RESOLUTION NO. 46-98/99
A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA, APPROVING SCOPE OF SERVICES PROPOSAL
WITH ARIAL DATA REDUCTION ASSOCIATES, INC.
(ADR) OF PENNSAUKEN, NEW JERSEY, FOR
IMPLEMENTATION OF A GEOGRAPHIC INFORMATION
SYSTEM (GIS) IN THE AMOUNT OF $88,497.40 OVER
TWO FISCAL YEARS WITH FUNDS FOR FY 1998/1999
BEING APPROPRIATED FROM THE WATER ENTERPRISE
FUND, CAPITAL IMPROVEMENT FUND, HAVING A FY
1998/1999 BUDGET ALLOCATION OF $12,500, AND A
PROPOSED FY 1999/2000 BUDGET ALLOCATION OF
$100,000 SUBJECT TO FUNDS BEING APPROPRIATED
AND APPROVED BY THE VILLAGE COUNCIL FOR FY
1999/2000, AND AUTHORIZING THE VILLAGE MANAGER
TO EXECUTE THE APPLICABLE CONTRACT ON BEHALF
OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS
FOLLOWS:
Section 1. The Scope of Services Proposal with Aerial
Data Reduction Associates, Inc. (ADR) of Pennsauken, New
Jersey, in the Amount of $88,497.50 Over Two Fiscal
Years, Attached Hereto as Exhibit "A" and Incorporated by
Reference as Part of this Resolution is Hereby Approved,
and the Village Manager of the Village of Tequesta is
Authorized to Execute the same on behalf of the Village.
THE FOREGOING RESOLUTION WAS OFFERED by Councilmember
who moved its adoption. The motion
was seconded by Councilmember and upon being
put to a vote, the vote was as follows:

The Mayor thereupon declared the Resolution duly passed

Subject: Resolution No. 46 - 98/99, Approving ADR Inc.'s Scope of Services -
Implementation of a Geographic Information System
The Village of Tequesta's Utility Department is in the process of creating a Geographic
Information System (GIS). This platform will enable all Departments the ability to
graphically display and map features of interest for planning and emergency response
purposes.
In 1991, the Palm Beach County Property Appraiser's Office (PBC) advertised,
professionally selected and contracted with Aerial Data Reduction, Inc. (ADR) for the
establishment of a countywide GIS (Attachment 1). This effort consists of cooperatively
sharing the platform development costs with various municipalities throughout the
county. The Village's cost share is executed through Addendum 28 to the Property
Appraisers contract with ADR (Attachment 2). Addendum 28 is time sensitive and must
be executed prior to the end of Fiscal Year 1998/1999 in order to take advantage of the
cooperative cost share. Upon Village approval of ADR's Service Authorization
(Attachment 3), the Addendum will be forwarded for PBC's consent. The project will
begin the third week of September 1999.
Tequesta's Addendum consists of a total project area of 1,810 acres (Figure 1 -Project
Area; orange and yellow shades only) that includes the Village of Tequesta proper (1,195
acres) and a small portion of unincorporated Palm Beach County (615 acres).
ADR's scope of services provides for
1. Photogrammetric Engineering Platform that includes basic disciplinary features such
as buildings, property lines, roads, water tanks, fences and drainage/coastline
lineaments.
2. Utility Department features including hydrants, valves, meters, back-flow
devices, stormwater inlets/catch basins, impervious area.
3. Department of Community Development features including pools, parking
lots, docks, piers, boat hoists/lifts.
4. Department of Public Works and Recreation features including parks, playgrounds,
sidewalks, bridges and street lights.

Funding for the GIS will be provided for over Fiscal Years (FY) 1998/1999 and
1999/2000 (subject to appropriation and approval by the Village Council) from the Water
Enterprise Fund, Capital Improvement Fund, having a FY 1998/1999 budget allocation of
$12,500 and a FY 1999/2000 budget allocation of $100,000.
Please place ADR Inc.'s GIS Service Authorization on the July 22, 1999, Village Council
Meeting Agenda for consideration by the Members.

