HomeMy WebLinkAboutMinutes_Workshop_02/10/1984C] MINUTES OF THE VILLAGE COUNCIL WORKSHOP MEETING OF T:-~E VILLAGE OF TEQUESTA, FLORIDA February 10, 1984 A Workshop Meeting was held by the Village Council of the Village of Tequesta at 2:30 P.M., Tuesday, February 10, 1984 in the Village Hall, 357 Tequesta Drive, Tequesta, Florida. Councilmembers present were: Brown, Little, Stoddard and Wagar. Also present were: Robert Harp, Village Manager, Cyrese Colbert, Village Clerk, Frank Flannery, Police Chief and John C. Randolph, Village Attorney. The purpose of this meeting was to hear from Palm Beach County on the possible annexation of Coral Cove Park by the Village of Tequesta. Palm Beach County was represented by Commissioner Peggy Evatt, Dick Feeney, Administrative Director for Commissioner Evatt, Dennis Eshlemann, Director of Palm Beach County Parks and Recreation Department, Inspector Sheets and Lt. Arbour, Palm Beach County Sheriffs Office. • Commissioner Evatt opened by saying and the surrounding area have one common goal is to provide family recreation and that Cora residents of Palm Beach County to enjoy. The will be operated and maintained by the county provided by Palm Beach County. that Palm Beach County for this park and that 1 Cove Park is for all park is county owned and and will have security Mr. Dennis Eshlemann reviewed for Council the list of operation maintenance procedures that would be provided by Palm Beach County. The list included the following: 1. A Palm Beach County Caretaker would be at the park on a daily basis, 7 days a week, for 3 to 4 hours per day to pick up litter and to keep restrooms clean 2. Garbage will be picked up on a daily basis by Palm Beach County 3. The maintenance will be provided by Palm Beach County Maintenance Department 4. The lawn will be moved by Palm Beach County every 7 to 10 days, more if necessary, depending on the season we are in 5. Lifeguard services will be provided by Palm Beach County. Right now the lifeguards are there on week-ends and holidays, but they are monitoring the area for new activity and if the activity picks up they will start having lifeguards on a daily basis. Lifeguards will be provided on a daily basis starting in May, if it does not occur before then. 6. Palm Beach County is not really sure of the time that the gates • will be unlocked, but at this time they are looking to opening the gates around 7:00 A M. and locking them up an hour after sundown. Y 1 02-10-84 -02 7. There is an emergency road and Police Officers will have a key to unlock gates to the emergency road. 8. Many of the lifguards provided by Palm Beach County will be trained paramedics. 9. Palm Beach County will provide a County emergency vehicle to supplement service of local emergency units 10. Police Protection - Palm Beach County will provide park patrols with at least 8 contacts within an 8 hour period, park patrols at least 1 per hour, more if needed, for at least 16 hours per day. There will be regular patrol in the evenings. There will be a permanent patrol car in Jupiter Carlin Park, Dubois Park and Coral Cove Park. There will be 1 zone car that is to remain in those four parks and no where else. There will also be a park enforcement car assigned to these parks to assist the zone patrol car. This car will have the responsibility of the four parks and will take care of some of the other parks further down the line which are smaller and do not require a parked car. There will also be available, for heavey week-ends, the assistances of the mounted unit that is in the Jupiter/Tequesta Carlin Park area along with a K-9 Unit. Councilmember Little told Palm Beach County representatives he wanted reassurances from them that annexing this park does not entail any expense to the Village of Tequesta. Mr. Eshleman answered, "absolutely not". Commissioner Evatt again remined all involved that she could not • impress strongly enough .that this park will remain Palm Beach County taxpayers property, that it will be operated and maintained by Palm Beach County with taxes that are also paid by Tequesta taxpayers and that it will be used and enjoyed by all of Palm Beach County residents and not solely for the use of residents of this area. It was also discussed that Palm Beach County and the Village of Tequesta will have to work on some kind of an agreement which will include those items that Palm Beach County agreed will be their responsiblity and also any ordinances that may be considered that might hinder the operation of Coral Cove Park for the enjoyment of Palm Beach County residents and their rights to use the park as was intended. Palm Beach County and Village of Tequesta representatives agreed that the two attorneys will meet and discuss such an agreement. The meeting was adjourned at 3:40 P.M. Cyrese Colbert U
