MAY 19, 1999
I. CALL TO ORDLR AND ROLL CALL
The Tequesta Community Appearance Board held a meeting in
the Village Council Chambers at 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, May 19, 1999. The meeting
was called to order at 9:40 A.M. by Chair Leslie Cook.
Boardmembers present were Chair Leslie Cook, vice Chair vic
Strahan, Paul Coben, Steve Parker, and Sharon Walker Also
in attendance was Village Planner xara Irwin, sitting in for
Scott D. Ladd, Clerk of the Board.
II. APPROVAL OF AG$I~TDA
Chair Cook announced that the agenda was approved as
submitted.
III. COMMUNICATIONS FROM CITIZSriS
There were no communications from citizens.

The minutes of the March 31, 1999 meeting were accepted as
submitted.

Kevin Donahue of Donahue ~ Company, 1489 West Palmetto
Park Road, Boca Raton, presented a request to revise the
roof color for two projects under construction, Clare
Bridge and Crossings, since the originally proposed the
was no longer being manufactured. Mr. Donahue presented
roof the samples in the originally proposed color which
had been used on Sterling House I and II, as well as
three sample tiles in shades of green used in the blended
roof which was requested. Mr. Donahue explained that if
the original the could not be matched exactly, he
believed it would be better not to try to match it, but
to go with the blended roof. Mr. Donahue explained that
the blend was random and that the tiles came ready to be
installed on pallets already randomly blended, and that
the blended roof visually reduced the perceived scale of
the roof .

applicatioa from Donahue & Company for a change is roof

3. Aa application from Absolute SigaB & Service and Budget
Tire & Auto for sew sigaage at 16Q Bridge Road for Budget
Tire & Auto. Signs to be 15" yellow plastic formed
letters oa 24" x 16" tracks mounted oa north and south
side of mansard roof. Applicant also requesting to
repaint exterior of building "light buff" to match
ad~aceat building at 221 Old Dixie Highway.
Douglas Dunham, Absolute Signs & Service, presented the
request. Mr. Dunham referred to two photographs showing
the current building Color and presented paint samples of
the color the applicant wished to paint the building. The
sign would be yellow lettering on the existing blue
mansard roof. vice Chair Strahan mentioned that plants
in the landscape island which had died had never been
replaced; Mr. Dunham stated he would mention that to the
applicant. Vice Chair Strahan commented that should be
mentioned to the Code Enforcement Officer.

VI. UNFINISHED BIISINESS
There was no unfinished business.
1TII. ANY OTHER MATT$RS
Chair Leslie Cook brought up the following four items:
(1) Chair Cook received the Board s support to contact
the Village Manager to investigate the possibility
of protecting the large banyan trees at the
entrance to Bay Harbor and on the Country Club
golf course by declaring those areas historical
sites. Chair Cook reported that the City of Palm
Beach Gardens had recently taken this action to
protect a large banyan tree in the MacArthur
Boulevard median, and recommended that the Village
Manager contact that city to learn what was
involved to determine whether Tequesta would like
to do this also.
(2) Chair Cook commented that at one time the Community
Appearance Board had reviewed a landscape plan for
the corner of A1A and 01d Dixie Highway, but
nothing was ever done. .Chair Cook stated the plan

had not been a good plan and she would not want to
see it implemented. The possibility of placing
more landscaping in the medians on U.S. One and why
other municipalities such as Jupiter and Stuart had
more landscaping than Tequesta was discussed. It
was pointed out that Jupiter had spent a lot of
additional money above that provided by FDOT.
Planner Kara Irwin announced a design charrette for
the U.S. One corridor to begin June 5, and invited
the members of the Board to attend and present
their ideas for U.S. One, including landscaping for
the medians.
3, Chair Cook commented that the lirope in the
landscape island on Country Club Drive near the
village boundary had died and had been replaced
with king ferns, which were too large. Boardmember
Parker stated he would check the ferns to see if
the wrong type had been installed, and explained
that Ordinance 377 required 60$ native plants which
was why he could not replace the lirope. Mr.
Parker expressed his opinion that the 60~
requirement was too high for that island and should
be 40~. Chair Cook agreed.
4. Chair Cook asked the Board to think about coming up
with an ordinance to require ENCON to landscape
around their lift stations. Boardmember Parker
reported he had included landscape screening for
the lift station on Country Club Drive in the
Streetscape plan, but had been requested by the
Village Manager to remove it because it would set a
precedent and ENCON should be landscaping their
structures.
Boardmember walker reported she had heard many compliments
on the Country Club Drive streetscape.

Boardmember Walker expressed the hope that in accordance
with the idea that the Village Council should have members
from different neighborhoods, that the Community Appearance
Board would also try to have representatives from areas
other than the Country Club. The matter was discussed and
four members of the Board were found to live in the Country
Club and three in other areas. Other members of the Board
expressed their opinion that this was not relevant to the
Community Appearance Board, since they did not deal with
residential properties. Boardmember Coben expressed his
agreement with Councilmember Capretta that anyone who wanted
to serve on a Village Board or on the Village Council should
attend Village meetings in advance. wade Griest commented
that this was not relevant to the Community Appearance
Board, and stated people did not attend meetings until
something was to be done that affected them, and only 7-8
people regularly showed up at Village Council meetings and
most of those were anti-village government. Mr. Griest
reported there was discussion about breaking the Village
into districts and having a representative from each
district on the Village Council, which he believed to be a
good idea.