July, 1991 by and between the Palm Beach County Propertt Appraiser,

WITNESSETH:
WHEREAS, the PROP$ItTX APPBAISffit is a Constitutions:. officer of
the State of Florida charged with identifying and as Messing all

WHk'REAS, the PAOPHR.TY APPRAISER is empowezed to enter into
this contract; and
WHEREP.S, the PROP$RTy APPRAISER desires the services of a
qualified contractor to assist the PROPERTX APlfRAzSFsR in
positioning horizontal controls established by a Global:~ositioning
System in Palm Beach County; and

WHEREAS,•the CONTRACTOR has submitted a proposal in response
to the PRppERTY APPRAISER+S Request for Proposals for this work;
and
WHEREAS, the PROPERTY APPRAISER has found the CONTRACTOR~s
proposal to be acceptable and wishes to enter into a contract with
the CON'rRACfiOR; and
WHEREAS, the PROPERTY APPRAISER has budgeted funds from the
State of Florida for the current fiscal year which are available
far the fundi.rig of this CONTRACT;
NOW, THEREFORE, in consideration of the benefits flowing from
each to the other, the parties agree as follows:
1• Unless extended or terminated, the period of ~>erformance
of this CONTRACT shall commence on the date of execution and
continue far a period cf one hundred (l00) days. In no event shall
the CONTRACTOR commence work under this CONTRACT prior to receipt
of a formal Notice to proceed from the PROPERTY APpRAIEER.
2• As full consideration for providing the goods and
services required by this CONTRACT, the PROPERTY APPRAISER shah.
pay the CONTRACTOR the following amount: pile-hundred-ninety-one,
(191) first order observable points for $119,316.25, ten (l0)
National Geodetic services observable points fox $7,1:.8.00, and
two-hundred and one B~.ue Book submissions for $16,632.75 fflr a
total sum of $143,067.00. These figures do not include: any fees
for the optional additional work for installing new man~-ments
described in Exhibit "A" Item 1o an Page 3.
3. The CONTRACTOR shall, to the satisfaction of th~>_ PROPERTY

APPRAISER, fully and timely perform all work items described in the.
Scope of Work, attached as Exhibit "A", and made a ~ art of this
CONTRACT, the Contract between the State of Florida, D~~partmEnt of
Natural Resources, attached as Exhibit "B", the tequest for
Proposals and CONTRACTOR~s Response thereto.
4. The Project Manager for the PROPERTY APPRATSI~R is Rpbert
J. Pearsall, in the Geoprocessing Department, 301 l7orth olive
Avenue, Fifth Floor, Governmental Center, West Palm Beech, Florida
33401, telephone number (407) 355-4517. The Project Manager for
the CONTRACTOR is Louis Komondi, at 3700 Lake Worth Road, Lake
Worth, Florida 33461. The parties shall direct all matters arising
in connection with the performance of this CONTRACT, other than
invoices and notices, to the attention of the Project Managers for
attempted resolution or action. The Project Managers shall be
responsible far overall coordination and oversight rela_ing to the
V performance of this CONTRACT. The services described herein shall
be under the direct supervision of wiliiam Etheridge, chief of
Surveys Section Department of Engineering, Palm Beach County,
telephone number (407) 6844053, or another Florida Professional
Land Surveyor of similar experience, and shill meet the standards
and requirements of the Contract between the State of Florida,
Department of Natural Resources, and the Palm Beach County Property
Appraiser, said Contract being attached hereto as Exhibit "B'" and

5. All notices to the CONTRACTOR under this CONTRACT shall

The CONTRACTOR sha].1 also provide a copy of all. not. _ces to the
PROPERTY APpRAI68R~s project Manager. All notices required by this
CONTRACT shall be considered delivered upon receipt. Either party
may change its address by providing prior written notice to the
other of any change of address.
6. All invoices submitted by the CON'T'RACTOR sha1L reference
the PROPERTY APPRAIBER~s Contract Number GpS~1. The CONTRACTOR
shall submit the invoices on a monthly basis to the PROPERTY
APpRAI6ER~Sc comptroller, Robert Godwin at the above adc.ress. The
PROPERTY APPRAISER shall pay the full amount of the invoice within
sixty (60) days of receipt and acceptance, provided the
CONTRACTOR has pezformed the work according to the. texzrts and
conditions of this CONTRACT. AlI invoices shall folloa the same
format as shown in Exhibit "C", PagES 1, 2 and 3, attached hereto
and made a part of this. CONTRACT. All invoices shall provide
written documentation that all employees and subcontra:tors have
been compensated for their services. Failure by the CONTRACTOR to
follow these instructions shall result in an unavoidabl: delay of
payment by tha PROPERTY APPRAISER. In addition, all invoices shall

