'The Local Planning Agency (Village Council) of the Village of Tequesta, Florida, held a meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida., on Thursday, August. 31, 1989. The meeting was called to order at 5:35 P.iv1. by Village Manager Thomas G. Bradford. A roll call was taken. by the Recording Secretary. Councilmembers present were: William E. Burckart.; Ron T. '~1a.ckail; and Earl t.,. Collings. Village Officials present were: Thomas G. Bradford, Village Manager; Wendy K. Harrison, Administrative Assistant to the Village Manager; Department Heads and Bill C. Kascaveli.s, Finance Director. lI. REVIEW OF COMPREHENSIVE DEVELOPMENT PLAN ELEMENTS GOALS, OBJECTIVES AND POLICIES. A) SOLID WASTE Jack Horniman, Village Planning Consultant., stated Sect 1.1.4 was in i.t.iall,Y Ieft blank. The level of service bay on figures generated from Nichols Sanitation and Ville records: 1) Single Family Residences: 6.O1. lbs./capita./day 2) Multi-Famil.,y: 3.41. lbs./capita/day 3) Non.-residential: (i.e., commercial, restaurants, and other): 125 Ibs./acre/da.y. Councilmember Collings asked wh~T the per capita in single families wa.s so much larger than multiple-families. Mr.. Horniman explained there was general]_y a higher average household size in a single family than in a. multi-unit. Mr. Bradford mentioned there was also more green space in single family than multi-family, thereby genera.ti.ng more yard. trash. • Lvocal Planning Agency (Village Council) Workshop Meeting Minutes august 31, 1989 Page 2 ------------------------- Councilmember Mackail asked if the Village's proposed plan for recycling would. be involved with the Comprehensive Plan. Mr. Horniman pointed. out those items are addressed in Objective 1.4.0 and al.l the policies thereunder. Mr. Bradford asked if it would be more logical to initiate the type of toxic household waste collection mentioned in 1.4.1 vi.a the Solid Waste Authority. Mr. Horniman stated that would be handled under a pilot program through Nichols Sanitation, but would check to be certain. B) COASTAL MANAGEMENT Village Manager Bradford asked Mr. Horniman for an example of water-related. land use, other than a marina. Mr. Horniman stated that would be Coral Cove Park, JIB Club and Marina, open space easements in the Tequesta Country Club, the bridge over the north fork of the river because people fish off i. t., Znd the bridge going over to Jupiter Island. • Policy 1.1.2: In line 3, add "and enforcing" after "adopting." 1.3.3.: Strike last three sentences and replace with "and the Regional Planning Council." 1.3.4: After "Loxahatchee River Wild and Scenic River" add "Management Program." Council_member Collings asked if this plan had any economic impact on the Village. Mr. Horniman said. he thought not, but. would check. 1.4.2: After "construction that", add "adversely." 1.5.7.: Remove "not program" and replace with "reviec~. 1.5.2: After "basic density controls" add. "i.n the coastal zones." 2.2.3: Delete in its entirety and renumber accordingly. 3.1.1: Reword. to read: "The Village shall require the preservation or mitigation of existing mangroves in accordance with the Palm Beach County Mangrove Ordinance." i Local Planning Agency (Village Council) Workshop Meeting Agendy August 31, 1989 Page 3 ----------------------- 3.3.1: Reword to read: "The Village shall amend its landscape regulations to provide fo.r the prot.ectior- of all mangrove areas within one year from submittal of this Comprehensive Development. Plan." 3.5.1: After "restorati.on projects" add as appropriate". 1.1.1: Change "(25) foot" to "(20) foot.". 4.2.0: After "Comprehensive Development. Plan" add "except for dune walkovers and other beach access st.ructures." 5.1.0: Revise last two lines to read "expenditures that. subsidize development. permitted. in coastal high-hazard areas, except for restoration or enhancement of natural resources." 5.1..1: Revise to read "The Village shall establish a coastal high-hazard area, as defined in support documentation, and. prohibit, by amendment to its development regulations, any public expenditure for infrastructure, including, but. not • limited to, water a.nd sewer lines, roadways and drainage systems within this area, except for restor.ai.i.on or c-enhancement, of natural resources." 5.3.1: Needs to be expanded and quaii.fied. 5.4.0: Delete from last line "or flood. prone areas as defined in the ameY:ded Code of Ordinances." 5.4.1: Last two lines should read "areas designated coastal High-hazard areas." 6.1.0: Change first line to read "The Village and the general public shall establish Level of Service...". C) CONSERVATION 1.2.0: Amend third line to read "C'ounty Areawide Plans related to Urban Best....". 1.3.0: Amend line four to read "the preservation. of tl~ie...". 1.4.1: Amend first two lines to read "The Village shall require preservation of mangrove mitigation...". • Local Planning Agency (Village Council) Workshop Meeting Agenda August 31, 1989 Page 4 ----------------------- 1.6.1: Delete "as revisions to the appropriate Village land d.evel.opment regulations." 1.6.2: De]_ete in it.s entirety and renumber accordingly. 1.7.1.: Amend last line to read "dune line, excel walkovers." 2.1.2: Amend to read "The Village shall review all proposed developments within the coastal area for consistency with on- going planning efforts for the L,oxahatchee River Estuary and. the Indian River Aquatic Lagoon Preserve by cooperating with the Palm Beach County Department of Environmental. Resource Management and the Florida Department of Environmental Regulation." 2.4.0: Amend fourth line t.o read "development away from coastal...". . 2.4.1: Amend third line to read "development in the coastal... . 2.5.0: Fourth line, strike "flood hazard and". 2.5.2: Amend last line to read "systems in hurricane coastal high-hazard areas." 2.6.1: Delete i_n its entirety and renumber accordingly. III. ADJOURNMENT There being no other matters before the Council, the meeting caas adjourned at 7:25 P.M.
