VILLAGE COUNCIL WORKSHOP MEETING
• AUGUST 21, 1986
The Village Council held a Workshop Meeting on Thursday,
August 21, 1986 at 7:00 p.m., in the Village Hall, 357 Tequesta
Drive, Tec{uesta, Florida.
Tre Workshop Meeting was called to order at 7:0-0 p.m. by Vice-Mayor
Edward C. Howell. Councilmembers present were: Edward C. Howell,
Vice-Mayor, Jill K. Gemino, Ron Mackail and Edwin J. Nelson.
Other Village Officials present were: Thomas G. Bradford, Village
Manager, John C. Randolph, Village Attorney, Gene Caputo, Village
Planning Consultant, Scott D. Ladd, Building Official, H. D.
Mantz, Member of the Long Range Planning Commission and Bill C.
Kascavelis, Finance Director/Village Clerk.
Vice-Mayor Howell stated the purpose of the meeting was
to review the C-2 General Commercial Zoning District of the
Village as defined and regulated by the Village Zoning Ordinance.
Village Attorney Randolph suggested that the purpose of
the meeting should be to define the types of businesses the
Village is attempting to prohibit from the various areas contained
in the present C-2 Zoning District.
Matters relating to Code Enforcement are administrative
matters that can be handled by the Village Manager in conjunction
with the Village Building Official and are not items to be dis-
cussed at tonight's meeting.
Mr. Randolph also suggested that Council should attempt
to indicate a specific direction denoting the permitted uses of
the various areas designated within the current C-2 Zoning Dis-
trict. This will enable the administration to formulate the
proposals necessary to amend the C-2 Zoning District, in accord-
ance with the desires of Council.
Mr. Bradford reviewed a proposal providing for the re-
classification of a portion of the current C-2 Zoning District
into a C-3 Zoning District for High Intensity Type Businesses
and restricting the current C-2 General Commercial District
to nine (9) types of business uses compared to the current
authorization of seventeen (17) permitted uses.
The Village Manager also noted the necessity of further
defining the term office space which would rec{uire two thirds
(2/3) of a building to be used for office purposes and not more
than one third (1/3) of a building to be used for storage purposes.

Permits applied for in contravention of the two thirds
(2/3) Office Space - one third (1/3) Storage Space Criteria
would not be issued by the Building Official during such time
as Zoning in progress has been declared.
Council concurred with the general direction of the
recommendations presented and thanked Dlr. Bradford and the
other staff members for their contributions to the proposals.
Council also expressed a desire to further delineate the
proposed uses of the C-2 district by designating a third use for
Office and Professional Buildings only, for the northern portion
of the C-2 district, northward of the southern property line of
St. Jude's Church.
The Village Council further indicated that it was their
intent that the Building Official should not issue any permits
in contravention of those tentative permitted uses discussed,
as being allowed within the new designated commercial districts,
discussed this evening.
The Village Manager capsulized the discussion and intent of
the Village Council to provide the necessary direction for the
Building Official to follow while the Zoning Study is in progress.
1) C-3 Zoning District - This area entailed portions of Cypress
Drive,:'O1' Dzxie'Highway and Bridge Road.
A) Permitted Uses - The current uses contained in Village
Zoning Or finance designated C-2 District.
2) C-2 Zoning District - This area is described as the area
lying south of the southerly property line of St. Jude's
Church.
A) Permitted Uses:
1) Retail Stores and Shops
2) Business Services
3) Professional Services
4) Personal Services
5) Theaters - (Special Exception)
6) Churches - (Special Exception)
7) Private Clubs - (Special Exception)
8) Restaurants
9) Dry Cleaning ~ Laundry Establishments (excluding dyeing)
3) C-4 Zoning District
• This area is described as the area lying north of the
• southerly property line of St. Jude's Church.
A) Permitted Uses - Restricted to office and Professional
Buildings only.

The Village Manager was requested to include this item
on the August 26, 1.986 Council Meeting Agenda.
The Village Administration was directed to proceed with
the study and refer any matters related to the study back to
Council for review and direction as may be required.
There being no further business to be discussed on this
matter, the meeting was adjourned at 8:40 p.m.
A copy of the business survey of the current C-2 Zoning
District is attached for information purposes.
