Ordin�nce. Village Manager Bradfard answered ther.e hat-e been
sample ardi.nances in this regar� from othPr muni.cipalii�.ies,
bi�t t;he Vi].lage held off from enacting one simultaneous with
the implemenfiati.on of the recycling program. Th� tiillage
�,ia.n.ted to bP s�are t.he.re wa.s a need for the ordinance k�efore
impleznenting it. It has noj� been br.ought t.o �Ir. B�°adf'or.d's
a.ttent.ion tha.t this has begun a.nd people are, in fa.ct,
begi.nni.ng to scaven.ge, picking up fihe �luminii�, for example,
a.r�d ta.isi_ng i.t to the Reynol.d_s trai.l_ei . The ordina.nce would
l�ave a two-fold effect: 1) it woizld help to eli.mina,te the
traversing throughoiat to scavenge these artic_les; �nd 2) it.

Bradford ascaer.ed that could be said, sinc�e there is
absolutely no backup power for the we_i.l. Cot�nci3member.
Col]_ings asked if this was t.he onlsr bidder on thP project.,
Mr. Bra.dford stated there were two bidders who actua.11.y

from him of $28,Q00. Villa.�e Wa.ter Department Head, Tom
Hal7., added that Nlarine En'ineeri.ng was the t.hi.rd vendor to
whom information was si.�bmitted and tha.t vendor's response was
that he could not meet the specificati_on� and ther•efo�°e d_id
not bid. �ouncilmember Burckast sa.id Mr. Iielso told him that
