I. The Village Council of the Village of Tequesta, Florida,
held a public hearing to consider an application for a
special exception use (Village owned and operated park
facilities) within the R-1 single family dwelling district
of the Village of Tequesta, submitted by the Village
Manager at 7:00 P.M., Thursday, September 10, 1987 at the
Village Hall, 357 Tequesta Drive, Tequesta, Florida.

The meeting was called to order at 7:00 P.M. by Mayor
Carlton D. Stoddard and a roll call vote was taken by the
Village Clerk. Councilmembers present were: Carlton D.
Stoddard, Mayor; Edward C. Howell, Vice-Mayor;
Councilmembers present were Ron Mackail and Edwin J.
Nelson. Councilmember Earl L. Collings had previously
been excused from attending the meeting. Other officials
present were: Thomas G. Bradford, Village Manager; Scott
D. Ladd, Building Official; Gary Preston, Director of
Public Works and Recreation; and Bill C. Kascavelis,
Finance Director/Village Clerk.
II. Mayor Carlton D. Stoddard gave the invocation and led
those in attendance to the Pledge of Allegiance to the
American Flag.
III. The agenda was amended to include the following items
under Item VI, ANY OTHER MATTERS:
A. The Village Manager, a request to contract for
trimming, fertilizing, and fumigating of the Royal
Palm Trees located within the Village.
B. Stacey Thomas, Assistant Principal for Community
Education, Jupiter Community High School; request
for consideration of funding for the Adult Community
Education Program.
IV. PUBLIC HEARING
A. Mr. Ladd reviewed the Villages' application requesting
a special exception to allow for a municipally owned
and operated park within a residentially zoned
district (R-1) of the Village. Site plan improvements
consisted of a flag pole, park benches, water fountain,
trees, lighted sign and lighting for the flag pole
standard.

Gary Preston noted the improvements were confined to
Lots 33 and 34, and he indicated lighting of the flag
pole standard and entry sign to the park would be lit
all night. He also noted that Rood Landscape Architect
and Ms. Sally Weiner selected the planting sites for
the trees, shrubbery and plants.
Mr. Joseph Collins, representative of the Tequesta
Gardens Condominium Association supported the
development of Constitution Park; however, he noted the
Association was opposed to any efforts to develop the
park into an active park facility.
Upon completion of the site plan review, Councilmember
Howell moved, seconded by Councilmember Mackail, "to
approve the request for the site plan approval as
submitted, and to authorize a special exception use
allowing for a municipally owned and operated park
within a residentially owned district (R-1) of the
Village." The vote on the motion was:

the motion therefore passed, and was adopted.
V. A PUBLIC MEETING TO REVIEW AND DISCUSS PROPOSED ELEMENTS
FOR THE VILLAGE COMPREHENSIVE PLAN
Mr. Jay Sweet, Village Planning Consultant, reviewed the
following elements of Village Comprehensive Plan:
A. Community Finance
1) Mr. Sweet noted that he is currently drafting input
fee projections which may be incorporated into the
funding of improvements anticipated by the Village,
and incorporating revenue sources necessary to fund
the Five Year Capital Improvement Plan required in
the Comprehensive Plan element.

B. General Discussion
1) The Village Manager indicated coordination of zoning
with outlying county zoning areas should be
considered, and he noted the document should not be
completed until input is received from the citizen
survey being conducted by the Planning Commission.
VI. ANY OTHER MATTERS
A. Mr.Stacey Thomas, Assistant Principal for Community
Education, Jupiter Community High School; reviewed the
Community Education Program with Council and requested
their support and consideration of a contribution to
the program. He noted that the following programs were
funded with Community Education contributions:
1) Senior Citizen Nutrition Program
2) Big Brother/Big Sister Program
• 3) High School Drop-Out Resistance Program
Mr. Thomas noted that the formerly funded program for
Community Counseling Center was now receiving funding
on their own, and he requested that Council reconsider
its' position on the matter.
Mayor Stoddard reiterated the Council's decision
concerning grants and aids in this year's budget, and
noted any further action should be recommended by the
Village Administration.
Vice-Mayor Howell noted that Council is not against the
Educational Programs or Civic programs requesting
contributions from the Village; however, budget
restraints have limited Tequestas' position regarding
such contributions.
B. Mr. Bradford reviewed a memorandum to Council
requesting authorization to contract with Rood
Landscape for the treatment of one hundred forty five
royal palm trees at $11.00 each, for a total cost of
$1,595. Services to be provided by Rood Landscape
would include trimming of fronds, fertilizing, and
fumigating of each tree.

Upon completion of the review, Councilmember Nelson
moved, seconded by Councilmember Mackail, "to authorize
contracting with Rood Landscape for the services
requested by the Village Manager at a cost of $1,595.

C. Mayor Stoddard reviewed a communication from Mr. Haney
Frakes, Palm Beach County Assistant Engineer; noting
that the County Five Year Capital Improvement Program
included the five laning of Old Dixie Highway, to be
completed in 1990, at a total cost of $3,900,000.
The Mayor indicated he anticipates a good turn out for
• the Bicentennial Celebration and dedication of
Constitution Park scheduled for 4:OOP.M., Thursday,
September 17, and invited all Village residents to
attend and be a part of the celebration.
VII. There being no other business before the Council, the
meeting was adjourned at 8:OOP.M.

informational purposes.
