OF THE VILLAGE OF TEQUESTA, FLORIDA
SEPTEMBER 10, 1985
A meeting was held by ti:e Village Council of the Village of Tequesta,
Florida at 7:30 P.M., Tuesday, September 10, 1985 in the Village Hall, 357
Tequesta Drive, Tequesta, Florida.
Councilmembers present were: Gemino, Howell, Murphy, I.lapes and
Stoddard.
Also present were: Cyrese Colbert, Acting Village Manager and John C.
Randolph, Village Attorney. The Village Manager was on approved vacation.
The Opening Prayer and Pledge of Allegiance was given by Councilmember
Howell.
Items added to the agenda were:
add: 2b. Appointment to Long Range Planning Commission (Stoddard)
Mayor Stoddard made the following announcements:
• 1. Councilmember Edward Howell has been named Vice-President for
First National Bank in Palm Beach.
2. Thursday, September 12, 1985, 1985/1986 Budget Public Hearing
at 7:00 P.M.
3. Child Watch Protection Program signed up and filmed 254 children.
4. The Police Department has a new woman police officer named
Karen Woodard.
5. Community Appearance Board Meeting, Wednesday, September 11, 1985
at 9:00 A.M.
la. The first item on the agenda was the Consideration of Final Plat
approval for Chapel Court III. After a brief discussion on this subject,
Murphy moved, "approval of Final Plat for Chapel Court III subject to the
following:
1. Approval by Gee ~ Jenson of Water Lines
2. Approval by Gee $ Jenson for retention pond
3. Agreement with the Village Manager on monies due for Park fund, and
4. Condition upon approval of Palm Beach County for Annexation into
Tequesta."
Mapes seconded and vote on the motion was:

and therefore the motion was passed and adopted.
Mr. Stacey Thomas, Assistant Principal for Community Education,
Jupiter Community Senior High School was present and reviewed wi*,hCouncil
the Jupiter Community Education Status Report for Fall 1984 - Summer 1985.
Mr. Thomas pointed out that the Family Counseling hours has increased
and it served 70 people per day. They have also had good response on the Big
Brother/Big Sister_Program.
Murphy moved, "to authorize the Village Manager and Mayor to execute
agreement on behalf of the Village, between the Village of Tequesta and the
School Board of Palm Beach County to cooperatively operate a Community School
Program at Jupiter Community High School, subject to a $2,100 contribution
being approved in the budget." Mapes seconded and vote on the motion was:

and therefore. the motion was passed and adopted.
2a. The next item on the agenda was the Discussion of docks at Gocke
Property, 3 Yacht Club Place and Lahey Property, 15 River Drive.
In a memorandum dated August 29, 1985, addressed to Village Council,
the Building Official, Scott Ladd outlined the facts pertaining to these two
properties.
Mrs. Gocke, 3 Yacht Club Place, spoke in protest of a Building Permit
being issued to 15 River Drive for installation of a pair of boat davits.
The Village's Building Official told Council he has explained to
Mrs. Gocke that the Building Permit issued to 15 River Drive was, in his
opinior.wasallowed for by Village Code.
In a summary issued in the memorandum, the Building Official pointed
out that both properties have existing non-conforming docks that were built
without building permit, that were required. Both docks are currently non-
conforming as to the specific requirements of the Uniform Waterway Control Section
of the Zoning Code.

Both the Village Manager and Building Official agreed that neither
property is in violation of current ordinances and codes of the Village of
Tequesta.
Council agreed that no action was necessary by Council.
2b. The next item on the agenda was the Appointment to Long Range Planning
Commission. Stoddard told Council that he would like resume forms for the
L.R.P.C. sent to Don Mantz and John Giba. Both people have showed interest in
serving on the L.R.P.C.
Stoddard told Council that he would like to see the following people
appointed to the L.R.P,C. John Mantz, Mary Snow Corr, Gregory Dembski,
Dr. Stanley Jacobs, Alfred DeMott, Eloda Tangney and John Giba.
It was the consensus of Council that a Workshop Meeting, with potential
candidates for the L.R.P.C.,be held with Council first and then Council appoint
the members after this Workshop Meeting.
The Meeting was adjourned at 8:47 P.M.
