HomeMy WebLinkAboutMinutes_Workshop_06/02/1985 MINUTES OF THE WORKSHOP MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA JULY 2, 1985 The Village Council of the Village of Tequesta, Florida held a Workshop Meeting at 7:00 P.M., Tuesday, July 2, 1985 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were: Stoddard, Gemino, Howell. Murphy arrived at 7:25 P.M. Councilmember Mapes had advised he would not be in attendance. Also present were: Robert Harp, Village Manager and John C. Randolph, Village Attorney. Others in attendance were: Paul Coben, Mary Corr, John Brandeburg, Alfred DeMott, Eloda Tangney. Stoddard asked if there were any questions or comments on the Minutes of the June 20, 1985 and there were none. Stoddard then made some opening remarks pertaining to the proposed Planning for Beautification. Howell reviewed his July 2, 1985 Memorandum pertaining to the need for a Creative Body to upgrade and enhance appearance of Tequesta. He cited the need to have a body interested in planning of the Village as it grows; the need for concerned citizens to make the Village a nice place to live. He said Tequesta is a nice area compared to surrounding areas. It is Council's responsibility to see to quality of Tequesta and all should be concerned. He said there is plenty of talent in Tequesta to work with such a program and Village should call on this talent. There is a need to have specifications for Signage Ordinance, Tree Ordinance, etc. Howell then read Item No. 6 of hip Memorandum. Stoddard noted that Eloda Tangney, Greg Dembski and Grace Pollock had indicated a positive interest in this project. Stoddard said a new body is needed; not the Community Appearance Board, which can look at new projects and be an action group. Such new group should not impose or infringe on the Community Appearance Board. The new group and Community Appearance Board could work together and be integrated. e Gemino said she has definite problems with the present Community Appearance Board and the members are not the local talent Tequesta needs. They should have artistic talen ~1ov e Tequesta and give Council input. The Village Attorney said he needs to know the direction the Village Council wishes to take in this regard in order to advise what action might be necessary. Is another body to be formed to supplement the Community Appearance Board. What does the Council want the Community Appearance Board to be, per- haps advisory only with Council having the final say. Gemino agreed with this. Howell said he believed there should be another body to review matters. The Village Attorney said that the duties of the Community Appearance Board are clearly spelled out in the Village Code and that perhaps an Ad Hoc Committee could be appointed to study various ideas and come back to the Council with Minutes of the Workshop Meeting Village Council July 2, 1985 Page 2 - -------------------------------------- recommendations. The Council could advise the Committee of the things in the Ordinances it wants reviewed. Howell suggest need for Comprehensive Plans for signs, beautification and work-up of a basic plan. The Village Attorney said he believed Gemino wanted to know what can be done about the. Community Appearance Board where these matters are being considered. He advised there was no discretion in the Ordinances. He also advised that colors would be a hard matter to deal with. Gemino said the present Community Appearance Board was not competent. Brandeburg said the Community Appearance Board has more opportunity to impact the Village than the Village Council and the impact is on quality. He said there should be provisions for two groups, one for planning and a theme and one for regulation. The entire Village area should be encouraged in a positive way. The Village Attorney said the Community Appearance Board's duties, sepcifications, etc are all encompassing in the Village Code. Brande- burg said there should be more specific standards developed for the Community Appearance Board by the Ad Hoc Committee. He said perhaps the Community Appearance Board might be enhanced but not be a dual role. Howell said the Community Appearance Board is a passive body and an active body is needed. Stoddard said from his past experience as a member of the Community Appearance Board, he would say it is a reactive body. Corr said a body is needed to in- terpret the content of the Code and would prefer the Village Council be such body. She said the Community Appearance Board is now only a yes or no body. Howell wondered if persons could serve on both bodies and it was generally agreed that this should not be. The Village Attorney said he could draft an Ordinance providing for an architectural commission to make recommendations. This could be accomplished by a stronger Community Appearance Board or architectural commission and they could look out for the long range protection of the Village. Howell said there are two factors involved: Compliance and Planning. The Village Attorney said perhaps a long range planning body is needed.. Murphy wanted to know who appoints the Community Appearance Board and was advised the Village Council did. The Village Attorney advised the. ordinances now give Council an opportunity to look at plans under Site Plan Review. Murphy said we don't have a committee to advise Council what the Village will look like in the 21st Century and need such group. Murphy read a statement on a Tequesta Architectural Committee indicating the deed for the Village to have such a committee. Stoddard and Gemino agreed. Stoddard said he favors a group with its own guidelines and duties, a planning group. Community leadership is needed and the Community Appearance Board should remain. Howell said the key word is leadership. The help of businessess will have to be enlisted. Any legal problems would have to be resolved. The Village Attorney said this would be amortization of signs and Howell said the Village definitely has to have something like this. The Vilia.ge Attorney said the work of the Community Appearance Board and the new Committee would have to be identified. Howell asked Stoddard if he thought the Community Appearance Board fulfills a function and Stoddard said yes, but not the proposed function. He also said new community leaders would be good for the Village. Gemino said a Local Talent Committee is needed because now if a project gets by the Community Appearance Board there is a problem. The Village Attorney said the Council could look more closely at the make up of the Community Appearance Board and change it or appoint new members. He also stated that signs usually are not controlled by any body other than Administration. Howell spoke of enlarging the membership of the Community Appearance Board and setting up a new Board. He also referred to how the Tequesta Country Club Community provided for uniformity in "For Sale" signs for the area. Gemino spoke of the problem with the Nozzle Nolen, Inc, sign. The Village Attorney said the proposed Committee could advise on amendments to the various Village Codes. Murphy said. the appoint- ment of the proposed Committee will affect a lot of people in one way or another. Howell said talent is needed to get things moving. Stoddard said a function for the new group would be to provide amendments for the Sign Regulations. Spoke of the Step Saver matter. He said he would like to see the Village Council draw on the talents of the people. Gemino suggested that Committee could start its activity with the Village Hall. Stoddard reviewed proposed work of merchants in Gallery Square North. De Mott asked about landscaping for Rinker Property. The Village Attorney said a long range planning committee could be an Ad Hoc Committee which the Village Council could appoint without an ordinance and the Village Council could draw up the guidelines and work program for such a Committee. Stoddard said he concurred with the Village Attorney and that such Committee could advise the Council and Community Appearance Board and believed such a Committee would have the support of the whole community. Murphy said there is a need for such a Committee to look at the Village for the future. Brandeburg said getting things done with a spirit of enthusiasm and cooperation is better than by legal clout, regulations, etc. He said the dame for the group should carry prestige and they should work closely with the Council and Administration so that all are a part of the project. Negotiations will be necessary to get people to support plans, etc. The Community Appearance Board is individual transaction originated whereas the Committee would consider many items at one time. The Committee would be a project planning group. They could help to promote "Shop locally". The name for the Committee should give it status to the community. There must be committee and staff cooperation and the Committee will need staff support. The Village Attorney said staff could meet with the Committee on occasion. Brandeburg said staff's part in the program snould be addressed. Howell said he is concerned where we are going. Stoddard said there is a good employee spirit. Minutes of the Workshop Meeting Village Council July 2, 1985 Page 4 - ------------------------------------- De Mott asked who would write up the details on the purpose and activity of the proposed Committee and the Village Attorney said he can draft something for the Council's consideration. Brandeburg spoke of overall planning for a section of the Village at a time and Murphy said long range planning is also needed. Stoddard handed out a list of proposed names for the Committee for everyone to consider. Howell asked about what to do with the Community Appearance Board and Murphy said it should be left the way it is and Stoddard agreed and said the Council should get good people on it.
