MINUTES OF THE WORKSHOP MEETING
OF THE VILLAGE COUNCIL
OF THE
VILLAGE OF TEQUESTA, FLORIDA
SEPTEA9BER 19, 1985
The Village Council of the Village of Tequesta, Florida held a
Workshop Meeting at 5:00 P.PA., Thursday, September 19, 1985 in the Village
Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were:
Stoddard, Gemino, Howell and Mapes. Murphy had advised he would not be in
attendance. Also present were: Robert Harp, Village Manager and John C.
Randolph, Village Attorney.
Prospective Applicants in attendance were: William E. Burckart,
Mary S. Corr, Alfred S. DeMott, Stanley B. Jacobs, H. D. Mantz, Eloda Tangney.
Gregory A. Dembski had submitted a resume but was not in attendance.
Stoddard advised that the meeting had been called for the purpose of
interviewing applicants to serve on the Village Long Range Planning Commission.
Mapes suggested that the Mayor read the paper explaining the creation of the
commission which was done. The Mayor said the concept started out as a Beauti-
fication Committee but was expanded as setforth in the paper. Jacobs asked if
the Commission would consider traffic, lights and other matters and Stoddard
said it was to be a research and planning body and would not be in conflict
• with the Community Appearance Board. Mantz noted the required reports would
summarize the activities of the Committee. The Mayor spoke of the Gallery
Square merchant's desire to improve their area and that they would like to have
the assistance of this Commission in determining what they might do to upgrade
their area. The Village Attorney said he needs to receive direction and gui-
dance from the Village Council as to the types of projects for the Planning
Commission since the recent comments go beyond what he had originally thought
to be the scope of activity for the Commission. This direction is needed because
he will probably be called upon to meet with the Commission on various matters.
Stoddard said the Commission's help to the Gallery Square north on drafting a
plan for the area was a creative function and part of the concept for this
Commission. He thought creative improvements to be an important function of
the Commission.
Howell asked the Village Attorney if he had any concern with the
Commission functioning in this manner and Randolph said he did not believe the
Commission should consider individual projects but if the Village Council
desires the Commission to do this, it will be alright with him. He said other
things than as in the paper could be included in the scope of activity for the
Commission but he feels there is a definite potential for conflict with the
activities of the Community Appearance Board. Gemino said there is a difference
between the proposed Commission and the Community Appearance Board and that
the Community Appearance Board acts on projects that are presented to them as
required whereas the Commission will be looking for things to help keep Tequesta
the way it is and strive for improvement both on a short term and long term
basis. Stoddard noted that the owners in Gallery Square North have asked to
meet with the Commission.

Howell stated that he thought that the residency requirement
for serving on the Board should be changed to allow the owners of businesses
within the Village to be appointed as members of the Commission. The Village
Attorney advised this would require an amendment to the set-up of the Long
Range Planning Commission. The Councilmembers generally agreed with this
proposal. The Village Attorney asked if the Council desired to limit the
number of such members on the Commission and was advised no, that the Council
could handle this themselves since they make the appointments to the Commis-
sion. It was agreed to provide this amendment to allow the appointment of
non-residents on the Commission providing they are the owner and operator of
a business within the Village. Absentee owners are not to be considered.
Gemino asked the applicants if they were planning to stay in
Tequesta and all so indicated.
Stoddard then requested each applicant to speak to the Council on why
they were interested in becoming a member of the Long Range Planning Commis-
sion. The applicants then spoke in the following order: Mary S. Corr,
Stanley Jacobs, H. D. Mantz, Alfred S. DeMott, William E, Burckart and Eloda
Tangney. All indicated their desire to have the good image of the Village
to be maintained and improvements made.
