Sub, ject: Resolution No. 28 -98%99 -Approving Prroposal for Lease of hydrogen
Peroxide System and Purchase of Hydrogen Peroxide Necessary for the
Pretreatment of the Efj`Puent Disposal from the R O. Treatment Facility
A condition of our Industrial Waste Permit from the Department of Environmental Protection
(FDEP) for the discharge of the reject requires pretreatment with hydrogen peroxide. Therefore,
it is necessary for the Village to either purchase, lease/purchase, or lease (rent) a hydrogen
peroxide system along with the purchase of a bulk supply of hydrogen peroxide to meet the FDEP
requirement. This system (equipment) was not part of the Poole & Kent contract so as to allow
the Village flexibility to review the above referenced options.
Enclosed, please find a letter from Tom Jensen, P.E., Reese, Macon 8c Associates, our
engineering consultants, summarizing the details of and recammeadation for the lease of the
hydrogen peroxide system and purchase of hydrogen peroxide. As noted in said letter, Vulcan
Chemical Technologies, Inc. is the sole vendor for this type of equipmern arrangement,
lease/purchase or lease. A copy of Vulcan's Proposal is also attached. Staff recommends approval
of the Proposal to Vulcan Chemical Technologies, Inc. of Orlando, Florida, in the amount of
$35,400.
These funds will be expended over a I6 month period {June 1, 1999 through September 30,
2000) and cover lease of a 2,100 gallon hydrogen peroxide Chemical storage tank, control panel
and pumps, and purchase of hydrogen peroxide needed to pretreat the effluent disposal from the
Reverse Osmosis Treatment Plant prior to its discharge into the Jupiter Lilet. Installation, testing,
and training is also included. Funding for the lease of the hydrogen peroxide system and purchase
of hydrogen peroxide will be provided for from the Water Revenue Bond, Series 1998

Peroxide on the April 8, 1999, Village Council Meeting Agenda for consideration by the Village

Dear Ms. Manganiello:
As you know, a condition of our industrial waste permit from 1"DFP for the discharge of the
reject required pcet~eatxnent with hydrogen peroxide. It was always our intent to have the Yltage
either enter a (case purchase arrangement or a one year lease (rental) fvr the equipment_ The
equipment consists of a 2100 gallon chemical storage tonlr, control panel and pumps all mounted
on a skid for placement onto a slab.

(?ur reason for not. wing the equipment in Poole and Kent's cvntraCt was to give the Village the
flexibilit<y to,revievw- all of their available options; purchase the equipment, do a lease/purchase or a
monthly rental since there exists the poss~~bility that over time (approximately 1 year), as we
accumulate data on the-inlet during periods when the Rd plant is functioning and discharging, that
pretreatment of the reject could cease. Due to this possibility, it is our recommendation and
Staffs, that. the equi meet be; reined (leased) for a period of 16 months (4 months of this remaining
fiscal year and the i~ 11 FY 99/00)::
Ia the past, this equipment was available from FMC Corporation, who supplies the hydrogen
peroxide. Recently, FMC has subcontracted out their equipment portion of their business to
Vulcan Chemcca{ Technologies:,'Far this type o~'equipXnent,arrangement, teaselpurchase, or tease,
they are the.sgl~e,vendpr. We have received from Vulcan, their proposal for this equipment, which
outlines three ;(3i) options; (1) purchase, (2) lease/purchase; 'or (~). lease (12 months}: Note that
under option~3, which we are reconasnend"mg, Vulcan will:allaw the lease to.oecur~on a month-by-
month i , ~s~legg; ~.y the,mimmum 12-month time frame is utilized. Note that for options
2 and 3 ' Yul~:'request's that the chemical be purchased from them at 5.27/pound ($2.7t]/gal.).
We are estupatng that approximately 40Q!to SQp gal/manth will be used initially. This equates to
filling of the tank evei~r 3 to 4 rnonths~at a-cost of $~,~qo per $lling-,
Bayed upon Vulcan's~prn~sal, 2~•~liease (rent) would run• $ly~kSO per month, assuming a 16 month
{ease, this would :equal $ l i~,4D0. Installation, testing andi training on-toe equipment is $2,400.
