The Tequesta Local Planning Agency - (Village Council) held a Workshop Meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Tuesday, March 14, 1989, to review the Housing, Utilities, and Conservation Elements of the Village Comprehensive Development Plan Draft. A meeting was called to order at 5:30 P.M. by Mayor Ron T. Mackail. Councilmembers present were: Joseph N. Capretta, Earl L. Collings, Edward C. Howell, Vice-Mayor; and Ron T. Mackail, Mayor. Village Officials present were: Thomas G. Bradford, Village Manager, Scott D. Ladd, Building Official; Gary Preston, Director of Public Works & Recreation; Thomas C. Hall, Water System Manager; and Bill C. Kascavelis, Finance Director/Village Clerk. Also in attendance was Jack • Horniman, Village Planning & Zoning Consultant. II. REVIEW OF THE HOUSING ELEMENTS OF THE COMPREHENSIVE DEVELOPMENT PLAN. The Village Manager indicated the Housing Element goals, objectives, and policies to be reviewed are contained on Page 412 and 413 of the Comprehensive Development Plan. Mr. Bradford further noted that the data presented in the Housing Element was comprised of 1980 Census data and does not realistically reflect the price of housing and rents currently in effect. Councilmember Collings also noted that statistical data of residential property sales and the availability and housing units within the Village was omitted from the report. Village Manager Bradford began the review by reading the Village Housing Goal Element 1.0.0 which read, to assure the availability of safe, sanitary, affordable and otherwise adequate housing to satisfy the needs of the residents of the Village. Councilmember Capretta read the requirements of 9J- 5.010 Housing Element which read, the purpose of this Element is to provide the items to local governments, to develop appropriate plans and policies, to demonstrate their commitment to improving and increasing the supply of housing • to meet local government projected housing needs. These plans and policies address government activities as well as provide direction and assistance to the efforts of the private sector. Local Planning Agency Workshop Meeting • March 14, 1989 Page 2 - -------------------------------------- Upon completion of a brief discussion of the Housing Element Goal and the requirements of 9J-5.010 of the Housing Element, the Housing Element Goal was recommended to read, to assure the availability of affordable housing adequate to meet the projected needs of the Village. Upon completion of further discussion concerning the Housing Elements Goal 1.0.0 was revised to read, to assure the availability of adequate housing to meet the current projected needs and potential future growth of the Village. Policy 1.2.2 was revised by replacing the word support with the word encourage. Objective 1.4.0 was revised by replacing the word assist with the word encourage. Objective 1.5.0 was revised to read accommodate group homes. II. UTILITY ELEMENT REVIEW OF THE COMPREHENSIVE DEVELOPMENT PLAN. • During the review and discussion of the text portion of the Utility Element, member Collings noted numerous data references requiring correction. The fourth paragraph located on page A-7 required a change to a referenced property. Data contained on page A-7 and A-8 concerning the ENCON Sanitary Sewer System was requested to be rewritten with the assistance of Rick Dent, Executive Director of ENCON. All land use maps were to be reproduced utilizing current data. The data concerning Solid Waste Authority projections contained on page B-11 was to be reviewed for accuracy, and referenced Storm Sewer Improvement Projects contained in page A10 and All of the report were to be coordinated with the Capital Improvement Element Cost Data regarding such improvements. Also, member Collings provided Village Manager Bradford with recommended changes to data concerning the Village Water Treatment System prepared with the assistance of Tom Hall, Water System Manager, such data is contained on pages D4 through D6 of the Report. During a review and discussion of the goals, objectives and policy statements of the utility element, recommended changes were made to the following elements: 1.0.0 change the language to enhance or encourage residents to connect to Public Sanitary Sewer Systems. Also, consider providing a statement addressing educating the public concerning • Village Council Workshop Meeting Minutes • March 14, 1989 Page 3 - -------------------------------------------- benefits of connecting to the Sanitary Sewer System, including notification to the public of the financial impact of future increased financial cost associated thereto. 1.2.0 include a statement identifying ENCON as the lead Agency for 208 and 201 Sanitary Sewer Programs. 1.3.1 rewrite the element addressing waste water systems Village Planning Consultant, Jack L. Horniman apprised Council that the level of service standards are not provided for in all of the utility system elements. He suggested that the Village check with its engineers and secure the necessary data to be included in the goals, objective and policies which must be reported in measurable levels of service standards. Village Manager Bradford said that he was aware of the plan deficiency; however, he does not feel that all such data could be compiled and included within the plan by the April 3, 1989 deadline. Member Collings indicated that the majority of the level of service standards could be achieved by revisions to the goals, objectives, and policy elements of the Plan. Upon completion of a discussion of the issue, it was the consensus of Council that the Village Comprehensive Development Plan would be reviewed for the purpose of correcting inaccurate data and grammar and punctuational deficiencies, and also, include revisions of the goals, objectives, and policy statements that were considered unacceptable to Council; however, the time constraints will not permit the level of service standards to be addressed until the plan is returned to the Village after the initial review by the Department of Community Affairs. Accordingly, efforts should be undertaken in the interim for the compilation of the level of service standards to be incorporated into the Comprehensive Development Plan upon completion of the initial review by the State. C~ III. REVIEW OF CONSERVATION ELEMENTS OF THE VILLAGE COUNCIL DEVELOPMENT PLAN. Jack Horniman, Village Planning Consultant apprised Council that the Conservation Element Data beginning on page 602 of the Plan is lacking, in that, the conservation area designations contained in the Element are not designated Village Council Workshop Meeting Minutes • March 14, 1989 Page 4 - ----------------------------------------------- on the Land Use maps. He suggested that the Land Use maps be revised to include the appropriate conservation area designations. He noted that the various conservation area designations determine the recreational use compatible with the conservation area designation. During a review and discussion of the Comprehensive Element goals, objectives and policies statements, the following revisions were recommended: 1.2.2 delete the Element 1.3.3 revise to encourage preservation of natural habitat 2.0.2 through 2.2.3 to be deleted 3.0.0 rewrite identify use limitations 3.3.1 rewrite relating to Department of Natural Resources restrictions regarding commercial dockage 3.5.3 rewrite adding notation without proper medication 3.6.0 delete 3.6.1 delete Jack Horniman, Village Planning Consultant also suggested that the Conservation Elements be reinstated within the Utility Elements of the Plan. He indicated he would work with the Village Manager to accommodate said revisions.