be accompanied by a Project Summary Report in the fox~ttat provided
for in Exhibit "C", page 2, No invoice shall be eligible for
payment until the project Summary Report is received.
7 . The CONTRACTOR is an independent contractor a~ id is not an
employee or agent of the PROPERTY APPRAISER. Nothing in this
CONTRACT shall be interpreted to establish any relationship other
than that of an independent contractor, between this PROPERTY
APPRAISER and the CONTRACTOR, its employees, agents,
subcontractors, or assigns, during or after the performance of this
CONTRACT.
8. This agreement is specS.fic to the paxties herein. The
CONTRACTOR sha],1 not assign, delegate, or otherwise tzansfez its
rights and obligations as set forth in this CONTRACT t,ithout the
prior written consent of the PROPERTY APPRAIBSA. Nor shall the
CONTRACTOR subcontract for any of the services to be performed
hereunder without the prior written consent of PROPERTY APPRAISER.
9. The CONTRACTOR shall obtain all necessary private,
federal, state, local and other governmental approvals,
authorizations and permits prior to the commencement of p=_rformance
of this CONTRACT.
10. The CONTRACTOR shall defend, indemnify, save ar d hold the
PROPERTY APPRAISER harmless from any and all claims, suits,
judgments and liability fvr death, bodily injury, perso;~al injury
or property damage arising directly or indirectly from the
performance of this CONTRACT by CONTRACTOR, its ~;mployees,
subcontractors ar assigns, including legal fees, court costs and

ether legal expenses. CONTR.t~CTOR acknowledges that ]t is solely
responsible for compliance with the terms of this CONT~tACT and the
Contract between the State of Florida, Department of Natural
Resources, and the Palm Deach County Property Appraiser, attached
and incorporated herein as Exhibit "B".
11. If eithex party .initiates legal action, including
appeals, to enfflrce this CONTRACT, the prevailing part; shall be
entitled to recover a reasonable attorney's .fee based u~~on the fair
market value of the services provided. Each party agrees to
testify in any action as may be required by ParagzaFh III H of
Exhibit ~~$ri ~ .
12. The CONT1tACTO.R shall procure and maintain, i:hrough the
terms of this CONTRACT, Worker's Compensation insurance>. up to the
limits specified by Florfda Statute. The CONTRACTOR shall provide
an insurance certificate demonstrating such coverage. prior to
commencement of performance. Notwithstanding the number of
employees or any other statutory provisions to the contrary, the
Worker's Compensation insurance shall extend to all employees of
the CONTRACTOR and its subcontractors. The Worker's Compensation
insurance policy required by this CONTRACT shall also include
Employer's Liability.
13. The CONTRACTOR shall procure and maintain, tzrough the
term of this CONTRACT, general liabi~.ity and property damage
insurance. This policy shall provide coverage for death, personal
injury, bodXly injury or property damage that could aris= directly
yr indirectly from the performance of this CONTRACT. Insurance

coverage shall- have minimum limits of $300,000,00 per occurrence,
combined single limit for bodily injury liability and propezty
damage liability. This shall include the following endorsements:
(i) premises and operations;
(ii) independent contractors';
(iii) products and completed operations;
(iv) contractual liability; and
(v) watercraft endorsement.
24, The CONTRACTOR shall procure and maintain, Through the
term of this CONTRACT, business automobile liability insurance.
Insurance coverage shall have minimum limits of $300,000.00 per
occurrence, combine single limit for badily injury liability and
property damage liability. This shall be an "dny-auto" type of
policy, including owned, hired, non-awned and employee non-
ownership coverage.
15. The CONTRACTOR shall provide insurance cert9ficates as
proof of insurance prior to the commencement of perforn.ance. Ali
such insurance, excluding Worke7:s' Compensation and Professional
Liability, shall name the PROPERTY APPRA,IBER as an additional
insured and be ~rz'itten by a financially Bound company authorized to
do business in the State of Florida. ThE CONTRACTOR shall notify
the PR,OpERTY APPRAISER at least thirty (30) days prioz to
cancellation or modification of any insurance policy.
16. The CONTRACTOR shall procure and maintain, for the life
of this CONTRACT, Professional Liability insurance. This coverage
shall provide coverage against liability for professional services

