Box 1757 Tallahassee, FL 32302-1757 DOTTIE MAY CAMPBELL The Village of Tequesta Council, Manager, and Staff are honored to submit the nomination of DOTTIE MAY CAMPBELL for the Florida League of Cities, Inc., CITY CITIZEN OF THE YEAR AWARD because of her exemplary efforts and service during 2007. This 79 year old woman, great grandmother of 8, has been a resident of our Village since June 1970. Her business acumen (she owns and operates a management consultant company, a scuba center and a local shopping square) has been a great asset in her participation in Village matters. Her previous service as Tequesta's First woman council member and woman Mayor has given her fine insight to the inner workings of local government. In 2007, she attended Regular Council Meetings, Special Council Meetings, Special Workshop Meetings, Budget Workshops, etc. Many times, she was the only citizen in attendance. The Village of Tequesta was established June 4, 1957 and so, 2007 was an important historical year. DOTTIE MAY CAMPBELL MADE 2007 THE MOST GLORIOUS YEAR IN OUR HISTORY. DOTTIE'S TEQUESTA GOLDEN TRIBUTE (50T" ANNIVERSARY) ACTIVITIES• • Volunteered for and was elected to serve as Committee Chair (Housemother) • Organized the working committee of 17 members • Planned the official four day celebration from June 1St through June 4m • Worked with designer to make and locate 27 public streetlight banners • Selected the outline and contents for 4,000 copies of a 32-page commemorative brochure • Participated in the publicity for the event (newspapers & radio) • Encouraged restaurants and merchants to have 50th specials • Enlisted volunteers to prepare 300 gift bags for employees, dignitaries, and guests • Created and implemented the concept of "GOLDEN FIRE HYDRANTS" and recruited volunteers to paint 389 hydrants • Coordinated "EMPLOYEE APPRECIATION CELEBRATION DINNER DANCE" for 84 Village employees and their guests at Tequesta Country Club • Synchronized the "LUCKY DUCK RACE" on the Loxahatchee River at the Tequesta Drive Bridge. Over 900 ducks were purchased for the race; the winner received 20 `Fifty' dollar bills. The proceeds were gifted to the Parks and Recreation Department. • Worked with Parks and Recreation Department to create the day-long "GOLDEN FESTIVAL". Everything was free; entertainment, food, and rides were enjoyed by more than 1,000 Tequestans • Arranged for Busch Wildlife Sanctuary to perform the "BLESSING OF THE PETS" • Assisted at the "GOLDEN GOLF TOURNEY" by registering golfers and secured complementary helicopter to make the "GOLDEN GOLF BALL DROP" Continued Next Page DOTTIE'S TEQUESTA GOLDEN TRIBUTE (SOT" ANNIVERSARY) ACTIVITIES (CON'T)• • Hosted the evening "GOLDEN RECEPTION FOR DIGNITARIES", including honored guests and `Golden Oldie" residents at Village Hall Dottie joined Mayor Humpage in: • The ceremonial flag raising featuring the new Honor Guard • Retrieving the original TEQUESTA INDIAN PAINTING from the Loxahatchee Historical Society and proudly hanging it in the new Village Hall DOTTIE'S OTHER ACTIVITIES: • Was appointed, by Mayor Humpage to a 5 person Charter Review Committee. This committee reviewed and edited the VILLAGE OF TEQUESTA charter, which was submitted to, and then approved by the voters. • Served the voters of Tequesta by acting as the Assistant Clerk of Elections • Was elected as a member of the FRIENDS OF PUBLIC SAFETY. The membership planned the design and location of the PUBLIC SAFETY MONUMENT, which will be located on the Village Green. • As a property owner in GALLERY SQUARE NORTH (a shopping square in Tequesta), Dottie hosted the annual Christmas Walk in December 2007. She provided bagpipe entertainment, a children's Christmas concert, and an `Open House' with refreshments from the merchants. In addition, Dottie made sure that `THE REAL SANTA CLAUS' brought gifts for all the children, young and old! DOTTIE IS TEQUESTA'S GOLDEN GEM! Continued Next Page TEQUESTA The Village of Tequesta (VOT) is the most northern municipality in Palm Beach County, with a population of 5,686. It is bordered by the Atlantic Ocean, the Intracoastal Waterway, the Northwest Forks of the Loxahatchee (Florida's wild and scenic river), and Jonathan Dickinson State Park. Waterfront living and activities are enjoyed by many. We have churches, schools, a well-known center for the arts, restaurants professional services every day and up-scale shopping...even ayacht club and a golf club. Our Village Hall, Public Safety Building, Public Works, and Water Department are all in excellent condition and with no or minimum debt. Our employees are of the highest caliber. Mrs. Campbell has a strong desire to make a positive impact on the Village and this was imminently present during the Village's recent 50`" Anniversary celebration, her work on the Charter Review Committee, her dedication to the election process as an Assistant Clerk and her recent appointment as Vice-Chair of the newly formed Historical Preservation Board. During my eight years as Manager, Mrs. Campbell has attended most Council Meetings and Workshops. She believes it is her duty as a resident to participate in Village matters. As a result, she has proven to be a strong advocate for my staff; always speaking in support of doing what is right for the employees, yet within the best interests of the Village and its residents. This past holiday season she assisted me in serving 84 Village employees a holiday breakfast. It is true dedication when a resident