I. The Tequesta Village Council held a regularly scheduled meeting at
the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on
Tuesday, May 29, 1990. The meeting was called to order at 5:30
P.M. by Mayor Joseph N. Capretta. A roll call was taken by the
Recording Secretary. Councilmembers present were: Mayor Joseph N.
Capretta, Vice-Mayor Ron T. Mackail, Earl L. Collings, Edward
Howell and William Burckart. Village Officials present were:
Thomas G. Bradford, Village Manager; and Bill C. Kascavelis,
Finance Director. Also present were Jack Horniman, Village
Planning Consultant and Wendy Harrison, Administrative Assistant to
Village Manager.
II. CONSIDERATION OF EMPLOYMENT AGREEMENT WITH GREGORY C. SPENCER, AS
DIRECTOR OF PUBLIC SAFETY.
Village Manager Bradford asked Council to turn to Page 2, Item 6(d)
of the Employment Agreement he had made available to Council for
their review. Item 6(d) reads: "Employee shall remain in the
exclusive employ of the Village during the term of this Agreement
unless removed from employment pursuant to Section 7 of this
Agreement." Mr. Bradford asked that the following be added after
that: "`Exclusive employ of the Village shall not be construed to
include occasional teaching performed on employee's time off."
Council had no problem with Mr. Spencer teaching.
Mr. Bradford pointed out further that the Agreement provides for a
base compensation of $48,240 (about equal to what Mr. Spencer is
currently making in Greenacres City). Mr. Spencer will be entitled
to the same increases in pay as all Village employees. The
Agreement also provides for an automobile for Mr. Spencer's use.
The Disability clause on page 2 has been deleted. Term of
employment shall be indefinite. Nothing shall prevent either party
from terminating the services, upon proper procedure. Should the
Village decide to terminate Mr. Spencer's services, the Village
would provide six month's gross salary upon termination by the
Village Manager. A 15-day paid vacation has been given in lieu of
the Disability package.
