CALL TO ORD$R AND ROLL CALL The Tequesta Community Appearance Board held a meeting in the Village Council Chambers at 357 Tequesta. Drive, Tequesta, Florida, on Wednesday, May 26, 1999. The meeting was called to order at 9:32 A.M. by Chair Leslie Cook. Boardmembers present were Chair Leslie Cook, Vice Chair Vic - Grrahan, Paul co en, Steve Parker,. and Sharon Walker. _ Boardmember Molly McCormick joined the Board at 9:38 A.M. Also in attendance was Village Planner Kara Irwin, sitting in for Scott D. Ladd, Clerk of the Board. II. APPROVAL OF AGENDA Chair Cook announced that the agenda was approved as submitted. III. COMb1UNICATIONS FRODd CITIZST+TS There were no communications from citizens. III. Boardmember Molly McCormick arrived at this point in the meeting at 9:38 a.m. IV. N8~ SIISINSS3 1. An application from First Presbyterian Church of Tequesta, 482 Tequesta Drive, for a 4500 square foot education wing to the rear of the existing church. Boardmember Steve Parker recused himself from the Board for this application. Dick Anschutz, .Senior Lay Officer, .introduced... the Assistant Pastor and explained that Steve Parker was an Blder in the church and had worked.on this .project. Mr. AnsChutz explained that the number of children in the community had grown astronomically. The church had a active Sunday School which was very well attended, and a community pre-school which was open to everyone. The present classrooms were very crowded, and the church was proposing to add a 4,500 S.F. addition to the rear of the church which would provide six new classrooms for pre- school:and Sunday School, and two rooms for youth groups. Mr. Anschutz explained that the Village Council had already approved the special exception required because the church was in a residential area. The addition would blend in with the existing building. Mr. Anschutz submitted samples of paint and roof shingles, and sketches showing the proposed addition. Mr. Anschutz explained that the Phase III landscaping required in the approval received in 1977 had just been completed and Joanne Burnsed of the Community Development Department had been notified to perform an inspection. The driveway configuration was discussed. Mr. Parker pointed out on the landscape plan those trees planned for replacement, and explained that Brazilian pepper would be removed and the palmettos would be left, and explained that the trees marked unknown were not noxious and would stay. Mr. Parker referred to the landscape plan and described how changes would affect the view from Tequesta Drive. Nom'. Parker explained that 12~ oak trees with 7' canopies were to be added. Boardmember Coben pointed out that the landscape architect should have showed the plant sizes at planting on the plan. Mr. Parker explained that additional trees would be added to buffer the parking area as necessary to hide the cars, and that pine trees would be saved wherever possible and in the island.. 3-4 trees would be added to buffer the front parking area, and the petitioner agreed to replace any trees on the island that ""' glrcc-~l-t~-~ha3:~-~'r,•,lr ~.~,r.~,cn4-nA 4-hnt t~1°~ 1''~[ig° near the dumpster was dying. P+~'. Anschutz explained that a new well and pump would be installed which would irrigate the whole parking area and islands. An application from Lighthouse Gallery, Inc., 395 Seabrook Road, to install a 33' x 21' white galvanized frame with a white vinyl awning over the existing exterior sculpture courtyard. Joe Mattei, American Awning, representing Lighthouse Gallery, explained that the request was to add a solid white awning on the west side of the building. The awning would withstand up to 75 mph winds, and without the cover the frame could withstand up to 110 mph winds. The awning could be removed in the event of a hurricane. The awning would be attached to the building above the large doors and would slope so that the water would drain to the west side. Lighthouse Gallery Director Margaret Inserra commented that the awning was planned to be used for year-round classes. Boardmember Coben made a motion to .approve the application as submitted from Lighthouse Gallery, Inc., 395 Seabrook Road, to install a 33' x 21' white galvanized frame with a white vinyl awning over the existing exterior sculpture courtyard. Vice Chair Strahaa seconded the motion. IINFINISHED BIISINLSS Chair Cook announced the Board had been heard, having received a letter from Village Manager Bradford indicating he had sent a letter to the City Manager of COMKQNITY APPBAR.ANCB BOARD M8$TING MINOTES May 26, 1999 Page-- -------------------------- indicating he had sent a letter to the City Manager of Palm Beach Gardens to request a copy of their ordinance regarding making their banyan tree a historical site, to use as an aid in deciding whether the Village wished to establish certain trees as historical sites. Boardmember Sharon Walker commented that at the last meeting the Eastward Ho! charrette to plan improvements for the U.S. One corridor had been discussed, and expressed her opinion that it was important the Community Appearance Board be represented. Planner Kara Irwin explained that the first day of. the charrette would be Saturday, June 5, and it would be ongoing all the next week. During ensuing discussion, Planner Irwin explained that invitations would be sent to business owners and property owners along U.S. One, Community Appearance Board members, and village Council members; that there would be an ad in the newspaper; and that anyone was invited to attend. Trees which were removed from medians at The Bluffs were discussed. VII. ANY OTSSR ~dATT$RS Chair Leslie Cook commented she had written a letter to Village Manager Bradford to ask why the village had not cleaned up from the drainage project work at the corner of Tequesta Drive and Riverside Drive. Planner Irwin explained that situation was currently being addressed. Vice Mayor Hansen reported that Matthew Morrison, the new Utility Director for the Village, had recently completed a walk-through of the Tequesta Drive Drainage Project and CO~NITY ApPEARANCB BOARD MBgTIMC~ MINOTSS May 26, 1999 - age 6- made a list of I-1/2 pages of items which needed completion. The Vice Mayor explained that the Village owned a right-of-way in front of that corner property which belonged to Mr. and Mrs. Kane, and the Village had kept the right-of-way because the bridge would need work in a few years. The mounds of dirt on the Kane property were discussed. Planner Irwin was asked to keep the Board updated on this issue. Boardmember McCormick questioned the addition of lettering recently placed above the sign at the First Presbyterian Church. Planner Irwin was requested to check .with Director of Community Development Scott D. Ladd to see if that signage had.. been added without village approval. -Drive and Tequesta Drive belonged to Mr. Armour's daughter, and Mr. Armour had commented the property would look beautiful when it was finished.. Mr. Griest commented that the contractor for the drainage project had not been fully paid because of the bumps in the road and the Village Council was aware of the problem, and he was sure it would be corrected. It was pointed out that there were originally three ligustrum trees in front of Tequesta Pharmacy, and one was now missing and needed to be replaced. Boardmember McCormick reported a Mr. Salturi in her neighborhood wanted the Village to remove a mature pine tree because the needles were falling on his screening, and that the tree was not on his property. Following discussion, general consensus of the Board was to save the tree. Boardmember Coben expressed his opinion that the tree should only be removed if a tree expert stated it was likely to blow down in a storm.
