Subject: Appointment of Tequesta Utility Director; Agenda
Item
As you know, in October, 1998, Tom Hall resigned his position as
Water System Manager in order to relocate to Winston-Salem, North
Carolina. Since that time, Joann Manganiello, Assistant Village
Manager/Village Clerk, has been the Acting Water System Manager.
Subsequent to Mr. Hall's departure, the Village Council approved
the merger of the Stormwater Utility with the Tequesta Water
Department creating a new Tequesta Utilities Department. The new
person to be hired would be the Utilities Director overseeing both
water and Stormwater utility functions. The Village Council
indicated a preference for an engineer to be hired to fill this
important position.
The Village advertised for the Utility Director in newspapers along
the Treasure Coast and the west coast of F1o.rida. The deadline for
submittal of resumes/applications was February 10, 1999.
The Village received 26 resumes/applications for the position of
Utility Director. The Personnel Specialist, Assistant Village
Manger/Village Clerk and myself reviewed the applications and
selected the top five candidates based upon our consensus opinions.
After having interviewed the top five candidates, we ranked the top
three candidates in order of preference. It is our opinion that the
top candidate is Matthew Morrison, currently employed by the City
of West Palm Beach Utilities Department. Mr. Morrison holds a
Bachelor of Science Degree in biology from Eastern Michigan
University and a Master of Engineering, in civil engineering from
Florida Atlantic University.
Mr. Morrison began his professional career as a Laboratory
Technician with the City of West Palm Beach and worked his way
through the ranks as Water Plant Operator.., Lead Water Plant

Operator, Public Utilities Project Specialist and finally as
Environmental Resources Program Coordinator. Mr. Morrison also
possesses a State of Florida Class A Drinking Water Certification
indicating that he possesses the highest certificate that the State
of Florida offers in water treatment processes.
Mr. Morrison has agreed to accept the position as Utility Director
commencing on May 3, 1999 at an annual salary of $58,000 which
falls within the range advertised by the Village.
It is recommended that the Village Council confirm the appointment
of Matthew Morrison as Tequesta's Utility Director, per Section
3.02(7) of the Village Charter.

In response to yow advertisement for the position of Director of Utilities, I am enclosing my
resume for yow review.
As a recent post baccalaureate graduate in civil engineering with a GPA of 3.8, my major course
work centered ~ water resource management. Core curriculum included; Hydraulics,
Environmental Irr~ad Analysis, Environmental Regulation and Compliance, Environmental
Resources Planning and Management, Hazardous Waste Management and Environmental Systems
Analysis. The knowledge obtained from this course work would be greatly beneScial in directing
the Utility Departmern for the Village of Tequesta.
I have been employed by the City of West Palm Beach Utilities Department since 1991, and have
received fow promotions during this time. 1n 1996, I began to work within areas of the Utilities
Department which have greatly enhanced my supervisory capacity and allowed me to aPP1Y mY ~
potential and educational knowledge. Reporting to the Director of Public Utilities, I have been
instrumental in planning, developing and managing several utility expansion and dov~mtown
redevelopment projects. Working closely with the Mayor and other elected officials, I have become
a leading point person in the efforts that ensure a total quality experience for the residents and
visitors of West Palm Beach, Florida.
My areas of expertise aze focused ~ public utilities and include capital itr~rovement projects,
facility operations and infrastructure maintenance. My sttcegths lie in developing strong working
relationships with regulatory agencies and public interest groups. In addition, my close atterrtion to
detail and organizational skills will ensure that every Program becomes a practical and economical
success.
I would appreciate the opportunity to further discuss how my experience and education could

Dear Mr. Morrison:

Congratulations! You have been selected for employment with the
Village of Tequesta in the position of Utilities Director. This
employment offer is contingent upon the successful completion of
a pre-employment medical examination, background investigation,
and is subject to Village Council approval of your appointment at
the Village Council Meeting scheduled for April 8, 1999, at 7:00
p.m. Please plan to attend this Meeting so that you may be
formally introduced to the Village Council.
Your pre-employment medical examination will be conducted at The
Occupational Health Center, located at 3345 Burns Road, Suite
102, Palm Beach Gardens, on Monday, April 19, 1999, at 8:00 a.m.
Your appointment to the position of Utilities Director will be on
Monday, May 3, 1999, and your starting salary will be $58,000.
According to Village Policy, your probationary period will be six
(6} months. Upon the successful completion of your probationary
period, you will receive regular employee status and commencement
of certain benefits as outlined in the Village of Tequesta
Employee Handbook. Additionally, you will receive an automatic
2.5o salary increase.
