong moral values accompanied by traditional academic instruction that is instrumental in the foundation of education. Mrs. Chitty is happily married with four sons. She holds high expectations for her children and other children within the school.
