I. The Tequesta Village Council held a regularly scheduled Village
Council Meeting at the Village Hall, 357 Tequesta Drive,
Tequesta, Florida, on Thursday, October 13, 1988. The meeting
was called to order at 5:30 P.M. by Vice-Mayor Edward C. Howell
and a roll was taken by the Village Clerk. Councilmembers
present were: William E. Burckart, Joseph N. Capretta, Earl L.
Collings and Vice-Mayor Edward C. Howell. Mayor Ron T. Mackail
was attending the Florida League of Cities Annual Conference in
Orlando, Florida and was excused from the meeting. Village
Officials present were: Thomas G. Bradford, Village Manager;
Wendy K. Harrison, Administrative Assistant to the Village
Manager; Scott Hawkins, Esq.,; Department Heads, and Bill C.
Kascavelis, Finance Director/Clerk.
II. Councilmember William E. Burckart gave the Invocation and led
those in attendance to the Pledge of Allegiance to the American
Flag.
III. APPROVAL OF AGENDA
A) At the request of the Village Manager, the Agenda was amended
to provide for a review of the Village Road-Cut Policy as
item A under Item X, ANY OTHER MATTERS.
IV. PUBLIC HEARING
A) Attorney Hawkins read by title the second reading of
Ordinance No. 375, "AN ORDINANCE OF THE VILLAGE OF TEQUESTA,
FLORIDA, PALM BEACH COUNTY, FLORIDA, AMENDING ZONING
ORDINANCE NO. 355, AS AMENDED, BY AMENDING SECTION 7,
SCHEDULE OF REGULATIONS, BY ADDING AN ADDITIONAL SPECIAL
EXCEPTION USE TO THE C-2, COMMUNITY COMMERCIAL DISTRICT;
PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION;
PROVIDING AN EFFECTIVE DATE."
The Village Manager reviewed the details of Ordinance No. 375
as amended providing for the addition of hotels to the C-2
Community Commercial District as a Special Exception Use.
Mr. Bradford further noted that Section D and E of the
Ordinance were amended requiring entry to accessory uses
within the hotel from entrances within the main building.

Upon completion of the review, the floor was open to
discussion from citizens. There being none, Councilmember
Earl L. Collings moved, seconded by Councilmember William E.
Burckart, "to adopt the Second Reading of Ordinance No. 375
as amended." The vote on the motion was:

V. APPROVAL OF MINUTES OF REPORTS
A) The Village Council Meeting Minutes of the meeting held
September 29, 1988 and the Village Manager's Report covering
• the period of September 26 through October 7, 1988 were
approved as submitted upon the motion of Councilmember
William E. Burckart, seconded by Councilmember Joseph N.
Capretta. The vote on the motion was:

the minutes and reports therefore were passed and adopted.
B) Village Councilmembers reviewed the Tequesta Planning
Commission minutes of the meeting held September 12, 1988.
Member Collings questioned the placements of signs referred
to in the Minutes at the U.S. Government Air Force Property
located adjacent to County Road 707 near the Intracoastal
Waterway. Village Manager Bradford indicated the signs
placed on the right of way referred to proposed "No Parking"
signs. Upon completion of the review, Councilmember Collings
moved, seconded by Councilmember Burckart, "to approve the
Tequesta Planning Commission meeting minutes of September 12,
1988 as presented." The vote on the motion was:

C) The Community Appearance Board Activity Report for the period
July 20 through September 28, 1988 was approved as submitted
upon a motion by Councilmember Burckart, seconded by
Councilmember Collings. The vote on the motion was:

the report was therefore adopted.

VI. COMMUNICATIONS FROM CITIZENS
A) Mr. Jeffrey Cascione, representative of the Tequesta Shoppes
Merchants Association on U.S. Highway One stated that the
shop owners were concerned about the zoning in progress with
regard to free standing signs within Shopping Centers.
During the discussion, various opinions surfaced with regards
to the square footage of the signs permitted. Councilmembers
Collings and Capretta thanked Mr. Cascione for his comments,
and indicated they welcome hearing from business
representatives of the area. Mr. Cascione was also reminded
of the Council Workshop scheduled for Thursday, September 20
at 9:00 A.M. to review the revisions proposed for the Village
Sign Ordinance, and suggested that he and any interested
merchants are welcome to attend the meeting.
VII. PROCLAMATIONS
A) Councilmember Capretta moved, seconded by Councilmeber
Burckart, "to approve the Proclamation proclaming October
1988 as Spinal Health Month." The vote on the motion was:

Burckart, "to proclaim the week of October 16 - 22, 1988 as
Business Women's Week." The vote on the motion was:

VIII. UNFINISHED BUSINESS
A) The Village Attorney read by title the second reading of
Ordinance No. 374, "AN ORDINANCE OF THE VILLAGE OF TEQUESTA,
FLORIDA, ANNEXING A CERTAIN PARCEL OF LAND TO THE TERRITORIAL
LIMITS OF THE VILLAGE OF TEQUESTA." A proposed annexation
parcel consisting of a 3.55 tract of land lying immediately
north of County Line Plaza Shopping Center on U.S. Highway
One, a hotel is planned for the site by Coachman Inns of
America, Inc. Upon completion of the review of the Ordinance
provisions, Councilmember Burckart moved, seconded by
Councilmember Collings, "to adopted the second reading of
Ordinance No. 374 as presented." The vote on the motion was:

IX. NEW BUSINESS
A) State Representative James Hill reviewed the details of the
proposed Palm Beach County Health Care Taxing District which
will appear as a referendum item on the November 8, 1988
General Election Ballot. A copy of the Proposed Health Care
District literature reviewed by Mr. Hill is attached to and
made a part of these minutes for informational purposes.

