Date: February 25, 1999
On February 7, 1999, the Village of Tequesta advertised in the Palm Beach Post requesting
proposals for the purchase of Computer Hardware. We mailed fourteen copies of our
specifications and three vendors returned responses. These responses were reviewed by Village
staff and our consultant, Florida Software and Data Systems. After review, the only vendor
meeting all of our requirements was Integrated Security & Communications, located in Delray
Beach, Florida.
On behalf of the computer committee we are requesting that you receive authorization from the
Village Council to purchase the hardware needed to install and operate the FundBalance32
software, requested in a separate agenda item. The cost will not exceed $50,000. Payment for
this purchase will be through a five year lease purchase program. Approval of this lease
agreement is requested in a separate agenda item. The FY98/99 water fund budget includes an
allocation of $24,000 for the first year lease purchase payment.

Dear Connie and Steve,
I have finished the evaluation of the hardware proposals for the new system for the Village of Tequesta Finance
Department_
Initially, the quote from Allstar Systems looked attractive. However, upon closer examination, it appeared that they
did not include all of the parts necessary to build the Server and Workstations as per our Request for Proposal.
When I contacted them to ask for clarification, they checked and said that indeed they have left out some critical
parts and that the pricing was incorrect. Their proposal was incomplete as to both equipment and pricing.
All in all, I have no confidence in Allstar Systems. They just don't seem too experienced in the type of equipment we
need to complete our new network
The proposal from Integrated Security i~ Communications has equipment that meets or exceeds the specifications
in our RFP. Using my sources for independent price -vs- cost comparisons, their proposal seems fair for the
equipment being provided. Also, ISC can provide the IBM Workstations, configured properly for high-speed network
use.
I deleted the Epson 8500 printer from the ISC proposal, as we will not need that item. Also deleted were the
associated printer stand and ribbons for that printer.
After deletions, I re-calculated the net cost from ISC, taking advantage of the 2% discount that they offered. The
calculations are shown below.

opportunity for adddional discounts on the total equipment package. Please see the attached Options and Pricing
sheet.

ISC receives additional discounts based on purchases from our suppliers within specified periods and dollar
volume. We are willing to pass the discount on to you.

by an additional 2%.

DRUGFREE WORKPLACE
Preference shall be given to businesses with drug-free workplace programs. Whenever two or more
proposals which are equal with respect to price, quality, and service are received by the State or by
any political subdivision for the procurement of commodities or contractual services, a proposal
received from a business that certifies that it has implemented adrug-free workplace program shall
be given preference in the award process. Established procedures for processing tie proposals will
be followed if none of the tied vendors have adrug-free workplace program. In order to have a
drug-free workplace program, a business shall:
1. Publish a statement notifying employees that the unlawful manufacturing, distribution, dispensing,
possession, or use of a controlled substance is prohibited in the workplace and specifying the
actions that will be taken against employees for violations of such prohibition.
2. Inform employees about the dangers of drug abuse in the workplace, the business's policy of
maintaining adrug-free workplace, any available drug counseling, rehabilitation, and employee
assistance programs, and the penalties that may be imposed upon employees for drug abuse
violations.
3. Give each employee engaged in providing the commodities or contractual services that are under
proposal a copy of the statement specified in subsection (1).
4. In the statement specified in subsection I, notify the employees that, as a condition of working
on the commodities or contractual services that are under proposal, the employee will abide by
the terms of the statement and will notify the employer of any conviction of, or plea of guilty or
nolo contendere to, any violation. of Chapter 893 or of any controlled substance taw of the United
States or any state, for a violation occurring in the workplace no later than five+(5) days after such
conviction.
5. Impose a sanction on, or require the satisfactory participation in a dn~g abuse assistance or
rehabilitation program if such is available in the employee's community,. by any employee who
is so convicted.
6. Make a good faith effort to continue to maintain adrug-free workplace through implementation
of this section.
