Bradford, Village Manager f~ From: Gary Preston, Director of Public Works ~~ Date: April 1, 1999 Subject: Village Council Agenda Item for April 8, 1999; Consideration to Award Country Club Drive Streetscape Improvements to Aiello Landscape, Inc., ~_ in the Amount of $133,775 Please find attached, the following support documents for Councilmember's review for the above referenced agenda item: • Advertisement for Bid "Country Club Drive Streetscape Improvements". • Bid Tabulation Sheet Prepared by Gee & Jenson for Alternate #1, • Bid Quotation from Aiello Landscape, Inc., for Alternate #1 in the amount of $133,775. • Four (4) pages of Landscape and Swale Design Plans for Phase 1 of the Country Club Drive Streetscape Improvements from Palm Beach/Martin County Line to Tequesta Circle. During the past several months, Mr. Steve Parker, Parker-Yannette Design Group, Inc., prepared the Country Club Drive Streetscape Improvement plans and received design approval from the Village Council, Public Works Committee, Community Appearance Board and citizen groups from the Tequesta Country Club Community. The project includes the installation of the following: • 125 Live Oaks • 17 Cabbage Palms • 27 Queen Palms • Right-of-way swale area As shown on the bid tabulation sheet, the Village received only one (1) bid for this project. Fortunately for the Village, the ,~ April 1, 1999 Page 2 - ------------------------- company providing the bid was Aiello Landscape, Inc., of Hobe Sound which had previously provided this Village excellent service. Aiello Landscape, Inc. was the landscape contractor for the development of Constitution Park in 1996. Both Steve Parker and I have reviewed this bid and would recommend the Village Council award this contract to Aiello Landscape, Inc. in the amount of $133,775. The Village Council allocated $138,000 for this work in the FY 1999 Capital Improvement Budget. _ ~• Please place this item on the April 8, 1999, Village Council Meeting Agenda for Councilmembers' consideration. GP'sMemo.Agenda.Aiello.3.31.99 COUNTRY CLUB DRIVE STREETSCAPE IMPROVEMENTS ADVERTISEMENT FOR BID Sealed bids will be received by the Village of Tequesta, at the Office of the Village Engineer, Gee & Jenson Engineers-Architects-Planners, Inc., One Harvard Circle, West Palm Beach, FL 33409, until 2:00 p.m., Tuesday, March 30, 1999, at which time they will be opened and read. Bids received after the designated time will not be considered. Such bids are to provide for "COUNTRY CLUB DRIVE STREETSCAPE IMPROVEMENTS, TEpUESTA, FLORIDA". All work performed .shall be in accordance with conditions, requirements, and specifications pertaining thereto, which may be obtained, free of charge, at the Office of the Village Engineer, Gee & Jenson, at the aforementioned address. Inquiries should be directed to Harry Benoit, P.E., Gee & Jenson Engineers-Architects-Planners, Inc., 561/515-6578, hereinafter referred to as Village Engineer. Bids shall be submitted on blank Bid Quotation forms provided and shall be enclosed in a sealed envelope bearing the name and address of the bidder and marked "COUNTRY CLUB DRIVE STREETSCAPE IMPROVEMENTS" The words "BID ENCLOSED" shall be indicated. Bids shall be accompanied by a satisfactory bid bond or cashier's check, drawn upon any State or National bank in Florida, made payable to the Village of Tequesta, in the amount of five percent (5%) of the bid, as a guarantee that the Bidder will enter into written contract with the Village to perform the contract bid upon. The deposit will be retained by the Village to ensure performance of the contract bid upon. The deposit will be retained by the Village as liquidated damages in the event the successful bidder fails to enter into the contract. The deposits of unsuccessful bidders will be returned promptly following execution of the contract for the work and the deposit of the successful bidder will be returned upon execution of the contract and delivery of proper certificates of insurance. As early as practicable and within sixty (60) days after receiving the bids, the Village shall advise as to the successful bidder. The Village of Tequesta reserves the right to reject any or all bids, with or without cause, to waive technical errors and informalities, or to accept the bid which, in its judgment, best serves the Village of Tequesta.
