I. There was held a Joint Meeting of the Town of Jupiter Town
Council and the Village of Tequesta Village Council on
Tuesday, June 23, 1992, in the Jupiter Town Hall Council
Chambers, located at 210 Military Trail, Jupiter, Florida.
The meeting was called to order at 7:43 P.M. by Jupiter Mayor
Karen Golonka. Jupiter Councilmembers present were: Mayor
Karen Golonka, Vice-Mayor Dominic Sims, Barbara Henderson, and
Thomas McCarthy. Also in attendance were Jupiter's Planning
and Zoning Administrator, Eric Riel, Jr. and its Director of
Public Services, Jim Davis. Tequesta Councilmembers present
were: Mayor Earl L. Collings, Vice-Mayor Edward C. Howell,
• Ron T. Mackail, William E. Burckart and Joseph N. Capretta.
Village Manager Thomas G. Bradford was also in attendance.
II. FIRE RESCUE
Mayor Collings stated that it should be determined 1) where
Jupiter-Tequesta is going with Fire Rescue, 2) where they
should go, and 3) where they want to go.
Village Manager Bradford gave a brief history of Palm Beach
County Fire Rescue: Since the demise of the Jupiter Fire
Control District 1984-85 when the Referendum was held to
consolidate all independent Fire Control Districts under Palm
Beach County, the municipalities in northern Palm Beach
County, as well as the unincorporated residents, have
experienced a 149.9% increase in the cost of Fire Rescue
Services. As a point of comparison, during that same time,
the CPI rose approximately 35%. In 1986 the Town of Jupiter,
Village of Tequesta, Juno Beach and Jupiter Inlet Colony
together did a Joint Study of the feasibility of a regional
north county Fire Rescue Department. The findings at that
time were that it was not feasible, from a cost-savings
perspective, for the entities to form their own regional fire
department. However, the study pointed out that if costs
continued to escalate at a high rate, it may become cost-
• effective for those entities to form their own fire rescue
department.

Some Tequesta residents are interested in exploring
alternative service delivery mechanisms in Fire Rescue.
Others are in favor of staying with the County. Quality of
service is another aspect of the service which must be
considered.
Mayor Golonka stated she attended a meeting which took place
a month ago with Palm Beach County Fire Chief Brice and County
Commissioner Marcus at which north County communities
expressed concerns regarding the escalating costs of fire
rescue services. Since that time, the projected increase for
this service for next year has been reduced. Jupiter Council
has not discussed this issue at length since they are a part
of the MSTU and the Fire Rescue increase has not been
reflected on Jupiter's line item. However, Jupiter is
concerned about this issue and has agreed to monitor only.
A result of the meeting with Chief Brice and Commissioner
Marcus was to examine the structure of fire assessments.
Mayor Collings noted there is a tentative workshop scheduled
• for July 28.
It was the suggestion of Councilmember Capretta that a Task
Force be created, representing north County, to study fire
rescue services and other alternatives which may be available.
Vice-Mayor Sims concurred, and added that perhaps the review
of the Joint Study done in 1986 would be in order.
Councilmember Henderson concurred, stating that price of
service and service received are out of balance. All other
Coucilmembers concurred. Mayor Golonka suggested that cost
figures on Fire Rescue Service in other communities be
researched.
III. DRAINAGE
A. Cypress Drive: Village Manager Bradford explained that
Cypress Drive drainage project has been a joint of issue
of concern for years between Jupiter and Tequesta.
Approximately five years ago Palm Beach County became
involved after discovering there was not sufficient
outfall area to accommodate their road widening plans for
Dixie Highway. During the most recent Legislative
session, a Bill was passed to annex the whole Cypress
• drainage basin bringing it under the control of Northern
Palm Beach County Water Control District. Property
owners abutting that area, and the governments involved,