and shall remain in force and effect fora minimum of tiro (2) years
after the expiration of this CONTRACT. The minimum limits of
coverage shall be $500,000.00.
17. The FROPERTY APPRAY$ER sha11 have audit and inspection
rights as follows:
A. Examination of Costs: The CONTRACTOR sha:.I maintain
records of all accounts, invoices for reimbursable expenses, books,
accounting procedures and practices and supporting do:umentation
~:;.
for any research ar reports for a period of three (3) years from
completing performance of this CONTRACT. Such records shall be
sufficient to permit a proper pre- and post audit in accordance
with generally accepted accountiriq principles and =o reflect
properly all direct and indirect costs 4f whatever nati:re claimed
to have been incurred and anticipated to be incurred for
performance under this CONTRACT. such examinatian shall include
inspection at all reasonable times of the CONTRACTOR~s facilities
or such parts thereof as may be engaged in the performance of this
CONTRACT,
B. Cost and Pricing._Data• If the CONTRACTOR has submitted
cost or pricing data in cannect3.vn with the priciri~ of this
CONTRACT or any change or modification thereto, unless sLCh pricing
was based on adequate price competition, established ~:atalog or
market prices of commercial. items sold in substantial quantities to
the general public, or prices set by law or regulation, the
FROP$RTY APPRAISER shall have the right to examine x.11 books,
records, documents and other data of the CONTRACTOR related to

negotiation, pricing or performance of the CONTRACT change or
modification for the purpose of evaluating the accuracy,
completeness and currency of the cost or pricing data submitted,
along with the computations and projections used th<:rein. The
CONTRACTOR agrees that the PROPERTY APPRAISER may adjust the
consideration for this CONTRACT, including all :hanges or
modifications thereto, to exclude any significant sums t y which the
consideration was increased due to inaccurate, incomplete or non-
current wage rates and other actual unit costs. Tt,e PROPERTX
APPRAx13ER shall make any such adjustment within one year following
the termination of this CONTRACT.
C. Reports:
(i) If the CpNTR7PiCTOR is requested tp fuxnish cast
information, reports or contract fund status re;~orts as a
result of its performance under this CoN'1'RA,CT, tT a PROPERTY
AFPRAZSER shall have the right to examine the book:c, records,
documents and supporting materials for the purposE of
evaluating
(a) the effectiveness of the CONTRACTOR': policies
and procedures to produce data compatible with. the
objectives of the reports and
(b) the data reported.
(ii) coNTRACTOR acknowledges pROPERTX APPRAISER is responsible
for providing services and providing reports pursuant to
Exhibit "B", its Contract with the State of Fivrida,
Department of Natural Resources. CONTRACTOR hereby agrees to

provide such services and reports and to mainta~.n Eor a period
of three (3) years all of the supporting documentation
therefor.
D. ~vailability~
{i) The materials described in Paragraphs A, B, G and D above
shall be made available to the PROPERTY APPRAISER, the State
of Florida, Depaztment of Natural Resources, or their
designated agent for inspection at the location whE.re they are
kept, upon reasonable prior notice, untiX the ex;~iration of
three (3) years from the date of final payment under this
coNTRAC'T .
(ii) If this CONTRACT is completely or partially •;erminated,
the records relating to the work terminated shall be made
available fox inspection by the PROPERTY APPRAISER the State
of Florida,-Department of Natural Resources, or its designated
agent for a period of three (3) years from the date of any
resulting settlement.
(iii) Records which relate to any litigation, appeals or
settlements oP claims arising from performance ender this
coNTRACT shall be made available until such litigation,
appeals or claims have been disposed of.
18. All oziginal sketches, tracings, drawings, computation
details, design calculations, field books and other dociments and
,plans that result from the COAI'1'RACTOR~9 services under this
CONTRACT will become the property of the PROPERTY APPRA[SER.
19. The CONTRACTOR shall allow public access to ail project

