MEMORANDUM:

TO: Thomas G. Bradford, Village Manager
FROM: Thomas C. Hall, Water System Manager
SUBJECT: Bid Award Well 8R.
DATE: June 16, 1988
Based on the latest information received from Gee & Jensen
Engineers relative to the above, I would like to recommend
Council approval for the Bid Award to Hoff Electric in the
amount of $91,680.00. This is a substantial savings over the
original bid amount with savings to be realized by the Village
by purchasing items directly.
I recommend we move forward with this project so this badly
needed well may be placed into service providing some relief on
our strained system.

Re : Equipping of Well 8R
Dear Tom:
Over the past several weeks we have been negotiating on behalf of
the Village with Hoff Electric, the apparent low bidder on the
above referenced project. If you will recall, this project came
in over the Village's budgeted amount of $80 ,000. Note that the
budget amount was based upon an Engineer ' s estimate which was
established in September 1987. Hoff Electric's bid was $140 ,384.
Items which led to increased costs were:
* Change to variable speed control
* Steel to fiberglass suction pipe
* Magnetic meter in place of a Rockwell Turbine Meter
- * Concrete meter/valve vault
* Abandonment of Well 8 and monitoring well
* Underground electrical vs. overhead
In order to save the Village money, our first recommendation is
to delete the emergency generator and have the Village purchase
this on their own, at a cost of $30 ,000, a savings of $7,490 over
the contractor ' s bid price. Our next approach was to negotiate.
item by item, with Hoff Electric. It is here that we were able
to reduce the cost by 11% or $11,214, bringing the bid price down
to $91,680 (excluding the emergency generator) .
It is therefore our recommendation, based upon the availability of
additional funds, that Hoff Electric be awarded this project in
the amount of $91 ,680. The emergency generator, at $30,000,
could be purchased from funds originally set aside for the
purchase of the lot at well 23.