X. ANY OTHER MATTERS
A) Mr. & Mrs. Cary Dix, residents of 335 Country Club Drive,
appealed a decision of the Village requiring a jack and bore
procedure on Country Club Drive to facilitate a sanitary
sewer connection to the ENCON sewer main, instead of
permitting a road-cut.
The Village Manager reviewed the jack and bore considerations
and policies of various municipalities in the area, and he
indicated that the age of the road was usually the
determining factor for the procedure to be used. Mr.
Bradford noted that the bituminous roadways have a life
expectancy of approximately fifteen years. Road-cuts are
usually permitted on older roads, and the jack and bore
procedure is required for new roads. Mr. Bradford indicated
that he would review the Village policy concerning road-cuts
and provide his recommendations to Village Council for any
policy changes.
Upon completion of the review, it was the consensus of
Council that Mr. & Mrs. Dix' request should be approved and a
road-cut permitted since Country Club Drive was scheduled for
repaving within the next few years.
Mr. Rick Dent, Executive Director of ENCON emphasized the
importance of communications between governmental entities
concerning policy changes and expressed his desire for the
continued excellent working relationship with the Village.
There being no other matters before the Council, the meeting
was adjourned at 7:05 P.M.

Florida State Representative Jim Hill will be the speaker on
the Countywide Health Care Taxing District on Thursday,
October 13, 1988, 9:00 a.m. at your Village Council Meeting.
I have enclosed information regarding the Health Care Taxing
District including the Health Care District Fact Book and
the Proposed Health Care District booklets.
The Health Care Fact Book includes detailed information on
the Health Care Act, maps, questions and answers and news
clippings. It can perhaps be used as a reference tool for
your municipality.
The copies of the Proposed Health Care District booklet are
enclosed for your Council's agenda back-up kit. This will
give your Council members an opportunity to have prepared
questions for the health care speaker.

Introduction
We all take our health for
granted...and we all expect to have
quality health care when we need it.
Palm Beach County has an emer-
gency communications system and
award-winning fire/rescue units.
Palm Beach County has 15 hospitals
located throughout the County. Palm
Beach County has caring doctors.
Unfortunately, there are some ,, ,
things missing in Palm Beach County,
some things we may not think about
until it's too late.
What we don't have is a trauma
network with trauma teams ready 24
hours a day, seven days a week.
What we don't have are trauma
trained neurosurgeons and other
specialists on duty around-the-clock
able to take care of whatever happens,
whenever it happens, to you ...your
child, or someone else you love.
What we need is a comprehensive
health care system to make sure that
we do have a trauma network, to
ensure the availability of our- hospi-
tals' emergency rooms, and to assure
adequate Bare for our elderly and
needy-managed in the most cost-
efficient way
Fact can be more frightening than
fiction. In Palm Beach County today,
accident victims may spend hours
riding around in an ambulance trying
to find a hospital that's staffed to take
care of them. Sometimes that hospital
is only found in Miami, Ft. Lauder-
dale or Tampa-miles and crucial
hours away.
We just have to read the papers or
look around us to see why Palm
Beach County needs one Countywide
Health Care District.
Babies are born prematurely or
with medical problems, because their
mothers haven't seen a doctor or
nurse during their pregnancy.
Someone's grandmother is sitting
in a wheel chair, needing a helping
hand to take a bath.
A father of four youngsters is laid
off, can't make the medical insurance
payment and his wife gets into a
serious accident.
These things do happen, some-
times in our own backyard.
Is there something we can do
about this? Yes! We can act. to ensure
that Palm Beach County has a quality
health care system. tNe can vote
"Yes" for a Countywide Health Care

Health Care
Who is Medically Needy.?
The medically needy could be anyone
even you. More than half of the medically
needy are children. About one-fifth of them
are elderly who have exhausted their life-
long savings. The rest are working people
who, because of family needs, cannot afford
medical costs. They are single mothers with
pre-school children and no income. They
are hardworking good citizens who have
been struck by a catastrophe-,an illness in
the family that has destroyed them
financially...something that could easily'' '
happen to any of us.
If you've reached the limits of your
insurance coverage and exhausted your
personal resources, you've chosen the
wrong state in which to live. Only two
states rank below Florida in taking care of
the medically needy-0klahoma and Arkan-
sas.

Most senior residents have worked all
their lives and saved to retire in South
Florida. Between Social Security, retirement
benefits and their savings, they thought they
had it riade. They didn't count on inflation
and a deflated dollar.
Many grandparents are finding it diffi-
cult to make ends meet. They see their
money shrinking just as their medical needs
are expanding.
One-third of the County's population is
in the 60 or over age group. Of our more
than 250,000 senior citizens, there are about
20,000 who have incomes below the national
poverty level.
It only takes about six months of hospital
or nursing home care to wipe out the aver-