will be assessed for their proportionate share of that
property. All seems to be heading as planned, and a
recent meeting with the property owners to be assessed
was held.
B. Dover Ditch: - a drainage ditch located on the border
of Jupiter/Tequesta on the peninsula north of the
Loxahatchee River. In 1979 Tequesta did a Bond Issue to
take care of drainage improvements on Tequesta Drive,
and some neighborhoods surrounding Seabrook Road and
Tequesta Drive area. At that time, Palm Beach County was
maintaining Dover Ditch. The Village signed an
Interlocal Agreement with the County which required the
Village to maintain the ditch in return for the Village
to discharge water there. One of the work items of the
1979 Bond Issue was improvement of Dover Ditch. At that
time the Village re-contoured the slope of the banks and
• re-seeded.
Now the ditch is in bad condition. Seventy-five percent
of the discharge into the ditch comes from Tequesta, with
twenty-five percent coming from Jupiter. Sixty to
seventy percent of lands which abut the ditch are Jupiter
properties. Tequesta is presently working on a financing
mechanism to bring the ditch back up to standard and
fixing all surrounding properties. Once brought to
proper standard, Tequesta requests that Jupiter consider
picking up its fair share of maintenance on that ditch;
i.e. 25% of the water and 60% of abutting properties.
Jupiter Councilmember Sims suggested that this issue be
broached with Jupiter Staff to receive a consensus. It
was suggested that adjacent property owners be surveyed
to determine a willingness to purchase extra land if the
Village piped the ditch.
IV. ANNEXATION
Eric Riel, Jr., of the Jupiter Planning & Zoning Department,
gave a presentation showing areas of conflict regarding
annexation. Jupiter stated that it had reserved Sections 26
• and 27 for annexation - Tequesta has also reserved Section 26
and 27, but Tequesta Council felt they would be willing to
give it up if some sort of tradeoff could be arranged.

Jupiter Councilwoman Henderson was in favor of Tequesta
squaring off its boundaries. Village Manager Bradford stated
that Tequesta may be interested in annexing parts of southern
Martin County and invited Jupiter, if Jupiter is ever
interested, on a joint basis with Tequesta, in helping to
change the State Law which prohibits annexing across county
lines.
Jupiter Councilmember McCarthy agreed with Councilmember
Henderson that the "ball should start rolling" this year
regarding annexation.
V. STUDENT REASSIGNMENT
Village Manager Bradford stated that it is important to
finalize the setting up of a Committee in order to meet the
racial balance deadline in north county schools. A North
County Education Committee is the body which has been
established which will assist with the implementation of
different options. Appointments on this Committee include:
Two appointees from the Board of County Commissioners; Two
from the Jupiter Council; Two from Tequesta Council; One from
the Chamber of Commerce; One from Board of Realtors; One from
the PTO from various schools. Logistics to be decided
include: 1) where to meet; 2) budget monies; 3) marketing,
etc. Mayor Collings stated Tequesta would choose their
appointees by July 23. Mayor Golonka suggested that letters
from Jupiter/Tequesta Councils be sent to all other
organizations requesting they appoint representatives and
supply those names to both Councils. It was agreed that
Jupiter should be the leader and coordinator in this
transaction.
Mr. Bradford pointed out that: 1) a survey of the current
minority population was necessary; and 2) a marketing-type
plan needed to be developed.
Both Councils agreed to set a ta_ntative August meeting for the
Committee, once representatives are chosen.

VI. RECREATION/CULTURAL ACTIVITIES
Mayor Golonka asked, since Jupiter receives lots of requests
for financial assistance with activities, if Tequesta had a
budget set aside for donations to local activities. Village
Manager Bradford explained that Tequesta does not have an
amount set aside in the Budget for donations to local
activities but does contribute to such things as the
Jupiter/Tequesta annual Independence Day Fireworks Display,
the Tequesta Fest, funding for JTAA, etc.
VII. OTHER
Vice Mayor Sims suggested that the next joint Council meeting
cover items such as an Economic Development Board for the
Jupiter/Tequesta area and to obtain feedback regarding
Fire/Rescue.
VIII. ADJOURNMENT
The meeting was adjourned at 9:40 p.m.