documents a~d• materials in accordance With the pr~>visions of
Chapter 119, Florida Statutes.
20. If either party fails to fulfill its obligations under
this CoNTRAeT in a timely and proper manner, the other party shall
have the right to terminate this CONTRACT by giving written notice
of any deficiency and by allowing the party in defau:.t ten (10)
calendar days from receipt of the notice to correct the 3eficiency.
If the defaulting party fails to correct the deficiency within this
time, this CONTRACT shall terminate at the expiration of the ten
(10) day time period.
2Z. The PROPERTY APPRAISER may terminate this CO]TRACT with
or without cause upon thirty (30) days prior written no~ice to the
CONTRACTOR. In the event of termination, the PROPERTY ApPRAIS~R
shall compensate the CONTRACTOR for all authorized wor)_ performed
through the termination date.
22. Pursuant to Section 287.055(6), Florida statues, the
CONTRACTO$ warrants that it has not employed or re•.ained any
person, other than a bona fide employee working sole:_y for the
CONTRACTOR, to solicit or secure this CONTRACT; that ~t has not
paid or agreed to pay any person, other than a bona fide employee
working solely for the CONTRACTOR, any fee, commission, percentage,
gift or other consideration contingent upon or resulting from the.
awarding or making of this CONTRACT. For breach of this prevision
the PROPERTY APpRAIS$R may terminate this CONTRACP without
liability and, in its discretion, deduct or otherwise recover the
full amount of such fee, commission, percentage, gift or other

consideration:
23. In accordance with Section 287.055(5}(a), Florida
Statutes, the CONTRACTOR, by executing this CONTRACT, certifies to
truth-in-negotiation; specifically, that wage rates and other
factual unit costs supporting the consideration ar~~ accurate,
complete and current at the time of contracting. The CONTRACTOR
agrees that the PROPERTY APPRAISER may adjust the consic eration for
this CONTRACT to exclude any significant sums by which the
consideration was increased due to inaccurate, incamplate or non-
current wage rates and other actual unit costs. Tt~e PROPERTY
hPPRAI$ER shall make any such adjustment within on~~ (1) year
following the termination of this C0NTR1elCT.
24. The CONTRACTOR shall assure that no person shill, on the
grounds of race, color, creed, national origin, handicap or sex, be
excluded from participation in or denied the benefits uf, or
otherwise subjected to discrimination in any activity under this
CONTRACT. The CONTRACTOR shall take alt measures necessary to
effectuate these assurances.
25. Prior to engaging in any discussions with the news media
pertaining to this CONTRACT, the CONTRACTOR shall ~,otify the
PROPERTY APPRAISER. This includes news releases, media requests
for interviews, feature articles, fact sheets oc similar
promotional materials.
26. The CONTRACTOR, its Employees, subcontractors cr assigns,
shall comply with all applicable federal, state and Local laws and
regulations relating to the performance of this CONTRACT. The

PROPERTY APPRl4ISElt undertakes no duty to ensure such co~ipliance but
will attempt to advise CONTRACTOR, upon request, as to any such
laws of which it has present knowledge.
27. The documents listed below, by this reference, shall
become a part of this CONTRACT as though physically attached and
any inconsistency between any of these documents shall be resolved
by giving preference in the following order;

28. The laws of the State of Florida shall govern c 11 aspects
of this CONTRACT. Tn the event it is necessary far eithez party to
initiate legal action regarding this CONTRACT venue shalt _ be in the
Fifteenth Judicial Circuit for claims under state law ~ind in the

SCOPE OP WORK
The CONTRACTOR shall diligently and in a timely manner perfozm, or
cause to be performed, the professional services as out] filed in the
Request for Proposal and its attachments, especially the Technical
Specifications, for the PROPERTY APPRAISER in connection with the
surveying requirements.
RESPONBIBILITxE3 OF THE PROPERTY APPRAISER
The PROPERTY APPRAISER shall furnish the CONTRACTOR with all
available records, maps and other documents that may assist in
performing the services herein described, i.f requesi:ed by the
CONTRACTOR.

