MINUTES
VILLAGE COUNCIL WORKSHOP MEETING
MARCH 3, 1987
The Village Council held a workshop meeting on Tuesday, March
3, 1987 at 5:30 P.M, to discuss revisions to the Village Zoning
Ordinance concerned primarily with modification of the "C-2" and
"C-3 districts.
The meeting was called to order at 5:30 P.M. Councilmembers
present were: Carlton D. Stoddard, Mayor; Edward C. Howell, Vice-
Mayor; Councilmembers present: Jill K. Gemino, Edwin J. Nelson,
and Ron Mackail. Village Officials present were: Thomas G.
Bradford, Village Manager; John C. Randolph, Esq., Village
Attorney; Bill C. Kascavelis, Finance Director/Clerk. Others
present were: Gene Caputo and Mark Kutney of Executive Management
Consultants, Inc., Village Planning and Zoning Consultants.
Mr. Caputo and Mr. Kutney reviewed the proposed amendments to
the Zoning Ordinance that have been revised in accordance with
• recommendations made at the previous workshop held on October 30,
1986.

The consensus of Council concerning major items of contention
1) The "Capital Improvement Impact Fee" for commercial
developments should be reviewed in more detail and
additional data is necessary delineating fees charged by
other Palm Beach County municipalities.
2) Additional review of the "Capital Improvement Impact Fee"
for residential development is necessary, which will
detail the proposed fees and the current green space fee
for park and recreation purposes. Consideration of the
assessment fee to a per lot or per unit basis should also
be considered.
3) Further review of the hotel/motel recommendations
utilizing the overlay concept presented.
4) Provide for libraries, art galleries and museums as
special exceptions within the C-2 General Commercial
areas.

5) Additional research concerning Adult Congragate Living
Facilities was requested to include density levels per
acre with the provision of kitchen facilities as
addressed by other communities of Palm Beach County.
In this regard Mr. Caputo also indicated he would review
a survey prepared by Mr. Ripma involving 30
municipalities during development of the Town of
Jupiter's Zoning Ordinance.
6) Item 9, of the Adult Congregate Living Facilities special
exception, as listed under the C-2 General Commercial
District, should be rewritten to read "that the applicant
shall provide transportation in a form acceptable to the
Village Council."
7) Any inference contained in the Zoning document of
permitting home occupations should be deleted entirely.
8) Adult entertainment establishments are to be prohibited
within the zoning districts of the Village.
• The Village staff was directed to review these matters
with the zoning consultants, and forward their
recommendations to Council upon completion.
A copy of the revised Zoning Ordinance amendments
prepared by Mr. Gene Caputo, Executive Management and
Engineering Consultants, Inc., dated February 9, 1987 is
attached to these minutes for informational purposes.
The meeting was adjourned at 8:25 P.M.
