MINUTES OF THE VILLAGE COUNCIL MEETING
OF THE VILLAGE OF TEQUESTA, FLORIDA
February 28, 1984
A meeting was held by the Village Council of the Village of
Tequesta, at 7:30 P.M., Tuesday, February 28, 1984 in the Village Hall,
357 Tequesta Drive, Tequesta, Florida. Councilmembers present were:
Brown, Little, Mapes, Stoddard and Wagar. Also present were:
Robert Harp, Village Manager, Cyrese Colbert, Village Clerk and
John C. Randolph, Village Attorney.
The opening Prayer and Pledge of Allegiance to the Flag was
given by Councilmember Wagar.
Mayor Stoddard told Council that he had been contacted by
Representative Hill this morning and Representative Hill requested
that each municipality in his district pass a Resolution opposing a
proposed State Legislative Bill that had been introduced by the House
of Representatives Growth Management Committee entitled the "Municipal
Sunset" Bill. Mayor Stoddard said he did not have time to contact
the Village Attorney and request that he draw up the Resolution, so
Mayor Stoddard prepared the Resolution himself and copies of the Resolution
were presented to Council.
Changes made, and approved to the agenda were:
add 2b. "Municipal Sunset" Bill Resolution (Stoddard)
add 4a. Discussion of resignations of Annexation Committee
Members (Little)
There were no visitors who wished to speak under "Time for
Visitors".
2a. The Village Attorney reviewed with Council the proposed agreement
between Palm Beach County and the Village of Tequesta in reference
to the Annexation of Coral Cove Park. The Village Attorney told Council
this DRAFT Agreement was prepared from the Minutes of the February 10, 1984
~~orkshop Meeting held between Palm Beach County and the Village of
Tequesta. The Attorney also told Council that he will probably meet
with Palm Beach County about this agreement some time next week. He
also informed Council that Palm Beach County has had no input into
this agreement.
Council agreed that Section 2(g) should be changed to reflect
what the Minutes had in them. This section should be corrected to
include wordage such as "A Zone 1 patrol car shall. provide regular

patrol on a daily basis during the hours the park is closed" and "There
• will also be a park enforcement car assigned to these parks to assist
the Zone Patrol Car". There was brief discussion on this agreement.
Little moved, "that we move forward with the Annexation of Coral Cove
Park subject to the Agreement with Palm Beach County which covers the
items that were agreed upon by Palm Beach County at the February 10,
1984 Workshop Meeting and are listed in the Minutes of the Meeting".
Wagar seconded and vote on the motion was:

Little -for
Mapes -for
Stoddard -for
Wagar -for
and therefore the motion was passed and adopted.
2b. Mayor Stoddard reviewed briefly the request by Representative
Hill on the passage by the Village of Tequesta Resolution against
the "Municipal Sunset" Bill. The Village Attorney read by title A
RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA,
OPPOSING A PROPOSED STATE LEGISLATIVE BILL INTRODUCED BY THE HOUSE
OF REPRESENTATIVES GROWTH MANAGEMENT COMMITTEE TITLED THE "MUNICIPAL
SUNSET" BILL. Little moved, "we accept this Resolution as presented".
Mapes seconded and vote on the motion was:

Little -for
Mapes -for
Stoddard -for
Wagar -for
and therefore Resolution No. 6/83-84 was passed and adopted. Councilmember
Little requested that copies of this Resolution be sent to the Legislative
Committee that will meet March 6, 1984. The Village Manager said this
would be taken care of.
3a-d The Council Meeting Minutes for February 14, 1984, the Village
Manager's Report for February 13-24, 1984, the Village Financial Statement
for January 1984 and the Water Department Financial Statement for
January 1984 were received.
4a. Councilmember Little asked the Village Attorney if the Village
would have any problems because it does not have an active Annexation
Committee at this time. The Village Attorney replied "no".
Councilmember Brown asked the Village Manager to check with
the County as to why the Village did not, again, receive any Notice
of the Special Exception" Hearing for a warehouse that was approved
in the County. Council again expressed dissatisfaction with the County's
procedure on not notifying municipal governments of these hearings.

Councilmember Wagar requested the Village Manager check into
having a traffic light installed at the intersection of Riverside Drive
and Tequesta Drive.
The meeting was adjourned at 8:27 P.M.