3. The COfJ'pRACTOR, or its subcontractors, shall supply all
instzttments, personnel, equipment and materials to perfq -~tt the work
in accordance with the requirements outlined in PROPERTY

accordance with the Technical Specifications and Minimum Technical

3- All horizontal controls established by GPS shall follow
the specifications as set forth in the "Geametr3,c Geodei:i.c Accuracy
Standards and Specificativns for using GPS Relative Positioning
Techniques" as p+iblished by the Federal Geodetic Contro] committee.
4. Geodetic positions on the horizontal control mpnuments,
will be established by Global Positioning System satellite
surveying equipment using techn.ques acceptable to the National
Geodetic Survey to achieve First Orden positions.
5. All horizontal control monumentation and refexences shall
be set in accordance with National Geodetic Survey req,iirements.
6. All geodetic horizontal control shall be adjusted to the
final version of Florida's high precision G.P.s. network. This
information will be furnished by the National Geodetic Survey or
through the Department of Natural Resources and PROPERTY APPRAI3FsR.
7. All geodetic horizontal control field data collected by
the CONTRACTOR far this project shall be submitted to tre National
Geodetic survey in a format acceptable for Blue Book publication.
The PROPERTY APPRAISER shall be supplied a copy of al.. NGS Blue
Book submissions.
8. ~zt is expressly understood that the techniques and
methods of field work for the location and computations of geodetic
positions for the points to be established from Global Positioning
System satellites are the sale property of the PROPERTY APPRAISER
and will be made available upon request. The PROPERTY APPRAISER
will be supplied with the State Plane Coordinates anc Geodetic

TWENTY-EIGHTH ADDENDUM TO
CONTRACT BETWEEN THE

CONTRACT NO.: GPS-1 ADDENDUM (28)
This Addendum is attached to and made a part of the contract
between the Palm Beach County Property Appraiser (herein
"APPRAISER") and Aerial Data Reduction Associates, Inc. (herein
"CONTRACTOR") dated July 9, 1991.
WHEREAS, the APPRAISER and CONTRACTOR mutually agree to amend
the Agreement; and
WHEREAS, the Contract between the parties provides for this
amendment; and
WHEREAS, the APPRAISER and CONTRACTOR amend the Contract for
additional services in the below described area with the
understanding that the Village of Tequesta (herein "VILLAGE"), and
the APPRAISER, for the most efficient use of their funds and for
other good considerations, will share a portion of the cost
according to separate agreement between the VILLAGE and the
CONTRACTOR. Palm Beach County (herein "COUNTY")and the APPRAISER
will cost share on this project by a separate cooperative
agreement.
NOW, THEREFORE, in consideration of the mutual covenants
contained herein, the APPRAISER, and CONTRACTOR hereby amend said
Contract as follows:
Paragraph 2 of said Contract and Paragraph 1 of the First
Addendum thereto dated August 31, 1991, and Paragraph 1 of Second
Addendum, hereto dated December 4, 1991 are amended to add the
following as an addition to the work to be performed pursuant to
the Contract, its First Addendum and its Second Addendum:
1. In addition to the work described in Paragraph 2 of the said
Contract and Paragraph 1 of the First Addendum and Paragraph 1(e)
of the Second Addendum, CONTRACTOR, being a full service
organization, agrees to provide the below listed additional work
and services according to the general terms and conditions of said
Contract, its First Addendum, the Second through the Twenty-Seventh
Addendums and according to the specifications of said agreement and
as agreed upon in this Twenty-Eight Addendum:
2. THE PROJECT AREA, OF MUTUAL INTEREST, SCOPE OF WORK AND THE
FINAL DELIVERY ITEMS:
The project area of mutual interest includes the Village of
Tequesta (1195 Acres) and the unincorporated Palm Beach County
(615 acres) the combined total of 1810 Acres (one thousand

