HomeMy WebLinkAboutMinutes_Local Planning Agency_05/12/1987 VILLAGE OF TEQUESTA Post Office Box 3273 • 357 Tequesta Drive Tequesta, Florida 33469-0273 • (305) 746-7457 VILLAGE OF TEQUESTA LOCAL PLANNING AGENCY PUBLIC HEARING MAY 12, 1987 The Tequesta Village Council held a Local Planning Agency Public Hearing immediately preceeding the regular scheduled Council meeting to review portions of the Village Comprehensive Plan on May 12, 1987, at 7:00 P.M., at the Village Hall, 357 Tequesta Drive, Tequesta, Florida. I. The meeting was called to order at 7:00 P.M. A roll call of the Councilmembers present was taken by the Village Clerk. Councilmembers present were: Carlton D. Stoddard, Mayor; Edward C. Howell, Vice-Mayor; Councilmembers present were: Earl L. Collings, Ron Mackail, and Edwin J. Nelson. Village Officials present were: Thomas G. Bradford, Village Manager; John C. Randolph, Esq., Village Attorney; Franklin E. Flannery, Chief of Police; and Bill C. Kascavelis, Finance Director/Clerk. • II. Councilmember Earl L. Collings gave the Invocation and led those in attendance to the Pledge of Allegiance to the American Flag. III. Approval of Agenda A) The agenda of the Public Hearing was approved as submitted. IV. A public discussion on the Village Comprehensive Plan Elements. A) Mr. Gene Caputo, Village Planning & Zoning Consultant and his associate Mr. Jay Sweet, Program Director, presented information concerning annexation and land use. Mr. Caputo indicated the purpose of the Public Hearings concerned the Comprehensive Plan Elements and hearings will be held prior to specific Council Meetings for the purpose of soliciting public input .for future growth plans of the Village. He indicated that the Growth Management Act of 1985 requires public meetings to address specific elements • of the Village Comprehensive Plan. He noted public participation was necessary to document facts concerning the current position of the Village and to indicate concerns of residents as to the future growth . He also indicated that expanded elements of the Comprehensive Plan Elements include capital improvement planning and coastal zone management. The items to be discussed at this evening's public hearing are annexation and land use. Mr. Caputo noted that Tequesta was unique since its Charter set forth the boundaries for future annexation, which is County Line road on the north, Atlantic Ocean on the east, the Loxahatchee River/Jupiter Inlet on the south, and the river on the west. He noted that annexation of areas within this area that have not been annexed to the Village could be annexed by voluntary annexation, or through special legislation provided by the State Legislature to annex pocket areas within municipal boundaries. Mr. Jay Sweet addressed the issue of land use and indicated the most agressive approach that could be taken by the Local Planning Agency would be • designating the land use prior to actual annexation of such land. Mr. Caputo further emphasized that the Village must consider future levels of service and in doing so, must review all elements necessary for future growth including public safety, parks and recreation, and traffic control. Comments from members in the audience were: a) Mr. Guadagnoli, a resident of Bermuda Terrace, reported to the Council that 100$ of the Homeowners Association members of Bermuda Terrace expressed a concern that they were not in favor of being annexed into the Village of Tequesta. He did not specify any reason for his comment. b) Mr. Boahringer, expressed concerns about new shopping centers within the Village and the impact concerning older shopping centers of the Village. Mayor Stoddard replied that the competition generated by the new shopping centers to the area would force improvements to the older shopping centers. • .,. . Minutes of the Meeting May 12, 1987 Page 3 - c) Dr. Stanley Jacobs, questioned the current status of legislation within the legislature addressing pocket enclaves within municipalities throughout the State. Attorney Randolph reported that he did not anticipate any legislation forthcoming from this legislative session of the State Legislature, however, as each year progresses, he indicated the support for legislation addressing this issue has been gaining momentum and he believes the matter would be addressed in the not too distant future. The subject of Land Use Planning was postponed until the first meeting in June.
