M. , at the Village Hall, 357 Tequesta Drive, Tequesta, Florida. VILLAGE OF TEQUESTA LOCAL PLANNING AGENCY PUBLIC HEARING MINUTES JUNE 9, 1987 • I. The meeting was called to order at 7: OOP. M., and a roll call was taken by the Village Clerk. Councilmembers present were: Carlton D. Stoddard, Mayor; Edward C. Howell, Vice-Mayor; Earl L. Collings, Ron Mackail and Edwin J. Nelson. Village Officials present were: Thomas G. Bradford, Village Manager; John C. Randolph, Esq. , Village Attorney; Gary Preston, Director of Public Works and Recreation; and Bill C. Kascavelis, Finance Director/Clerk; and Village Planning and Zoning Consultants Gene Caputo and Jay Sweet. II. Councilmember Ron Mackail those in attendance in American Flag. III. The agenda was approved as submitted. IV. REVIEW AND DISCUSSION OF THE PROPOSED VILLAGE COMPREHENSIVE FLAN ELEMENTS A. LAND USE ELEMENT REVIEW: Mr. Caputo presented a chart designating the current land use of the Village, and an overlay chart of the proposed future land use recommendations. Minutes of Meeting June 9, 1987 Page 2- Mr. Caputo indicated that the previously designated C- 2 commercial zoning area designation be retained, and that such land be planned for primarily commercial use. He noted residential land use could be considered secondary for the area east of U. S. 1. He noted that the R-3 high density designation will provide for condos along the ocean, and the density would be reduced as residential property extends to the west with the lowest residential density existing farthest west to the Country Club Community area. He also noted that service impacts have already been established for the area. He further noted the primary concern of the Council should deal with the density and height restrictions of potential annexation of County developed property north of Tequesta Corporate limits and northeast of U. S. 1 and • north on Beach Road. He also noted that one lot remains to be developed in the C-1 area and the remainder of property to be developed in the Village is located in the designated C-2 area. B. ECONOMIC DEVELOPMENT AND REDEVELOPMENT REVIEW Councilmember Nelson requested that efforts be directed to the older shopping centers located in the Teguesta Drive area, and he suggested that impact fees should not prohibit development, and efforts should be made by the Council to assist in the development of these areas. C. TRAFFIC CIRCULATION REVIEW Mr. Caputo did not have a presentation on this matter; however, he indicated service levels should be determined at the time of establishing densities for the areas to be developed. D. HOUSING REVIEW Mr. Caputo stated that the Village consists primarily of a single family low density community, and that the density levels will increase only in the planned • community development areas located within the designated C-2 commercial zoning area, and he recommended continuation of the primarily low density residential community far the Village. • Minutes of Meeting June 9. 1987 Page 3- Mayor Stoddard suggested designating the area north of Coral Cove Park where the County is planning additional Bark development as a recreational zoning designation rather than residential, since the park planned is a County park not a municipal park. The Council concurred with the Mayor's recommendation. Upon completion of the presentation by Mr. Caputo, a general consensus of the Council was to approve the proposals presented by the Flanners to include residential development as a secondary use within the C-2 commercial zoning area. • V. There being no further business to be discussed concerning the comprehensive planning elements the meat ing was adjourned at 8: lOP. M.