shows up at 6:00 a.m. to help prepare a meal for our employees-rr Dottie, once again, confirmed her dedication to our Village by spearheading the Village's 50`" Anniversary celebration. Because of her leadership and organizational skills, one of the most important historical events of our Village was a success and enjoyed by all. Her continued outreach to citizens was evident this past holiday season as she hosted the annual Christmas Walk; her own unique way of bringing families together and creating a festive celebration. Lastly, her commitment to Village elections is like none other. She has been an election worker since her teenage years, and her service this past year was no different! Yet again, through her leadership and outreach to our residents, she led the way to having a demo voting unit delivered to Village Hall so residents could review the proposed Charter changes before going to the polls. This was just another way for her to champion our all important election process. She is affectionately known by many as Dottie and the Village's House Mother. This honored distinction is a testament to her dedication, compassion, and commitment to the Village, its residents and staff. It is for these reasons I believe Dottie May Campbell is the Florida League of Cities City Citizen of the Year! "l~o whom it may concern: It is an honor, a privilege and to be quite honest, a "no brainier", to nominate Dottie May Campbell as Citizen of the Year. During 2007 I was fortunate enough to be the Mayor of "l~equesta and found a citizen whose heart was Tequesta's greatest asset. Tequesta's 50`h Anniversary Celebration is a primary example. Dottie was instrumental in regaining a painting commissioned by her for our 25`'' celebration and having it returned to Tequesta Village Hall and put in a place of prominence. It had been mothballed away by a local museum. She assisted me in the raising of our Country's flag along with our Village flag while our newly formed Public Safety Honor Guard presented arms. Tot to be forgotten, Dottie, was the brainchild and drive in painting every fire hydrant in ~I equesta, GOLD. Last year also involved the official forming of the not for profit group, the Friends of Public Safety. Dottie, a member of the Board of Directors, continues to assist in fund raisers for this worthy cause. A monument will be constructed on Village Green for those Public Safety individuals who make the greatest sacrifice. To date in excess of $60,000.00 has been raised, with ground breaking to occur later this year. Dottie can always be found at Village Council meetings as well as workshops and contributes much toward the welfare of the Village. She was my appointment to our Charter Review Committee and as always, did an outstanding job. We all have mentors and someone we feel is capable of good guidance. Dottie is that person for this Councilman and former Mayor. While we did not always agree, it was the ability to sit and reflect with one another, on what was the best path for the Village. Since our first meeting Mrs. Campbell has proven to be exactly as she was introduced. I have had the pleasure of working with Mrs. Campbell on several community projects and she has always placed the quality of life for the residents before all other aspects. When the Village Council was considering the labor contract between the Police Benevolent Association and the Village, Mrs. Campbell was the only resident to step forward and speak for the men and women who protect this community. Mrs. Campbell demonstrated her passion for the Village when she spoke of a community that was a secure and safe place to raise a family and one where citizens can be assured of quality public safety services. Mrs. Campbell's love for her Village has been demonstrated countless times. As a true advocate for the Village, Mrs. Campbe{I volunteers her time generously and is willing to go out of her way to make the Village of Tequesta the best place to live. Whether it is the many boards she volunteers to participate on or just taking the time to make one of my new officers feel welcome, Dottie May Campbell is always looking out for the Village of Tequesta. Dottie strives to make this Village a better place from year to year without hesitation. She displays a genuine interest in every aspect of Village government, with one objective in mind - to make this Village a better place, not only for the citizens but also for the employees. Mrs. Campbell is in the top ten highest taxpayers in this Village, yet she has told the Village Council publically several times to raise the taxes if needed, to give the employees proper compensation. She has volunteered for many events for the Village. She displays dynamic leadership qualities and inspires others to follow in her labor of love for this Village. She was even seen serving breakfast to the employees one morning at 6:30 a.m. this past December. This year she helped form anon-profit corporation called Friends of Public Safety, Inc. to support, assist and comfort members and their families of the Public Safety Department in time of need. Through her leadership the Friends of Public Safety, Inc. is in the process of constructing a Public Safety Monument to assure that any police officer or firefighter who has made the ultimate sacrifice will not be forgotten. I could not even begin to list all the events that Mrs. Campbell has been involved with, there are so many; she is considered the "Mother of Tequesta."
