The Village Council/Local Planning Agency held a Public Hearing at Village Hall, 357 Tequesta Drive, Tequesta, Florida at 7:00 P.M, on July 14, 1987. The Public Hearing was called to order by Mayor Stoddard and a roll call was taken by the Village Clerk. Councilmembers present were: Carlton D. Stoddard, Mayor; Edward C. Howell, Vice-Mayor; Earl L. Collings, and Ron Mackail. Councilmember Edwin J. Nelson was absent due to the serious illness of a member of his family. Village Officials present were: Thomas G. Bradford, Village Manager; John C. Randolph, Esq., Village Attorney; Gene Caputo, Village Planning & Zoning Consultant; and Bill C. Kascavelis, Finance Director/Clerk. • A) Councilmember Collings moved, "that the Council excuse Councilmember Nelson for the period covering the next regular scheduled four Council meetings in consideration of the unfortunate situation of which he is confronted". Councilmember Mackail seconded the motion. The vote on the motion was: Carlton D. Stoddard - for Edward C. Howell - for Ron Mackail - for Earl L. Collings - for The motion therefore passed and was adopted. B) Mayor Stoddard acknowledged that Councilmember Howell had just returned from France, and extended the sympathy of Council to Mr. Howell for the recent and unexpected passing of his father. II. Mayor Stoddard gave the Invocation and led those in attendance to the Pledge of Allegiance to the American Flag. III. The agenda was approved as submitted. IV. Mr. Gene Caputo, Village Planning & Zoning Consultant presented a review of various comprehensive plan elements. Council Meeting Minutes July 14, 1987 Page 2 - ----------------------------- A) Recreation/Open Space Review 1. Mayor Stoddard suggested that the Planning Commission participate in the Recreation/Open Space plan in addition to the Recreation Advisory Board. 2. Dr. Stanley B. Jacobs, Chairman of the Planning Commission reported that a questionnaire would be mailed soon to all Village residents seeking recommendations for future planning of facilities for the Village which includes recreation facilities. The questionnaire also requested data to determine the number of children residing within the Village. He indicated once the comments are received from the mailing, that the data would be provided to the Local Planning • Agency and Mr. Caputo for consideration for the Comprehensive Plan Element review. B) Coastal Zone Management Review 1. Councilmember Collings stated that the Beaches and Shores are the most valuable assets of the State, and emphasized the need for public officials and residents to ensure measures are taken for the protection against erosion for the continued maintenance of this valuable asset. C) Police, Fire, Hurricane and Catastrophic Protection. 1. Mayor Stoddard reviewed the Emergency 911 Program presently being introduced for the county by the Palm Beach County Commissioners, and indicated Council will consider providing the system for the Village residences when the details have been worked out and becomes available. He also noted that a fifty cent a month fee would be assessed all residents of Palm Beach County by Southern Bell in their monthly phone bills for maintenance of the system. • Council Meeting Minutes July 14, 1987 Page 3 - -------------------------------- 2) The Mayor requested that the Village Attorney review the Hurricane Defense Program to determine a chain of command for the Village in the event of a potential disastrous situation and report his recommendations to the Council. V. Ladd, Building Official ~~ DATE: July 28, 1987 SUBJECT: Imgact Fee Study Tom, attached is a historical workup of permit activity going back 5 1/2 years, a breakdown of average yearly permit activity in number of units for residential and by square footage for commercial construction and a breakdown of projected yearly impact fee revenue. The last item is the dollar amount that we could average from having our own impact fee that used the county ordinance current fee schedule. This breakdown is only for fair share road improvement contribution and does not address any other type of impact fee; i. e. , 4~ fvr parks and recreation.
