RESOLUTION NO. 42-98/99
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE
OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING
AN ENGINEERING SERVICES PROPOSAL WITH REESE, MACON
AND ASSOCIATES OF LAKE WORTH, FLORIDA, FOR
ENGINEERING SERVICES FOR REMOTE TELEMETRY DESIGN
AND CONSTRUCTION SERVICES IN THE AMOUNT OF $39,500,
SUBJECT TO FUNDING APPROPRIATION BY THE VILLAGE
COUNCIL FOR PHASE II IN FISCAL YEAR 1999-2000, and
AUTHORIZING THE VILLAGE MANAGER TO EXECUTE THE SAME
ON BEHALF OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. The Engineering Services Proposal with Reese,
Macon and Associates of Lake Park, Florida for
Engineering Services for Remote Telemetry
Design and Construction Services in the Amount
of $39,500, Attached Hereto as Exhibit "A" and
Incorporated by Reference as Part of the
Resolution is Hereby Approved, Subject to
Funding Appropriation by the Village Council
for Phase II in Fiscal Year 1999-2000, and the
Village Manager of the Village of Tequesta is
Authorized to Execute the same on Behalf of
the Village.
THE FOREGOING RESOLUTION WAS OFFERED by Councilmember
who moved its adoption. The motion was seconded
by Councilmember and upon being put to a vote, the
vote was as follows:

The Mayor thereupon declared the Resolution duly passed and
adopted this 22nd day of July, A.D., 1999.

Water Treatment Plant Expansion; Remote Telemetry System Design and
Construction Services
In 1998, the Village of Tequesta began a Water Treatment Plant Expansion Project that would ensure
that the long term objective of uninterrupted water supply would be accomplished. A major
component of the expansion plan was the construction of a Reverse Osmosis Treatment Facility that
would work in tandem with the existing Water Treatment Plant. The combined treatment facilities
would augment one another and include the latest production techniques to ensure a quality product,
automated systems to minimize labor demands and a Remote Telemetry System to add flexibility to
critical decision making.
The Remote Telemetry System will allow the Water Treatment Plant Operators to gather data from
remote sites and issue commands essential to daily operation. The ability to remotely respond to
different conditions provides for inherent safeguards in system operation and will maximize the
efficiency of the Water Treatment Facility.
The following summarizes various Remote Telemetry functions that will be utilized from the Water
Treatment Plant's primary command center:

Reese, Macon and Associates, Inc. has provided a Scope of Services to Design and Oversee the
Installation/Construction of the Water Treatment Plant Remote Telemetry System. The Scope of
Services is broken down into two (2} distinct phases and includes:

Phase I
• Generation of Design Plans and Specifications
• Preparation of Probable Construction Cost Estimates
• Bid Package Preparation
Phase II
• Contract Documents Preparation
• Construction Contract and Installation Administration
• Inspection Services
The total cost for these services is $39,500 (Phase I $24,500 and Phase II $15,000). Funds for Phase I
and Phase II will be expended over Fiscal Years (FY) 1998/1999 and 1999/2000. Phase I funding
this fiscal year is provided from (contingent upon Utilities Department Budget Amendment as
approved by Second Reading on July 22, 1999) the Water Enterprise Fund, 1998 Series Bond
Construction Fund -Capital Outlay, having a FY 1998/1999 budget allocation of $24,500. The
Phase II services are subject to funds being appropriated and approved by the Village Council for FY
1999/2000.
Please place Reese, Macon and Associates Inc.'s Remote Telemetry System Service Authorization on
the July 22, 1999, Village Council Agenda for consideration by the Council Members.

EXHIBIT "A"
We are pleased to submit this proposal for engineering services in connection with engineering
design services during construction for the above referenced project. REESE, MACON and
ASSOCIATES, INC., hereinafter referred to as the Engineer, shall perform the services as
documented below for the Village of Tequesta, hereinafter referred to as the Client.
SCOPE
The following specific tasks will be performed by the Engineer as authorized:
A. The Engineer and Client understand that this work shall be for engineering services related
to the remote telemetry system. The new remote telemetry system will eliminate the existing
telemetry system and connect all off site sources (wells, pumps, storage reservoirs and pressure
points) into the R.O. WTP control and telemetry system.
B. Phase I - Design
1. Prepare design plans and specifications for the concept stated above.
2. Prepare an Engineer's estimate of construction.
3. Advertise the project, respond to questions from potential bidders, attend bid opening,
evaluate bids and make a recommendation of award.
Phase II -Construction Services
1. Prepare contract documents for execution by the Village and successful contractor.
2. Perform construction contract administration services to include all engineering duties set
forth in the General Conditions and Supplementary General Conditions.
3. Provide non-full-time inspection services which will include being present at critical
components of the construction activity and at start-up.

The above scope is predicated on the assumption that the Client shall furnish, at no cost to the
Engineer, all available pertinent information including previous reports, plans, specifications,
permits and other data relevant to the performance of the above services for the project. In
addition, the Client shall designate, in writing, a person to act as the representative for services
performed under this agreement.
TIME OF PERFORMANCE
Phase I - Design
The Engineer will commence work within 30 days of receipt of an executed authorization .
Phase II -Construction Services
Items 1 and 2 under Phase II services will be completed commensurate with the contract time to
be stipulated within the contract documents for construction.
FEES
Phase I - Desien
For Scope Items 1 - 4 the Engineer shall be paid a lump sum fee of Twenty Four Thousand Five
Hundred dollars ($24, 500) .
Phase II -Construction Services .
For Scope Items 1 and 2, the Engineer will be paid a lump sum fee of Fifteen Thousand dollars
($15,000).
If services are required in the performance of the above scope, beyond those normally provided by
the Engineer, which must be sublet, the Engineer shall order the work after obtaining the written
authorization of the Client. The subcontractor shall bill the work directly to the Client. If the
Engineer is requested to subcontract the work directly, a 10% handling charge will be added. to
the subcontractors invoice.
Invoices for services rendered are issued on a monthly basis and are due within thirty (30) days of
the invoice date. Interest at a compound rate of one and one-half percent per month shall be
charged to any past due statements. Interest shall be computed on past due statements from the
date of the invoice.

COST ESTIMATES
Construction cost estimates are developed from knowledge of market conditions and based on the
experience of the Engineer. However, the Engineer exercises no control over the competitive
bidding process and, therefore, makes no guarantee of the accuracy of the estimate when
compared to previous estimates or actual bids.
TERMINATION
This agreement may be terminated by either party by giving thirty (30) days written notice. The
Engineer shall be paid for all services rendered prior to the temunation date.
ACCEPTANCE
Acceptance of this proposal maybe indicated by executing this document in the space provided
below. This contract shall be considered void if not executed within thirty (30} days from the
above date. Upon execution of this agreement the Client shall return one copy to the Engineer.