eight hundred and ten) and defined as the portion of Tequesta
lying in Palm Beach County and the unincorporated part within
the Village of Tequesta.
Contractor will set aerial-photo targets in the project area of
1810 acres, expose the low altitude photography, prepare aerial
positives and photoindexes, prepare the diapositives, transform the
continuous tone photos into digital form, complete the geodetic
ground control surveys by GPS and analytical aerial triangulation
and setup the stereomodels for data capture by September 30, 1999.
This represents the APPRAISER'S share of the project.
This is an area increase prepared for vector data capture of
approximately 1810 acres to the previous total of 650,231 acres to
the total of 652,041 acres.
The final delivery items shall be:
a One (1) set of photo indexes
b. One (1) set of 9" by 9" contact positive prints of the
Aerial photography on resin coated (RC) paper
c. Horizontal control reports
d. Final translation of the collected digital data in
Drawing Exchange Format (DXF) on MS-DOS floppy disks
or CD ROM disk.
3. Extension/Termination
Unless extended or terminated, the period of performance of
this Twenty-Eighth Addendum shall commence on the date of
execution hereof the APPRAISER'S portion shall be completed by
September 30, 1999.
4. Fees
The above described additional photo-engineering services will
be performed for the area described above (1810 acres) of
$53,842.00 to be paid by the APPRAISER to the CONTRACTOR for
photogrammetry engineering services.
This Addendum will not become effective until after the Village of
Tequesta authorizes CONTRACTOR to proceed, furthermore, after fully
executed copies of same are received by all parties hereto.
Except as modified herein the terms and conditions of the said
Contract and the First and Second Addenda thereto between the Palm
Beach County Property Appraiser and Aerial Data Reduction

B. In the following we describe the additional work required by the Village of Tequesta for design and
automation purposes in the total combined project area of 1,810 acres (one thousand eight hundred
and ten).
While digitizing the above listed ten basic geographic features, we will also digitally capture in a simultaneou s
operation the below listed utility surface features which are visible and identifiable on the photography in
accordance with a separate agreement between. the Village of Tequesta and ADR Inc.
It is our understanding that Village personnel will ground-mark the below listed features with the designated
symbols to be completed before starting photography. This will enable us to store the features in their proper
layer for future GIS applications:

Horizontal accuracy will be (0.5 (six inches) of all stereo digitized features to be plotted with analytic stereo plotters
in the entire project area in accordance with the attached description of the principal stages of the production
procedures.
After completing the stereo digitizing, ADR Inc. will prepare a set of hard copy outputs on translucent paper in module r
unit format, and send it to the Village for the purpose of a field edit by Village personnel.
If the project will be authorized to proceed during the third week of J~JIy of this y ear, ADR Inc. will proceed with all the
necessary preparatory work briefly outlined in the attached "Project Description' and will initiate the flight mission
under the direction of the Village of Tequesta after completed field symbol painting, anticipated on or before
September 14, 1 g99.
ADR Inc. will submit monthly im~oices in accordance with thF percentage of the work completed at the end of each
month.

Professional Supervision and Accuracies
All work and services proposed herein will be completed by or under the direct supervision of certified
photogrammetrists, licensed engineers and land surveyors.
This proposal is subject to authorization to proceed by the Village of Tequesta and the Palm Beach County Appraiser's
Office approximately at the same time and is firm for two (2) months from this date, after which time it may be reviewe d
and revised.
It is a pleasant duty for us to express our compliment to the Property Appraiser's Office for the thorough study of the
subject for looking into the future and for the concentrated effort to design specifications, which will make available
a high quality GIS base not only for the Office's coordinate geometry process, but also for Engineering, Planning, Fire,
Police Departments, and last but not least, the Municipal Manager's and Administrative Offices in surrounding
communities.
After advertised, ADR Inc. Associates was selected in accordance with the gu idelines of the Consultant Negotiations
Act to establish the geodetic network base and additional control clensification by photo-engineering procedure needed
for parcel mapping and other good considerations. Since the selection of ADR Inc., a number of successful projects
have been completed as cost sharing efforts for the mtlttJal benefits of the participating entities and ultimately the tax
payers.
The cost sharing effort resulted in the fortunate combination of high quality, accuracy and low cost.
