VILLAGE COUNCIL WORKSHOP MEETING
FEBRUARY 17, 1987
A Village Council workshop meeting was held on Tuesday,
February 17, 1987 at 5:30 P.M. at the Village Hall, at 357
Tequesta Drive, Tequesta, Florida, to discuss the usage of Village
owned land by the Lighthouse Gallery, Inc.
The meeting was called to order at 5:35 P.M. Councilmembers
present were: Carlton D. Stoddard, Mayor; Edward C. Howell, Vice-
Mayor; Councilmembers present: Jill K. Gemino, Edwin J. Nelson,
and Ron Mackail. Village Officials present were: Thomas G.
Bradford Village Manager; John C. Randolph, Esq., Village
Attorney; Scott D. Ladd, Building Official; Bill C. Kascavelis,
Finance Director/Village Clerk; John McKune, Tom Jensen and Jon
Dyer, Consulting Engineers, Gee & Jenson Engineering, Inc., and
members of the Lighthouse Gallery, Inc., Board of Directors.
• The Mayor opened the meeting by introducing Mr. John McKune
who reported on the status of Village owned Water Department
land. Mr. McKune reviewed existing facilities and easements
throughout the area surrounding the present water plant site and
noted that construction of a large facility would not be deemed
advisable in that area. Mr. McKune also indicated that his
recommendation to the Village would be to retain all land
currently owned in the area of the Water Plant for future plant
expansions. He noted the current 1.8 M.G.D. plant capacity is
currently in the planning stages to be expanded to a 3.0 M.G.D.
capacity plant. Mr. McKune also reviewed the covenants of the
bond mortgage endenture which does not permit giving away any
assets of the Water Department. He also indicated that he in good
conscious could not recommend release of any presently owned
Water Department land.
Mayor Stoddard reported that he had met with developers of
the land in the 69 acre area, east of the Water Treatment Plant
and he had received assurances that they would be willing to seek
a contribution of the land for the planned Lighthouse Gallery,
Inc. expansion in conjunction with an auditorium and new County
Library. The Mayor noted the need for a master plan of the area,
and indicated that developers were willing to conduct such a
study. Mr.Maiden indicated Lighthouse Gallery, Inc. plans would
be made available to the developers for their use in developing a
master plan for land in the area.
