MINUTES OF THE VILLAGE COUNCIL MEETING
OF THE VILLAGE OF TEQUESTA, FLORIDA
MAY 14, 1985
A meeting was held by the Village Council of the Village of
Tequesta, Florida at 7:30 P.M,, Tuesday, May 14, 1985 in the Village
Hall, 357 Tequesta Drive, Tequesta, Florida.
Councilmembers present were: Gemino, Howell, Mapes, Murphy,
and Stoddard.
Also present were: Robert Harp, Village Manager, Cyrese Colbert,
Village Clerk and John C. Randolph, Village Attorney.
The opening Prayer and Pledge of Allegiance to the Flag was given
by Councilmember Mapes.
Changes made and approved to the Agenda were:
add tbs. Enclosure for Well 7R.

Mayor Stoddard made the following announcements.
1. Poppy Day Proclamation - Friday, May 24, 1985 to Saturday,
May 25, 1985,
2. ALS License Renewal - Up for Approval on May 28, 1985 before
Palm Beach County Commissioners.

Mr. Bob Sattley, resident, requested Council look into the possi-
bility of having a turn signal installed at the traffic light at Old
Dixie and Tequesta Drive because of the tie-up in the traffic turning north
to go to the Post Office. The Village Manager told Council that he had
called Palm Beach County before the Post Office was even built and was told
that if a turn signal was to be installed, the Village might have to rebuild
the whole area in there, in<:luding widening of the railroad crossing.
The next item on the agenda was the Review of Comprehensive Annual
Financial Report for Fiscal Year ended September 30, 1984. The Finance
Director reviewed with Council the Report.
The next item on the agenda was the Consideration of Lifting of
Voluntary Water Use Restrictions. The Village Manager read to Council a
Memorandum from Jim Worth the Water Department Superintendent to the
Village Manager. The Memorandum advised that because of the heavy draw
down on the water system and the lack of rain that to lift the Voluntary
Water Use Restriction now would not be a very good idea.
Bill Reese, P. E,, Gee $ Jenson, felt the same way. The Village
has not been released by SFWMD for the additional monitoring that they
have requested.

It was noted that WF 5 is down lower than when we went on mandatory
water use restriction. Mapes told Council he didn't feel we should go off
of voluntary water use restrictions until Well 23 comes on line.
Gary Preston, Recreation Director told Council that if we attempted
to sod the park now we would be in trouble because we could not water it
everyday to keep it alive.
Council agreed that the sod does not go into the Park until the
voluntary water use restriction is off.
Mr. Preston also told Council that the contractor will resurface
the walkways in the Village Green Park on Wednesday, May 15, 1985 at 9:00
in the morning.
The next item on the agenda was the discussion of the Enclosure
for Well 7R. The Village Manager told Council that at 4:30 P.M,, today,
Bill Reese, P.E. Gee ~ Jenson called and said that R. J. Sullivan had
submitted a cost of $22,400 for the Enclosure for Well 7R, Mr. Reese
recommended that the offer not be accepted.
. The Village Attorney advised that if this is an emergency then the
Village can talk to other people and negotiate a price with them.
Mapes moved, "that we try to get some bids within the $12,000 range
and if we do that, the Village Manager call a Special Council Meeting for
Council to approve the bid". Gemino seconded and vote on the motion was:

and therefore the motion was passed and adopted.
The next item on the agenda was the Discussion of Additional Signage
for Village Hall. Stoddard showed Council pictures of the brown lettering
that is being considered for the signage for the Village Hall. Mapes
told Council he feels the existing sign out front should be raised.
It was the consensus of Council that a professional appointed by
the Village Manager, should study the proposed signage and that it should
go before the Community Appearance Board.
The Village Attorney read by title an Ordinance entitled:
"AN ORDINANCE OF THE VILLAGE OF TEQUESTA, FLORIDA,
ANNEXING THE REAL PROPERTY DESCRIBED HEREIN AND
KNOWN AS CORAL COVE PARK TO THE TERRITORIAL LIMITS
OF THE VILLAGE OF TEQUESTA."

Murphy moved, "for approval of the Ordinance on second reading".
Howell seconded and vote on the motion was:

and therefore Ordinance No. 333 was passed and adopted.
Mayor Stoddard told Council that he found out that the new County
Ordinance on train whistles only benefits Tequesta and that sounds good.
The Village Attorney told Council he will check that out.
The Village Attorney spoke briefly on the court case pertaining
to time and one-half being paid to certain employees instead of comp time.

Special Council Dlinutes,the April 23,1985 Public Hearing Minutes and the Village
Manager's Report for April 21, 1985 to May 11, 1985 were all received.
Gemino moved, "to direct the Village Manager and the Mayor to address
Palm Beach County Commissioners that Tequesta strongly supports the renewal
of North County's ALS License". Murphy seconded and vote on the motion
was:

Stoddard - for
and therefore the motion was passed and adopted.
The meeting was adjourned at 9:07 P.M.
