OF THE VILLAGE OF TEQUESTA, FLORIDA
NOVEMBER 27, 1984
A meeting was held by the Village Council of the Village of Tequesta,
Florida at 7:30 P.M., Tuesday, November 27, 1984 in the Village Hall, 357
Tequesta Drive, Tequesta, Florida.
Councilmembers present were: Brown, Murphy, Stoddard and Wagar. Mapes
had advised he would not be present. Also present were: Robert Harp, Village
Manager, Cyrese Colbert, Village Clerk and John C. Randolph, Village Attorney.
The Opening Prayer and Pledge of Allegiance to the Flag was given by
Mayor Stoddard.
The following changes were made to the Agenda.

Mayor Stoddard made the following announcements:
1. Palm Beach County Legislative Delegation will meet at the
Palm Beach Junior College North Campus on December 17, 1984
• at 2:00 P,M,
la. The first item on the Agenda was Unaccounted For Water. Mr. Bill Reese,
Gee $ Jenson, was present to give Council an up-to-date review. Mr. Reese told
Council they have two (2) options. One option is to contact the Professional
Services Group to have them try and locate the missing water. The other option
is to pursue intensively the in-house investigation of the problem. Mr. Reese
said there were two (2) ways to do it in-house.
1. Hire an additional operator; and
2. The Village could pursue this with the staff it has on hand.
Mr. Reese told Council that Jim Worth has come up with some good suggestions
the present staff could look into this, but most of this is time consuming.
Mr. Worth, Water Department Superintendent told Council that if the
water lost is due to a leak sooner or later it will come to the surface, but it
hasn't yet. If it is theft of water those people are not going to steal water
if they know there is a company doing a water loss search.
Mr. Reese also pointed out that the water system will be shut down the
months of December, January, February and part of March. If the leak is in the
plant, we will be able to tell.
Mr. Reese told Council that Gee ~ Jenson, the Village Manager and Mr.
Worth has looked at the in-house audit suggestion but they all feel that an outside

for their approval. These signs were not part of the original Site Plan
Review. The modification is for two (2) Wall Signs and two (2) Free
Standing Signs for Tequesta Cove, 200 Waterway Road. Murphy moved, "that
the Site Plan Review be approved". Brown seconded and vote on the motion was:

Wagar - for
and therefore the motion was passed and adopted.
le. Mr. Sam Townsend, Director of Waterway Road Homeowners Association,
was present petitioning the Village Council, on behalf of his association, to
stop work on the Pantry Pride Plaza ingress and egress and to close off the
roads until a solution is found that would satisfy his association. Mr.
Townsend asked the Village Attorney to suggest a resolution to stop work
until they could work something out.
The Village Attorney told Council there were several alternatives that
• he is ready to give when Council is ready.
Stoddard asked if either one or both of the entrances have been considered
for closing. The Village Attorney told Council that he checked with representatives
of Melehan Development, the Village Manager, the Village Building Official and
Melehan's Attorney and the entrances cannot be closed.
Susan Koster, Waterway Village resident, reminded Council that the
entrance at Community Federal Savings and Loan is now being moved east,
further down into their residential development. Their concern is that a
residential area is getting used as a commercial traffic area.
Mr. Tom Sawyer, Melehan Development representative told Council the
Site Plan Review for Pantry Pride Plaza was approved by Council. They have
met with the people of Waterway Road and had agreed with a one-way exit out of
Pantry Pride. Mr. Sawyer told Council maybe there could be another Workshop
Meeting.
Council set a Workshop Meeting for December 4, 1984 at 7:00 P.M., with
representatives of Waterway Village Association, Village of Tequesta,
Melehan Development and Community Federal Savings and Loan.
Mr. Stan Holland, Tequesta Gardens, complained to Council about the
housing development in back of Tequesta Gardens causing bad drainage problems
for Tequesta Gardens. Council instructed the Building Official to get with

the County and see what can be done.
The Village Attorney recommended to Council that the Village publish
a 1/4 page ad and hold two (2) Public Hearings on the proposed Ordinance
amending the Official Zoning Ordinance No. 319 of the Village. Council agreed
to go on the recommendation of the Village Attorney.
Council discussed having one member of Council meet with the repre-
sentatives of the Town of Jupiter on their recent request to purchase the
Jupiter area on the Village's system just north of the Loxahatchee River.
Stoddard told Council that the State's Attorney informed him the
State has funds that they can put into use for retired judges to become
traveling judges in this area. The Village Attorney agreed to check with
Senator Johnston on this matter.
The Village Manager's Report for November 11, 1984 through November
24, 1984 was received.
The meeting was adjourned at 10:12 P.M.
