Bradford, Village Manager j ~S Date: February 4, 1999 Subject: YMCA of the Palm Beaches Request for Reimbursement and Grant; Agenda Item On January 14, Vice-Mayor Hansen and I met with officials of the YMCA regarding the above-referenced. The first request is for $9,000 and is fairly straight forward, in that the YMCA wishes to be reimbursed for the funds expended by the YMCA to make specified improvements to the Tequesta Recreation Center for the various recreation programs. It is recommended that the Village Council reimburse the YMCA of the Palm Beaches for the $9,000 requested. The second request is in the form of a $16,000 grant that the YMCA says that they need in order to proceed with programming and to cover the cost of staffing, marketing and equipment that they have been faced with prior to the influx of revenue from the forthcoming programs to be made available to the public. It is assumed that the proposed programming with generate sufficient funds in the near future so that such requests will not be needed again. An attached memorandum from Gary Preston indicates that he feels that he could accommodate the YMCA request so long as the same is a one time only start-up expense. In addition to the funds that Mr. Preston has located within his public works and recreation budgets, the Village has recently received $18,906 from the refund of the Jupiter Water Rate Increase that can be utilized to satisfy this request. It is recommended that the Village Council approve the grant request in the amount of $16,000, subject to the following conditions: 1. Said request be a one-time only start-up grant; 2. The YMCA be required to provide monthly reporting of its activities at the Tequesta Recreation Center in a form satisfactory to the administration in order to be able more closely gauge the success of the YMCA's programming efforts in the Tequesta area; A~ 3. That the YMCA make regular monthly submittals to the Tequesta Smoke Signals newsletter in order to ensure timely dissemination of recreation programming information to Tequesta citizens. The YMCA has requested the Village provide additional financial assistance in the amount of $25,000 for recreation center facilities improvements, programming, staffing and marketing. This request seems to be acceptable as a one (1) time only start-up cost. I have reviewed the FY 1999 Recreation and Public Works budgets and believe that sufficient funds are available for an intrafund transfer to pay for this request.
