OF THE
VILLAGE OF TEQUESTA,FLORIDA
JULY 23, 1985
A meeting was held by the Village Council of the Village of Tequesta,
Florida at 7:30 P.M., Tuesday, July 23, 1985 in the Village Hall, 357 Tequesta
Drive, Tequesta, Florida.
Councilmembers present were: Gemino, Mapes, Murphy and Stoddard. Howell
was on vacation.
Also present were: Robert Harp, Village Manager, Cyrese Colbert,
Village Clerk and John C. Randolph, Village Attorney.
The Opening Prayer and Pledge of Allegiance to the Flag was given by
Vice-Mayor Murphy.
Mayor Stoddard announced that Perry Cable has installed a new telephone
system to better serve the people trying to call in when they have a problem.
Mayor Stoddard also announced there would be a Ft. Jupiter I~teeting,
July 24, 1985 at 8:00 P.M., concerning the increase cost for fire/rescue service.
Dr. Nicole Duplaix, South Florida Water Management District was present
• to respond to an article that was in the paper. Dr. Duplaix said she wanted to
clarify the statement and to let Council know she did not mean to imply that
Tequesta was not cooperating in trying to conserve water.
Mr. Dick Feeney, S.F.W.M.D, told Council that he was always available
to help Tequesta with communication with the District.
2a. The next item on the agenda was the petitions of annexations from Ken
Davis, Jack and Carla Iammatteo. Mr. Davis was present and told Council he
prefers the proposal for Plat No. 1 for Chapel Court III. This is the proposed
plat for thirty (30) lots with the northwest portion of the area being excluded
from the plat.
The Village Attorney told Council he has talked with Palm Beach
County about the possibility of creating an enclave, but no one seems to know
the answer. The Village Attorney's recommendation was to go ahead with Plat
No. 1 if that is what Council agrees to and advertise for four (4) consecutive
weeks to see if there is any input from anyone.
It was the consensus of Council to accept Plat No. 1.
Mapes moved, "to accept the petition for annexation of Plat P1o. 1
for Chapel Court from Kenneth Davis, Jack and Carla Iammatteo." Murphy
seconded and vote on the motion was:

and therefore the motion was passed and adopted.
The Village Attorney read by title an Ordinance entitled, "AN
ORDINANCE OF THE VILLAGE OF TEQUESTA, FLORIDA ANNEXING CERTAIN PARCELS OF
LAND TO THE TERRITORIAL LIMITS OF THE VILLAGE OF TEQUESTA."
Mapes moved, "to approve first reading of this Ordinance (containing
30 lots)". Murphy seconded and vote on the motion was:.

and therefore the motion was passed and adopted,
Village Attorney told Council a modification has been put in the Chapel
Courts Homeowners Association covenants, that the sprinkler system and sodded
areas for the reteiLtion pond has to be maintained by the association, Pdaintenance
of the retention area means for the sodded area to have a sprinkler system and
that the sprinkler system be working so that the area will be kept green and
mowed.
The next item on the agenda was the approval of tentative millage rate
and setting of date for first budget Public Hearing.
Mapes moved, "that the miscellaneous expenditure under Executive,
Village I~anager, $52. be increased by $2,500.00 to be expended for a "Farewell"
Party, July 6, 1986 for Bob Harp, held here in the Village Hall. I further
move that Cyrese Colbert is appointed Chairman of the Committee of her choice
to organize and manage the party and in order to keep the millage rate at
$4.1038. I move that the "$2,500 increased expenditure reduce the $72,500
carried forward balance by $2,500 from $72,500 to $70,000." Murphy seconded
and vote on the motion was:

Murphy moved, "for the adoption of the tentative millage rate of
$5.1038 for 1985/1986." Gemino seconded and vote on the motion was:

Mapes moved, "the first Public Hearing be held Thursday, September
12, 1985 at 7:00 P.M. in the Village Ha11 and that the Final Public Hearing
be held Tuesday, September 24, 1985 at 7:00 P.M.," Murphy seconded and vote
on the motion was:

Gemino moved, "to Lift the voluntary Water Use Restrictions effective
immediately." Murphy seconded and vote on the motion was:

The Special Council Meeting Minutes for July 19, 1985 and the Village
Manager's Report for July 7, 1985 to July 20, 1985 were received.
Councilmember Mapes told Council he is leaving to go on vacation,
previously approved by Council, and will be at the September 24, 1985 Council
Meeting.
Councilmember Gemino asked Council if they would approve of contacting
those persons who have turned in resumes for the Long Range Planning Commission
and asking them if they would Iike to serve on the Community Appearance Board.
Council discussed briefly the possibilities of the Long Range Planning
Commission which would strictly be an ad hoc Committee.
• The Village Attorney told Council he will bring back to the next
Council Meeting the job description and duties of the Commission.

Stoddard told Council that Raymond Pierson wrote him a letter and told
Stoddard that he wanted to cooperate with Council and was willing to work
with Council toward their goals.
Gemino asked the Village Manager what was happening with Tom Vani,
Step Saver. The Village Manager told Council he will have something on the
5th of August, 1985.
Stoddard brought Council upon the great work being done on the Hurricane
Watch Preparedness Program.
Stoddard also told Council that the Village of Tequesta Police Department
now has four (4) members who are certified divers.
Stoddard also told Council of the possibilities being explored for a
Child Protection Program where there will be audio and video recordings made
of children and once this is done, the tapes will be kept in a safe in the
Police Department.
The meeting was adjourned at 8:21 P.M.
